    Senior Human Resources Manager

    Overview:

    The Senior Human Resource (HR) Manager is a dynamic and strategic leader responsible for overseeing all aspects of HR management for our growing organization. S/he will be responsible for developing and implementing effective HR management strategies, policies and procedures aligned with inSupply Health’s vision and mission. This role involves overseeing talent acquisition and resourcing, talent management and succession planning, compensation and benefits management, performance management, risk mitigation and audits, employee relations and welfare, HR planning and management, and administration and compliance with relevant labor laws and regulations across all inSupply’s offices. The role requires a strong leader who can both set and enforce appropriate policies while also building a positive, high-performing and inclusive team culture.

    Responsibilities:

    Specific responsibilities include, but are not limited to:

    Policy Development & Implementation

    • Develop, refine and implement a comprehensive Human Resource Management Strategy, policies and procedures aligned with organizational goals and regulatory requirements to enhance staff engagement and drive high performance.
    • Establish and enforce HR policies, systems, and procedures that facilitate effective people management, resulting in improved performance, motivation, and HR service delivery.
    • Ensure employee compliance with inSupply Health’s internal policies, external regulations, and labor laws, emphasizing zero-tolerance policies and upholding institutional values.
    • Ensure all HR policies are up-to-date, legally compliant, and communicated effectively to all employees.
    • Lead initiatives to continuously improve HR processes and policies.

    Talent Acquisition & Recruitment

    • Develop and implement strategies for sourcing and recruiting candidates, including building partnerships with local institutions and organizations.
    • Proactively plan workforce requirements in collaboration with line managers, ensuring talent acquisition for both short- and long-term needs.
    • Lead and oversee talent sourcing efforts, including recruitment, hiring, reference checks, and orientation plans and procedures.
    • Ensure a fair and equitable recruitment process that promotes diversity and inclusion.

    Employee Development and Performance Management:

    • Design and implement employee and talent development programs to enhance skills, knowledge, and career progression, including training, mentorship, and coaching initiatives.
    • Develop a high-performance culture by implementing organization and team design solutions with measurable performance indicators and improvement plans. Oversee the performance management process, ensuring alignment of employee performance with program goals, assisting in creating and retaining high-performance employees and teams.
    • Develop strategies for employee recognition, motivation, and retention.
    • Identify and address talent gaps through succession planning activities in collaboration with leaders and managers.
    • Develop and oversee implementation of reward/compensation management policies, including annual merit increases, salary structures, job evaluation procedures, and reward objectives.
    • Provide guidance to managers and employees on salary administration and reward programs.

    Team Culture and Employee Engagement:

    • Foster a positive and inclusive team culture that aligns with the organization’s values and mission.
    • Implement initiatives to enhance employee engagement, satisfaction, and well-being.
    • Provide strategic leadership and support to senior management and the inSupply Health team during change management initiatives.
    • Address and resolve employee conflicts and grievances in a timely and effective manner.

    Compliance and Legal Affairs:

    • Ensure strict compliance with labor laws in all the countries of inSupply’s presence, collaborating closely with the legal team on disciplinary matters.
    • Minimize, identify, and mitigate potential risks associated with staff employment, including safeguarding strategies, data protection, and compliance with HR policies, donor regulations, labor laws, and other legislation.
    • Prepare for and support regular HR and administration audits and actively participate in safeguarding and risk management committees.
    • Report any detected legal risks to the Chief Executive Officer and suggest preventive actions.

    HR Strategy and Planning:

    • Collaborate with senior leadership to develop and execute HR strategies that support the organization’s objectives.
    • Monitor HR metrics and analytics to assess the effectiveness of HR initiatives and drive continuous improvement, by developing insights and analyses of people-related business issues and opportunities.
    • Manage the HR budget and ensure efficient allocation of resources.

    HR Administration:

    • Oversee HR administrative functions, including payroll, benefits administration, and employee records management.
    • Manage staff health policies, including medical insurance and pension contracts and statutory obligations.
    • Establish and oversee maintenance of an efficient filing system for HR files, ensuring strict confidentiality.
    • Ensure job descriptions and performance targets are up to date and reviewed regularly.
    • Ensure accurate and confidential handling of employee information.
    • Implement HR information systems and technologies to streamline operations.

    Required Qualifications and Experience:

    • A Master’s degree in a relevant field and a Bachelor’s degree in HR Management are required.
    • A postgraduate diploma in Human Resources Management. A professional HR qualification is highly desirable.
    • A minimum of eight (8) years of progressively responsible experience in human resource management, with at least four (4) years in a supervisory and senior management role.
    • Proven experience managing and working with multicultural teams of 50+ employees in an HR management capacity.
    • Strong knowledge of East African labor laws and HR best practices.
    • Exceptional leadership, interpersonal communication skills.
    • Strong HR systems and process skills are essential.
    • Prior supervisory experience is required.
    • Must be a registered member of IHRM.
    • Strong problem-solving skills and the ability to handle complex employee relations issues.
    • High level of integrity, confidentiality, and professionalism.
    • Proficiency in HR software and Microsoft Office Suite.

    Director Finance

    Overview:

    The Director of Finance will lead financial management for inSupply and provide overall direction, vision and organizational responsibilities for all finance functions.  S/he will oversee and lead the functions of award management, budgeting, finance and accounting, grant and contract management and compliance. This position will work closely with the Operations Director, CEO, and senior management team, as well as close coordination with program management, NBD, and HR, for organization-wide planning and decision-making, contributing to inSupply’s business strategy and plan . S/he will also be directly responsible for ensuring inSupply’s financial health through the oversight of inSupply’s financing, preparation of financial statements, management of annual corporate budgeting, risk and compliance adherence, determination of organizational indirect cost rates, and cash flow management. S/he will continually liaise, discuss and seek inputs from senior management and CEO on strategic matters related to finance & operations.

    S/he will provide strategic leadership and guidance by ensuring that the financial functions are managed in an efficient and effective manner, compliant with inSupply and donor policies; local laws and regulations in East Africa and other countries in which inSupply operates. The candidate  will be responsible for shaping the policies, procedures and systems of inSupply, that would be in compliance with local laws and donor requirements. S/he will develop and monitor systems to ensure the continued ability to respond to growth of inSupply with a focus on project planning and financial management, risk and compliance, and in close collaboration with the operations team on Information Technology (IT), procurement and general administration. S/he will maintain Internal Control Systems and ensure compliance with the inSupply policies and procedures and related legal norms.

    Responsibilities:

    Strategic Finance responsibilities:

    • Develop, implement and ensure compliance with financial strategies, policies, and procedures for long-term financial sustainability of the organization
    • Actively oversee the financial health of inSupply across all offices, continuously monitoring and projecting inSupply’s financial performance, risk analysis, revenue projections and cash flow.
    • Lead, guide, train, motivate and empower the Finance & Accounting and Grants Management team.
    • Ensure financial legal and statutory compliance.
    • Lead the annual inSupply budget planning process and revenue forecasting and support determination and management of the Indirect Costs rate to ensure cost recovery
    • Continuously advice inSupply management on finance strategy, policy and relevant developments, ensuring appropriate relevant and timely updates as required
    • In collaboration with senior management and Operations Director, establish and ensure compliance with finance and operations policies and processes consistent with best practices in the industry.
    • Ensure that financial systems and policies are consistent with tax legislation and statutory obligations in all countries that inSupply operates.
    • Establish and ensure inSupply’s financial and contractual policies are enforced. Be responsible for all fraud prevention and management at inSupply.
    • Ensure that the statutory external audits and donor audits are managed effectively and required corrective action is taken to strengthen the systems.
    • Develop and update MOUs on cost allocations of shared costs across projects.
    • Develop and implement systems, tools and processes to ensure internal & external risk is mitigated effectively to meet necessary compliances.
    • Ensure monitoring of overall costs and implement cost rationalization measures as per organizational need.
    • Coordinate and collaborate with Director Operations to monitor systems to ensure continued ability to respond to growth with a focus on project planning and financial management, risk and compliance, Information Technology (IT), procurement and general administration.
    • Be up to date with the changing external developments in financial management, tax regulations and other leading practices in similar organizations which directly or indirectly impact inSupply business.

    Grants/Award Management:

    • Lead the preparation and negotiation of funding agreements with donors on behalf of the organization.
    • Ensure development & monitoring of project budgets to meet the needs of the organization, based on strategic and operational plans.
    • Oversee the financial aspects of sub awards including: the selection process, the completion of sub award agreements, the training and mentoring of sub awardees on financial requirements and reporting and approve their financial reports.
    • Ensure all donor compliance and reporting
    • In coordination with Senior Management, review and approve all new business initiatives in terms of budgeting and cost estimations, identify risks, confirm financial viability and full cost recovery of each proposal to the organization.
    • Ensure smooth project operations in compliance with all applicable policies, procedures, rules and regulations of each donor.

    Finance & Accounting:

    • Ensure timely and accurate production of regular management accounts, financial and cash flow forecasts, statutory annual accounts and reports, balance sheets, etc.
    • Develop & implement effective financial management, control and monitoring systems across all projects in , including systems focused on organizational performance.
    • Ensure an efficient, effective and compliant accounting and finance function of inSupply including payments, payroll, etc. up to finalization of the annual balance sheet.
    • Ensuring all statutory compliances, adequate cash flows and other financial requirements
    • Approve payroll and benefits allocation prior to payment.

    Required Qualifications and Experience:

    • Holds a degree in business management, economics or accounting or similar qualifications from a recognised university.
    • A qualified account who is duly registered with the relevant professional institute e.g. ICPAK or ACCA.
    • Minimum 10-12 years’ post qualification progressive experience in financial management.
    • Minimum 3 years’ experience in a senior leadership role in the social development sector with multi-donor projects including foundations and US Government.
    • Experience working in both an audit environment and with project based implementation highly desired.
    • Strong financial acumen and proven experience managing budgets above $10 million or more
    • Strong managerial, organizational and problem-solving skills, as well as professional maturity
    • Technical expertise in all aspects of operations, including accounting, financial management, statutory compliances, Tax Laws, risk management and regulations etc.
    • Strong experience managing finance and contractual requirements of new business development
    • Excellent analytical skills and attention to detail, with the ability to interpret complex financial data and provide actionable insights
    • Excellent interpersonal and communications skills, with the ability to effectively engage with internal and external stakeholders at all levels
    • Strong leadership abilities with a track record of building and motivating high-performing teams
    • Demonstrated knowledge and experience working with East African government agencies on issues of registration, corporate compliances, statutory requirements, audit, and tax laws.
    • Relevant computer skills related to the job profile, including advanced proficiency in financial software, Microsoft Dynamics, MS Office, and other relevant accounting software.
