Responsibilities:
Financial Leadership & Performance Management
- Provide day-to-day financial leadership and oversight across participating countries and implementation areas.
- Monitor project financial performance and provide timely financial advice and analysis.
- Promote accountability, financial discipline, value for money and responsible resource utilisation.
Budgeting, Forecasting & Cost Management
- Lead preparation, consolidation and review of annual and multi-year project budgets.
- Coordinate budget revisions, forecasts and financial projections across countries and project components.
- Monitor expenditure, commitments, burn rates and budget variances.
- Advise project leadership on the financial implications of implementation and resource decisions.
Financial Reporting & Analysis
- Lead the preparation and review of accurate and timely financial reports and management information.
- Provide financial analysis and insights to support project performance and decision-making.
- Strengthen the use of financial data to identify trends, risks and opportunities.
Grant, Contract & Partner Financial Management

- Provide financial oversight across the grant lifecycle, from budgeting and implementation through reporting, close-out and audit.
- Ensure compliance with donor requirements, grant agreements, contracts and organisational policies.
- Oversee financial aspects of consortium partners, subrecipients and implementing partners.
- Identify financial risks and coordinate corrective actions and capacity strengthening.
Financial Controls, Compliance & Risk Management
- Implement and monitor effective financial controls and ensure compliance with delegated authorities and financial procedures.
- Identify control weaknesses and ensure corrective actions are implemented.
- Maintain oversight of project-level financial risks and ensure appropriate escalation.
- Ensure financial records and supporting documentation meet donor, statutory and organisational requirements.
Audit & Donor Compliance
- Coordinate financial aspects of internal, external, donor and project audits.
- Monitor donor financial conditions and reporting requirements.
- Track audit findings and coordinate corrective actions.
- Escalate material compliance concerns and financial risks.
Cash Flow, Treasury & Financial Operations
- Monitor cash requirements, liquidity, commitments and short-term funding needs.
- Prepare and review cash-flow forecasts.
- Coordinate funding requests, transfers and other financial requirements.
- Work with the broader Finance function on banking, payments, reconciliations and treasury processes.
Project Operations & Resource Coordination
- Provide financial and operational input into project planning and resource allocation.
- Coordinate with Finance, Procurement, HR, Grants, Administration and other shared services.
- Identify and address operational bottlenecks affecting project delivery.
- Support project mobilisation, expansion and close-out from a finance and operations perspective.
Financial Systems & Process Improvement
- Ensure effective use of inSupply’s ERP and financial management systems.
- Identify opportunities to automate, streamline and improve financial and operational workflows.
- Support system enhancements, integrations and reporting tools.
- Strengthen the integrity and consistency of financial data.
Team Leadership & Strategic Finance Partnership
- Provide leadership, coaching and technical guidance to finance and operations staff supporting the project.
- Build financial management capacity among non-finance project staff.
- Serve as a strategic finance partner to the Project Director and PMU leadership.
- Provide financial recommendations to support project strategy, planning, resource allocation and implementation decisions.
- Deputise for the designated finance lead on project matters when required.
Qualifications & Experience
Academic Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, Business Administration or a related discipline.
- A Master’s degree in a relevant discipline is mandatory.
Professional Qualifications
- Qualified accountant with active membership in a recognised professional accounting body, such as ICPAK, ACCA or equivalent, and in good standing.
Professional Experience
- At least 12 years of progressive experience in finance and financial management, preferably within international development, consulting, non-profit or project-based environments.
- At least 5 years‘ experience in a senior or managerial finance role, with responsibility for financial operations, complex budgets and team leadership.
- Demonstrated experience managing multi-donor grants, awards or contracts, including budgeting, donor compliance, financial reporting, close-out and audit.
- Experience overseeing financial management and compliance across consortium partners, subrecipients or implementing partners.
- Experience supporting proposal and new-business development, including proposal budgeting, pricing and financial due diligence.
- Strong experience in budgeting, forecasting, management reporting, cash-flow management, audit, taxation, statutory compliance and internal controls.
- Experience managing significant organisational or project budgets, preferably USD 10 million or more.
- Experience working across multiple countries or jurisdictions, preferably within East Africa.
- Strong experience with ERP and financial-management systems, preferably Microsoft Dynamics, with advanced Microsoft Excel skills.
- Experience developing management dashboards, financial analysis and decision-support tools is an added advantage.

Responsibilities:

Qualifications & Experience

- A Master’s degree in a relevant discipline is mandatory.
Professional Qualifications
- Membership in a relevant professional body, such as PMI or an equivalent recognised professional association.
- Professional certification in Project or Programme Management, such as PMP, PRINCE2 or an equivalent internationally recognised qualification, is highly desirable.
- Additional certification in Monitoring & Evaluation, Results-Based Management, Risk Management, Agile Project Management or another relevant discipline is an advantage.
Professional Experience
- At least 12 years of progressively responsible experience in global health, international development, health systems strengthening, health supply chains or a related field, including substantial senior project or programme leadership experience.
- Demonstrated experience providing strategic leadership for complex, multi-country, donor-funded projects, with accountability for strategy, implementation, budgets, teams, partnerships, compliance and results.
- Experience working with government institutions and public-sector health systems, preferably across multiple countries and operating contexts.
- Strong understanding of health systems and supply-chain ecosystems, including systemic barriers related to access, financing, procurement, policy, data, regulation or service delivery.
- Proven experience leading multi-partner or consortium-based projects.
- Demonstrated experience engaging and influencing donors, government institutions, implementing partners and senior stakeholders.
- Experience leading multidisciplinary and geographically dispersed teams.
- Experience overseeing workplans, budgets, forecasts, risks, contractual deliverables and performance frameworks.
- Demonstrated experience in monitoring, evaluation, learning, evidence generation and adaptive project management.
- Experience in maternal and newborn health, health products, pharmaceutical or medical supply chains, procurement, market shaping or related areas is highly desirable.
