    Server and Network Administrator

    Responsibilities

    S/he will ensure maintenance of key servers, secure and oversee efficient data communications channels and the general IT infrastructure and environment. S/he should be able to deploy, configure, maintain and monitor all Linux and Windows Servers and the active network equipment in order to ensure smooth secure systems and network operation. The Server and Network Administrator will:

    • Fully support, configure, maintain and troubleshoot the corporate networks and in house servers;
    • Install and integrate new server hardware and applications;
    • Diagnose problems with network equipment and performs equipment repair and to keep an eye for needed updates and firmware;
    • Ensure network security and connectivity;
    • Evaluate and ensure security efficiency and manage the security solutions, including firewall, enterprise antivirus and intrusion detection systems;
    • Monitor network performance (availability, utilization, throughput, goodput, and latency) and test for weaknesses;
    • Set up user accounts, permissions and passwords;
    • Resolve problems reported by end users;
    • Define network policies and procedures;
    • Specify system requirements and design solutions;
    • Provide third grade backup to the help desk;
    • Provides first level network technical support to end users;
    • Install, configure and maintain network cabling and other networking equipment such as hubs, switches and UPS;
    • Oversee installation, configuration, maintenance and troubleshooting of network connected end-user hardware, software and peripheral devices; and
    • Assists System Administrator with maintenance of VOIP phone system.

    Qualifications and Experience

    • Bachelor’s degree in relevant IT-related field (computer science/ technology/ engineering); master’s degree an added advantage.
    • ITIL/CISA certification is a plus.
    • Demonstrable knowledge and application of IT Services Framework and Infrastructure Library (minimum ITIL v3).
    • Clear and demonstrable understanding of the evolving technology landscape locally and globally.
    • Excellent knowledge of best practices around management, control and monitoring of Linux server infrastructure.
    • Experience with Linux Active Directory (AD) setup and administration.
    • Proven experience in a network administrator role.
    • Hands on experience in networking, routing and switching.
    • Experience with firewalls, Internet VPN’s remote implementation, troubleshooting and problem resolution is desired.
    • Ability to set up and configure server hardware.
    • Familiarity with backup and recovery software and methodologies.
    • Innovative thinking with service quality, and its improvement, within limits of costs and business direction.
    • Ability to work independently, set priorities, juggle tasks and meet strict deadlines.
    • Excellent interpersonal and organizational skills; demonstrated ability to follow assignments through to completion.

    Post-Doctoral Research Scientist (WASH)

    Responsibilities
    Work with the team to ensure successful implementation of the assigned projects;
    Oversee/lead development of field and training manuals;
    Oversee the review and translation of research tools;
    Oversee fieldwork of the proposed research projects to ensure timely 
    implementation of field activities;
    Support proposal writing and other fund raising activities within the unit;
    Ensure ethical approvals and research permits are obtained;
    Oversee data cleaning and analyses;
    Lead and contribute to scientific paper writing;
    Lead the development of project reports;
    Participate in dissemination of research findings and policy dialogue with 
    appropriate audiences;
    Monitor project budgets and expenditure;
    Prepare project progress reports;
    Lead and contribute to proposal development and fundraising for research projects 
    in the program;
    Mentor junior researchers and facilitate in the Center’s training programs as 
    needed; and
    Represent the Center at high level national, regional and international forums, 
    including relevant technical working groups and expert committees.

    Qualifications and Experience

    • PhD in Public/Environmental Health, Community Health, or any related field with a specialization/focus on Water, Sanitation and Hygiene (WASH) in Africa.
    • At least one year’s post-doctoral experience conducting research on WASH in Africa.
    • Demonstrated experience in managing research projects.
    • Skills in quantitative and qualitative methods including experience in data analysis with familiarity in data analysis software.
    • Strong writing skills and evidence of peer reviewed publications in the subject matter/area of focus.
    • Ability to work independently.
    • Excellent interpersonal and organizational skills and ability to work independently in a team.

    Liaison Officer

    Objectives
    To strengthen the institutional linkages between GFF and Countdown to 2030, particularly with the African technical institutions part of the Countdown collaborations.
    To facilitate active collaboration between GFF and Countdown to 2030, and uptake and use of Countdown-supported analytical outputs.
    To strengthen the ability of the GFF to accelerate a program of work aiming to support countries to routinely estimate levels, trends and equity of coverage based on analysis of all  relevant data sources.

    Specific Responsibilities

    • To serve as a liaison and strengthen coordination and collaboration between Countdown to 2030 and the GFF;
    • To facilitate communication and engagement between the African technical institutions 
    • participating in Countdown and the GFF, in a manner that helps strengthen the role of incountry and regional technical institutions within the GFF country engagement model (e.g., in 
    • support of Investment Case development and monitoring, including annual review of progress 
    • and quarterly meetings to follow through on issues identified and examine and use new data 
    • that have become available in the last quarter);
    • To serve as a ‘results buddy’ for specific countries within the GFF portfolio (to be chosen from among those with active Countdown engagements) to provide support to the Focal Point-led 
    • GFF country team on issues related to data and results measurement;
    • To lead a technical workstream within the GFF on supporting countries to routinely estimate 
    • levels, trends and equity of coverage of priority interventions across the RMNCAH-N continuum 
    • based on analysis of all relevant data sources, in collaboration with the Countdown technical network; and
    • To contribute to the development of the repository of analytical tools and methods that 
    • Countdown is bringing together and to support uptake and use by GFF countries for improved analysis and use of RMNCAH-N data.

    Qualifications and Experience

    • PhD in Public Health, Maternal and Child Health Epidemiology, Population Sciences or other 
    • relevant areas; a minimum of 2 years’ post-doctoral experience. 
    • Strong in either quantitative or qualitative analytical skills with a good working knowledge of the other.
    • Demonstrated experiences in health research, with peer-reviewed publications on the subject will be an added advantage. 
    • Strong writing skills and good record of publications which utilize defined analytical methodologies. 
    • Experience in developing proposals. Evidence of previous successful grants will be an advantage.
    • Excellent interpersonal and organizational skills and ability to work in a culturally diverse team.
    • Experience working in sub-Saharan Africa.
    • Must be fluent in French and English.

    Post-Doctoral Research Scientists

    Responsibilities

    • Contribute to the development of information systems and provision of analytical 
    • methodological support and advices to researchers;
    • Lead and contribute to proposal development and fundraising for research projects in the unit;
    • Provide statistical advice and support to researchers developing proposals and writingscientific papers;
    • Supervise and mentor junior staff to contribute to the design of proposals for grant 
    • applications, scientific writing analytical support and/or information systems development;
    • Supervise and mentor junior staff to conduct literature reviews;
    • Ensure the recruitment, training and supervision of field interviewers;
    • Oversee/lead development of field and training manuals;

    • Ensure community mobilization and education of the community in relation to the esearch;

    • Contribute to institutional publications including and not limited to lay 
    • dissemination materials such as policy/research briefs and fact sheets;
    • Contribute to policy engagement and the unit’s strategic planning;
    • Contribute to cultivation of relations with key institutional donors;
    • Represent the Center at high level national, regional and international forums, 
    • including relevant technical working groups and expert committees; and
    • Define own area of research interest through developing proposals, concept notes and publishing in the area.

    Qualifications and Experience

    • PhD in Demography, Populations Studies, Public Health, Sociology, Statistics, Data 
    • Science, Econometrics, or equivalent in related disciplines.
    • Have 2 years’ of relevant post-doctoral experience.
    • Strong writing skills and good record of publications, which utilize defined analytical methodologies.
    • Experience in developing proposals; evidence of previous successful grants will be an advantage.
    • Demonstrated experience in managing research projects, including experience in 
    • conducting, coordinating and managing surveys.
    • Proven experience in conducting desk reviews.
    • Strong quantitative skills (managing, analyzing and interpreting data), with good 
    • familiarity with quantitative statistical packages (e.g. STATA, R). 
    • Expertise in political economy research or qualitative methods, including familiarity 
    • with qualitative analysis software packages (e.g. NVivo) will be an advantage.
    • Excellent interpersonal and organizational skills and ability to work in a culturally diverse team.
    • Experience working in Francophone West Africa.
    • Fluent communication and writing in French is necessary for the position in West Africa

    Program Accountant

    Responsibilities

    • Provide support to project staff by ensuring cost effective utilization of resources;
    • Monitor project expenditure to ensure they are in line with donors’ agreements. Prepare donor financial reports;
    • Monitor projects expenditure against the budgets and provide frequent feedback to the project managers and project staff on budget matters;
    • Review field imprest / staff travel advance to ensure adherence to set procedures;
    • Review partner institutions’ expenditure accounting and prepare funds disbursements;
    • Participate in proposal development preparing budgets and other administrative sections;
    • Prepare for project audits by continuously reviewing accounts for accuracy and provide support to auditors during project financial audits;
    • Process payments and funds transfer; andEnsure proper records management and compliance with internal and external requirements.

    Qualifications and Experience

    • Bachelor’s degree in Finance, Accounting, Business Administration or related field.
    • Must be a Certified Public Accountant (CPA III) or Chartered Certified Accountant (ACCA) equivalent.
    • At least 3 years’ experience working in an international NGO.
    • Proficiency in Navision (MS Dynamics).
    • Ability to work independently, set priorities, juggle tasks and meet strict deadlines.
    • Excellent interpersonal and organizational skills; demonstrated ability to follow assignments through to completion.
