    General Manager, Investments

     Job Specifications
    Duties and responsibilities at this level will entail;

    • Formulating and implementing of leading investment management strategies for the Fund;
    • Developing policy guidelines on all matters related to management of the Funds’ properties;
    • Developing a robust investment policy statement for the Fund in line with corporate objectives;
    • Developing and maintaining strategic relationships with key stakeholders;
    • Monitoring performance of the Fund’s assets and liabilities;
    • Carrying out feasibility analyses on viable investment opportunities;
    • Analyzing the Funds’ financial performance in comparison with the industry trends, identifying and managing risks including stress tests and scenario analyses;i
    • Determine investment goals and strategies in consultation with Fund managers;
    • Monitoring and evaluating the Performance of the Fund Managers for effective decision making;
    • Conducting feasibility studies and making recommendations on the development concepts, land acquisitions, preliminary programs and budgets;
    • Overseeing ongoing projects including reviewing progress with contractors, consultants and project managers;
    • Ensuring Compliance with regulations including timely payments of statutory fees; and
    • Ensuring the Fund’s properties are maintained at the highest habitable state;

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served for a cumulative service period of fifteen (15) years, five (5) of which must be at senior management level or a comparable position;
    • Bachelor’s Degree in any of the following fields: - Finance, Economics, Investment, or related field from a recognized institution;
    • Master’s degree in any relevant field from a recognized Institution
    • Membership to a relevant professional body in good standing; eg CIFA, CFA or relevant professional body
    • Practicing Certificate where applicable;
    • Proficiency in computer applications;
    • Fulfilled requirements of Chapter 6 of the Constitution; and
    • Shown merit and ability as reflected in work performance and results.

    Other Requirements.

    • Qualified candidates will be required to satisfy or having initiated the process of complying with the requirements of Chapter Six (6) of the Constitution of Kenya 2010:
    • Clearance Certificate from Higher Education Loans Board (HELB);
    • Certificate of good conduct from Director Criminal Investigation (DCI)
    • Tax Compliance Certificate from Kenya Revenue Authority (KRA); • Clearance from Ethics and Anti-Corruption Commission (EACC); and,
    • Report from an approved Credit Reference Bureau (CRB).

    Principal Investment Officer

    Duties and Responsibilities

    • Initiate the development of policy documents such as Investment Strategy, Investment Policy and Interest Declaration and Reserve Allocation Policy;
    • Conducting actuarial valuations;
    • Ensuring availability of budgets for investment purposes;
    • Liaising with consultants to coordinate data collection for actuarial valuation;
    • Monitoring of the performance of the portfolio, asset allocation and the compliance of the same to laws and regulations;
    • Analyzing technical specifications for the procurement of investment service providers. This entails the review of contracts;
    • Coordinating portfolio construction, for example, asset allocation, identification and analysis of new opportunities;
    • Monitoring cash flows and coordinating the transfer of surplus funds for investment.
    • Monitoring investment service providers; and
    • Analyzing invoiced fees and preparing memos seeking approvals where necessary.

    Requirements for Appointment

    For appointment to this grade, an Officer must have:

    • Served for a cumulative service period of nine (9) years, three (3) of which must be at the Grade of Senior Investment Officer, PSSF 6 or in comparable position;
    • Bachelor’s Degree in any of the following fields: - Finance, Economics, Actuarial Science, Accounting or related fields from a recognized institution;
    • Membership to a relevant profession and in good standing; eg CIFA, CFA or relevant professional body
    • Proficiency in computer applications;
    • Fulfilled requirements of Chapter 6 of the Constitution; and
    • Shown merit and ability as reflected in work performance and results.

    Senior Legal Officer

    Duties and Responsibilities

    • Preparing and reviewing lease contracts and licenses for the user department;
    • Reviewing court documents prepared by external lawyers;
    • Monitoring legal cases being handled by external lawyers and preparing progress reports such as;
    • Monitoring progress of court cases, attend court, prepare the Fund’s witnesses and attend pre-trial briefings;
    • Providing recommendations to legal committee concerning out-of-court settlements;
    • Reviewing transfer documents concerning title conveyance from the purchasers’ lawyer;
    • Analyzing new laws and changes made and communicating the same to the concerned departments;
    • Preparing legal reports and opinions on matters involving the Fund.
    • Participating in preparing budget that relates with advisory services and performs same upon approval;
    • Preparing legal briefs and renders legal advice and/or opinion on contract preparation/amendment, any policy & strategic issues as and when required;
    • Reviewing contracts both local and international including loan, mortgage, pledge, guarantees etc. and provide warranted recommendations to protect the Fund’s interest;
    • Participating in the development of standard contracts & formats used by various organs of the Fund;
    • Planning and conducting research aiming at improving the provision of an efficient legal service to the Fund;
    • Organizing and maintains updated rules, regulations, directives and circulars pertinent to the social security industry on the Fund’s portal;
    • Participating in the dissemination of laws, rules and regulations affecting the social security sector;
    • Assisting in researching on recurrent and controversial legal and practical issues affecting the social security sector and create the required awareness; and
    • Checking that account opening applications of corporate bodies and others satisfy legal requirements
    • Developing contract negotiation strategies and builds capacity for contract negotiation;
    • Reviewing and drafting of contracts and development of standard templates for the Fund’s use;
    • Developing and maintaining a comprehensive contract management database ensuring all Fund contracts are well archived and appropriately serialized;
    • Maintaining a contractual risk register and developing mechanisms to identify early warning of risk to enable early interventions and mitigation;
    • Monitoring legal risk to ensure that the Fund meets its statutory obligations and fulfils its strategic objectives;
    • Participating in the development of records management and storage processes for all Fund title documents, legal correspondences and other critical legal documents; and
    • Processing of registration of any new property acquired by the Fund.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Served for a cumulative service period of six (6) years Post admission, three (3) of which must be at the Grade of Legal Officer I, PSSF Grade 7 or a comparable position;
    • Bachelor’s Degree in Law or related field from a recognized institution;
    • Membership to a relevant professional body and in good standing;
    • Post graduate Diploma from Council for Legal Education;
    • Proficiency in computer applications;
    • Fulfilled requirements of Chapter 6 of the Constitution; and
    • Shown merit and ability as reflected in work performance and results

    Assistant Manager, Internal Audit

    Duties and Responsibilities

    • Preparing audit programs and planning memorandum for individual assignments;
    • Participating in audit entry and exit discussions;
    • Monitoring and reviewing the execution of individual audit assignments;
    • Reviewing final audit reports and preparing the executive summary for individual audit reports;
    • Preparing board papers on Internal Audit activities;
    • Developing Annual Audit Plan;
    • Preparing documents for use in Internal Audit and compliance committee of the Board;
    • Undertaking special Audit investigations as they may be required from time to time; and
    • Interpreting of Fund's policies for sound Audit planning.

    Requirements for Appointment

    For appointment to this grade a candidate must have:

    • Served for cumulative service period of twelve (12) years, three (3) of which must be at the Grade of Principal Internal Auditor, PSSF Grade 5 or a comparable position;
    • Bachelor's Degree in any of the following fields: - Finance, Economics, Statistics, Project Management, Business Administration or any other relevant qualification from a recognized institution;
    • Master's Degree in Finance, Economics, Statistics, Project Management, Business Administration or any other relevant qualification from a recognized institution;
    • Membership to a relevant profession and in good standing: eg CIA, CISA, ACCA, CPA (K) or its equivalent;
    • Proficiency in computer applications;
    • Fulfilled the requirements of Chapter 6 of the Constitution;
    • Shown merit and ability as reflected in work performance and results.

    Corporate Communications Officer II

    This is the entry and training level for this cadre. An officer at this level will work under the supervision of a senior officer.

    Duties and Responsibilities

    • Participating in the planning of publicity strategies and campaigns;
    • Drafting media press releases;
    • Analyzing media coverage in regards to the Fund’s targeted audience;
    • Developing customized promotional messages for publicity and advertisement;
    • Analyzing and monitoring customer complaints lodged externally and internally using established complaints handling feedback mechanism; and
    • Developing customer strategies for handling of customer complaints effectively.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • Bachelor’s Degree in any of the following fields: - Communication, Public Relations, Journalism or a Degree in Social Science and a Diploma in Communication, Public Relations, Journalism or related field from a recognized institution;
    • Proficiency in computer applications; and
    • Fulfilled the requirements of Chapter 6 of the Constitution.
