    Consultant to Develop a Stoke Curriculum on Paralegal Education

    The Consultant’s duties and responsibilities will include the following:

    •  Carry an inception meeting with the CLE and IDLO to discuss the TORs and scope of the assignment, methodology, and expectations, and develop an inception report demonstrating an understanding of the assignment.
    •  Undertake a robust and participatory training needs assessment (TNA) and trend analysis of the developments in legal aid training and service provision, including a review of the existing training curricula on legal aid services.
    •  Based on the findings of the TNA, carry out desk research on the ideal models and approaches for training legal aid service providers on legal aid services, including from other comparative jurisdictions.
    •  Informed by the findings of the TNA, develop a standard Curriculum on legal aid services using a participant-centred training methodology.
    •  Integrate the principles of equality and non-discrimination into the curriculum.
    •  Present the draft Curriculum on legal aid services in stakeholder consultative meetings with key legal aid service providers, such as CLE, NLAS, LSK, paralegal networks, etc., for feedback.
    •  Consider and incorporate feedback from stakeholder consultations into the Curriculum on legal aid services, and present the same during the validation and launch.
    •  Refine and submit the final Curriculum on Legal Aid Services to CLE and IDLO.

    DELIVERABLES

    •  An Inception Report is detailing the understanding of the assignment, methodology, timelines, work plan, potential risks, and mitigation measures.
    •  A Training Needs Assessment Report in Legal Aid Services
    •  A stoke Curriculum on Legal Aid Services, presented in a publication format
    •  A stoke Curriculum on legal aid services presented in illustrative language.
    •  An Assignment Completion Report and sources of information relied upon.

    DURATION

    The consultancy contracts will run for six months, from December 2022 to May 2023.

    Job Requirements

    Education

    •  A Bachelor’s Degree in, Statistics, Computer Science, or a related discipline from a university recognized in Kenya.
    •  Professional Certification in Monitoring, Evaluation, and Reporting from a university recognized in Kenya.

    Work experience

    •  A minimum of 7 -10 years of professional experience in:
    •  Design and implementation of MELR Frameworks
    •  M&E approaches, methodologies, and tools
    •  Formative and summative results-oriented evaluation of systems and processes
    •  Quantitative and qualitative data collection methods
    •  Designing qualitative and quantitative indicators at appropriate levels
    •  Familiarity with principal M&E methodologies based on OECD DAC standards and evaluation criteria, basic evaluation standards and principles, results-based management concepts, and the logical framework approach.
    •  Demonstrated experience in conducting stakeholder mapping databases and developing online databases.
    •  Demonstrated experience leading assignments of similar nature for large government agencies, learning, or corporate institutions.

    Technical competencies

    •  Excellent analytical, writing, and editing skills.

    Visual Communication and Design Consultant for for Judiciary’s Directorate of Public Affairs and Communication (DPAC)

    The Consultant’s duties and responsibilities will include the following:

    •  Carry out a comprehensive visual communication needs assessment of the Judiciary in line with the Judiciary Communications Strategy and visibility goals and recommend visual communication tools and models that respond to the identified needs.
    •  Using the assessment findings, gather data for the development of visual communication content using various data collection tools, including photography, videography, etc
    •  Create and edit visual communication content from the Judiciary’s programs, new initiatives, events, successes, etc., to be disseminated to the public. These include (i) short infomercials; (ii) launch concepts; (iii) documentaries; (iv) live streams, and (v) recorded content for television and radio.
    •  Present the visual communication materials developed to the Judiciary and IDLO for validation before dissemination to the public.
    •  Translate the approved visual communication materials into formats that can be imported into the Kenya Judiciary Academy (KJA) e-learning platform.

    BRING YOUR DEVICE POSITION

    The Consultant should own and be willing to work with their professional video camera that matches/is close to the following specifications:

    •  High-definition camera with a minimum quality of 4K full frame
    •  Camera with a robust raw file as well as MP4 formats for easy storage and editing
    •  Wireless video transmitter to facilitate the use of lapel microphones

    Education

    Experience

    Consultant to Develop a Regulatory Framework for Accreditation of Paralegal Education and Licensing Guide

    THE ASSIGNMENT

    In this regard, the International Development Law Organization (IDLO) has partnered with the Council for Legal Education (CLE)to engage a consultant to develop the regulatory framework for the accreditation of paralegal education and licensing guide and a licensing guide for paralegal education providers. The Consultant’s duties and responsibilities will include the following:

    •  Carry out an inception meeting with the CLE and IDLO to discuss the TORs and scope of the assignment, methodology, and expectations, and develop an inception report demonstrating an understanding of the assignment.
    •  Conduct comprehensive desk research of the context of legal aid service provision, emerging trends, and best practices in regulating legal aid education, including from comparative jurisdictions.
    •  Hold sector-wide stakeholder meetings convened by CLE, and IDLO, to discuss and collate feedback to enrich the development of the regulatory framework for accreditation of paralegal education and a licensing guide.
    •  Develop the first draft of the regulatory framework for accreditation of paralegal education as subsidiary legislation to the Legal Education Act 2012
    •  Develop a first draft of the paralegal education licensing guide for paralegal education providers.
    •  Present the draft regulatory framework for accreditation of paralegal education and licensing guide in stakeholder consultative meetings organised by CLE, and IDLO, for feedback.
    •  Consider the feedback from stakeholder consultations into the final regulatory framework for accreditation of paralegal education and licensing guide and present the same during a validation meeting to be convened by CLE and IDLO.
    •  Refine and submit the final draft regulatory framework for paralegal education and licensing guide accreditation.

    DELIVERABLES

    Consultant to Develop a Monitoring, Evaluation, Reporting, and Learning Framework for Paralegal Education Providers

    The Consultant’s duties and responsibilities will include the following:

     

    •  Conduct a national mapping of paralegal education providers and individual and institutional legal aid service providers mapping, and develop a mapping report.
    •  Using the mapping report above, developed an online database of paralegal education providers and individual and institutional legal aid service providers countrywide to be hosted by CLE. The database will detail the legal names, physical addresses, geographical coverage, thematic focus areas, target groups, and active contracts for referral areas that are active and operational.
    •  Develop an online Monitoring, Evaluation, learning, and Reporting framework for monitoring the paralegal education providers and legal aid services by the accredited providers to be hosted by CLE.
    •  Present the online database of paralegal education providers, legal aid service providers and MELR framework for validation by stakeholders, organised by CLE and IDLO for interrogation and feedback.
    •  Consider the feedback from stakeholder consultations to improve the database of legal aid service providers and the monitoring evaluation, learning, and reporting framework developed.
    •  Present the refined database of legal aid service providers and the MELR framework for validation
    •  Officially launch MERL in a meeting convened by NLAS, CLE, and IDLO.
    •  Post development, train NLAS and CLE staff on effectively using the database of paralegal education providers, legal aid service providers and the framework developed for optimum benefit.

    Consultant to Develop Court Practice Direction for the Specialized Sexual and Gender-Based Violence Court

    The Consultant’s duties and responsibilities will include:

    •  Inception meeting with the Judiciary, IAWJ Kenya Chapter and IDLO to discuss the TORs and scope of the assignment, methodology, and expectations, and develop an inception report demonstrating an understanding of the assignment.

    Job Requirements

    IDEAL CANDIDATE PROFILE

    The Consultant should have the following skills, qualifications, and experience: Education

    •  Bachelor’s Degree in Law from a university recognised in Kenya.
    •  Advocate of the High Court of Kenya.
    •  A master’s degree in any of the above fields is an added advantage.

    Work experience

    •  A minimum of 10-15 years of professional experience in access to justice, criminal justice investigation and prosecution.
    •  Demonstrable understanding of the nuanced nature of SGBV.
    •  Demonstrated experience in criminal justice and penal reforms.
    •  Demonstrated skills and experience delivering on similar assignments.
    •  Sound knowledge of ongoing criminal justice reforms in the justice sector.
    •  Demonstrable experience in legal drafting or curriculum development

    Technical competencies

    •  Demonstrated legal analysis, research and writing skills, including proof of writing.
    •  Development of manual experience is also necessary
