    Health Manager

    Under the direct supervision of the Field coordinator and technical guidance from the Snr. Health Coordinator, the Heath Manager shall be responsible for the overall designing and implementation of the Health program that encompasses CHP and Clinical Services sectors. S/he will also be responsible for implement evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the health indicators as per SPHERE/UNHCR/WHO standards at the Camp.

    Key Responsibilities:

    Program Management:

    • Identify health program opportunities by assisting the health staff to carry out assessments; draft health sector proposals, budgets and plans of action.
    • Provide overall coordination of all the departments under the health program i.e., pharmacy, laboratory, Inpatient, and outpatient etc.
    • In coordination with the Field Coordinator, formulate curative program goals, objectives, and intervention strategies.
    • Review health programs through periodic field & facility visits.  Ensure that program implementation strategies are compatible with overall program goals and objectives.
    • Coordinate all referrals of refugee patients as per UNHCR referral guidelines.
    • Coordinate and manage the health promotion, immunization, diseases surveillance activities at camp level.
    • Participate in the Outbreak Control Coordination Team (OCT) and carry out community-based public health interventions during communicable disease outbreaks.
    • In liaison with the Field Coordinator develop and implement strong integrated community health strategies using appropriate tools to maximize project impact on the beneficiaries
    • Set high quality performance indicators ensuring adherence to technical standards, best practices, and donor guidelines.
    • Lead and organize camp-wide health campaigns including vitamin A supplementation campaigns, National Immunization Days (NIDs) and other similar campaigns.
    • Seek out and nurture quality partnerships with community structures Ministries of health and strategic partners, including international NGOs.
    • Foster inter-program linkage, exchange information and experiences and contribute actively to protection and disaster risk reduction mainstreaming in the health program.

    Human Resource Management:

    • Monitoring and supervising the Health staff both national and refugee to ensure that work is done properly and efficiently.
    • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
    • Develop ongoing education programs for health staff.
    • In coordination with the Field Coordinator, periodically monitor, evaluate, and make appropriate recommendations regarding health, and living conditions of IRC field staff and assist with ensuring that proper health measures are in place according to IRC health requirements.
    • Review personnel issues and concerns of health staff and assist with determining and implementing solutions.
    • Determine personnel needs for field-level activities and in coordination with the Human Resources Lead assist in recruitment of staff.
    • Orientate new field staff members on personnel health and safety issues, and diseases unique to the area of operation.
    • In coordination with the Field Coordinator and HR Lead, authorize medical evacuation of staff.
    • Recommend promotions, disciplinary action, and termination of health staff to the Field Coordinator and HR Lead.
    • Directly supervise the Medical Officer In charge, Clinical Officer In charge, Nursing Officer In charge, Pharmacist, Laboratory in charge, Senior RH/CHP/HIV Officer, CHP Officers among others.

    Grants Management:

    • Contingent upon provision of routine financial reports to the field, ensure adherence to budgets by reviewing expenditures and spending patterns.
    • Recommend grant and budget revisions to the Field Coordinator and the Health Technical Team.
    • Provide recommendations and interventions to correct any identified deviations that impact budget adherence.

    Reporting

    • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.
    • Attend meetings concerning overall health program issues.
    • Supervise regular review and revision of training manuals to maintain consistency with the acceptable protocols.
    • Maintain updated libraries of manuals and other resources at all field sites.
    • Keep the Field Coordinator informed of all developments and issues through weekly situation reports.

    Representation & Coordination

    • Develop and maintain effective working relationships with external stakeholders - including UNHCR and other implementing agencies, Local Organizations, community-based organizations\leaders and other IRC sectors to enhance cooperation and coordination.
    • Ensure presence in coordination meetings in absence of Health Coordinator and ensure relevant coordination-related data is shared with the health sectors.
    • Participate in interagency health working groups or committees as required.

    Qualifications

    • Degree in Medicine and Surgery from a recognized institution or an equivalent with preferably master’s in public health.
    • Must be registered with Kenya Medical and Dentist Board and allowed to practice in Kenya.
    • Excellent organizational and program management experience, including with staff and implementation work plans, budget management and monitoring and evaluation.
    • Excellent leadership, communication, and facilitation skills.
    • Excellent interpersonal, coordination and networking skills.
    • Experience with situation analysis and health assessments.
    • Experience in capacity building and mentoring staff.
    • Experience in pharmacy inventory management.
    • Excellent problem-solving skills and demonstrated ability to handle pressure and improve.
    • Ability to live in a high security environment.
    • Excellent computer skills: MS Word, Excel, Power-point, Outlook, and the internet.
    • Proficiency in English language and Somali is an added advantage.

    Required Experience & Competencies:

    • Three years’ experience in tropical medicine or public health in developing countries.
    • Training and at least three years’ experience in health program design and management.
    • Experience in working with multicultural/ multinational individual including displaced communities with diverse cultural and ethnic backgrounds.
    • Proficiency in computer skills, including internet navigation and various office applications i.e. Outlook, Ms EXCEL and Ms WORD.
    • Experience contributing to the design, management and reporting of international development programmes or projects including Previous financial and/or grant management experience is a plus.
    • Demonstrated capacity to manage a variety of activities simultaneously and take initiative.
    • Prioritization, planning, and project coordination skills.
    • Analysis, problem-solving, sound judgment.
    • Drive, pro-activeness, action, and results orientation; continuous improvement.

    Senior Nutrition Officer

    Working under the guidance and supervision of the Nutrition Manager, The Senior Nutrition Officer (SNO) will lead the implementation of all nutrition related activities at the IRC run health facilities (main hospital and 2 health posts) and communities in the refugee settlement and the surrounding host communities in Hagadera refugee camp.
    The SNO will be responsible for providing training (nutrition), coaching, mentorship, and technical support, including M&E for the nutrition program. Key areas will include, but not limited to the detection and treatment of acute cases of malnutrition; implementation of the prevention package of Combined Protocol for Treatment of Acute Malnutrition Study (comPAS), Integrated Management of Acute Malnutrition (IMAM), Infant and Young Child Feeding (IYCF), Maternal Child Health and Nutrition (MIYCN); supporting outreach activities that include surveillance and patient follow up; and preparing and submission of donor reports as required.

    KEY RESPONSIBILIES:
    Programming

    • Provide overall technical leadership and direction to nutrition activities being implemented at Dadaab refugee camp in line with the UNHCR, UNICEF, ECHO technical narrative, work plans and targets.
    • Ensure quality and timely identification and treatment of medical complications associated with malnutrition in SC/OTP/SFP.
    • Give and advise on the drug regimen for children in the SC, OTP and SFP programs.
    • Participate in daily ward rounds in the SC ward with the medical team.
    • Ensure that all required observations, prescribed treatment, and procedure are properly carried out and documented in the patients’ cards
    • Mentor the nutrition staff and auxiliary nurses to manage patients with acute malnutrition as per approved protocols and guidelines
    • Train and mentor IRC nutrition staff and other key stakeholders in growth monitoring and promotion (GMP), comPAS, IYCF and IMAM; especially the OTP and SC staff.
    • Ensure the establishment of nutrition monitoring activities and train health staff in case detection and referral system.
    • Ensure timely LMIS/KHIS reporting in accordance with set deadlines.
      Monthly submission of relevant reports to the Nutrition manager and updating of nutrition data on relevant platforms.
    • Work in collaboration with other departments to strengthen screening for malnutrition at community level and linkage and referral to health and nutrition service delivery points
    • Provide oversight for MIYCN activities at community level
    • Improve the provision of quality nutrition counseling in the hospital stabilization center, maternity, and HIV/TB clinic, male & female wards, and other entry points in the health program in liaison with relevant IRC sectors.
    • Plan and conduct continuous monitoring of the SAM, MAM, BMS patients.
    • Participate in program strategic planning and roll-out of new program areas in liaison with key stakeholders and cooperating partners.
    • Adhere and uphold IRC code of conduct at respective work area.

    Supervision and leadership

    •  Directly supervise nutrition officers and nutrition nurse in SC and OTP/SFP sites.
    • Supervise and work in strict collaboration with the nutrition team in the screening activities of severely malnourished children.
    • Identify training gaps for the incentive staff and beneficiaries within nutrition program and communicate the same to the program manager.

    Networking and coordination

    • Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in food/nutrition activities.
    • Develop and coordinate the adherence and reporting of nutrition education sessions as per developed annual plan.
    • Monitor and supervise proper usage of essential nutrition therapeutic feeds such as F100, F75, RUTF, RUSF, CSB++and Resomal to avoid stock outs.
    • Create appropriate linkages and referral for nutrition activities.
    • Work closely with other health programs in spirit of integration for maximum output.
    • Attend all program implementation meetings.

    Qualifications

    • Bachelor’s Degree in Nutrition & Dietetics.
    • Registration MUST with KNDI
    • Possess at least three (3) years’ experience in implementing nutrition related activities in a busy hospital and community set up. 
    • S/He must possess ability to analyze and interpret both quantitative and qualitative programmed data.
    • Must possess excellent planning and organizational skills.
    • Must be able to work with minimal supervision.
    • Must have cognate skills in computer applications.
    • MUST possess a high level of integrity and with good interpersonal skills
    • Ready to work in difficult environmental conditions.

    Required experience:

    • Addition nutrition training in CMAM/IMAM and MIYCN is an added advantage.
    • Strong communication skills, oral, written and presentation.
    • Previous experience in Arid and Semi-Arid Lands of Kenya
    • Previous experience working in insecure contexts
    • Extremely flexible and can cope with stressful situations.
    • Strong background in humanitarian projects.
    • Demonstrate proficiency in computer applications such as word processing, spreadsheet, E- mail, out look
    • Should be a team player and culturally sensitive.

    Helpdesk Support Technician

    Major Responsibilities

    Customer Service and Communication

    • Professionally, respectfully and effectively represents IT Team members, and IRC services to the users. 
    • Keep accurate notes of issues and troubleshooting steps taken within our ticketing system.
    • Take ownership of incidents assigned to ensure issue resolution and user satisfaction.
    • Adhere to internal audit responsibility policies and procedures and communicate the same to the end-users.

    Technical Skills – Level I Help Desk Support

    • Provide Tier 1 & 2 help desk support for technical assistance in person, via phone chat using ServiceNow ticketing system, and follow up with customers and users to ensure complete resolution of issues
    • Configure, deploy, maintain, troubleshoot and support Windows 10 and PCs Macintosh workstations and, laptops, printers, mobile devices, phones and other computer and telecommunications equipment. 
    • Create and maintain user accounts in AD Manager and O365 (user, computer, security objects). 
    • Filter HelpDesk calls and provide support and troubleshooting, such as password resets, toner replacement, break/fix, and escalation to higher level support. 
    • Follow standard help desk procedures, apply knowledgebase to problems and provide assistance to users: problem identification, instruction, and resolution of problems.
    • Install anti-virus software and ensure virus definitions are up-to-date.
    • Perform post-resolution follow ups with end user and team members as required.
    • Evaluate documented resolutions and analyze trends for ways to prevent future problems; alert management to emerging trends in incidents, identify and escalate situations requiring urgent attention.
    • Perform other duties as required.

     Administrative Tasks & Record Keeping

    • Validate and create knowledgebase articles and user documentation.
    • Assign tickets and monitor/attend to the unassigned queue(s) in ticketing system.
    • System administration and maintenance.
    • Close tickets within established service levels.

    Job Requirements 

     Education: College degree or equivalent certification

    Work Experience:  

    • 1-3 years of experience in help desk/desktop support position
    • Experience with Active Directory, and O365, Azure and SCCM
    • Excellent communication skills – both written and verbal
    • Knowledge of advanced computer hardware, including desktops, laptops, smartphones, and networking equipment
    • Experience with Microsoft and MAC Operating Systems
    • Working knowledge of a range of software and hardware diagnostic tools.
    • Experience working with ITIL, and service desk best practices.
    • Exceptional interpersonal skills, with a focus on rapport-building, listening and questioning skills.
    • Strong documentation skills.
    • A genuine desire to patiently help others solve technical issues
    • Microsoft Visual Studio a plus
    •  Certificates or Licenses: A+ Certification, SCCM, ITIL
    •  Working Environment:  The position will work in the Nairobi and is expected to be on-site and flexible to remote working. Standard office work environment
