    WASH Officer

    ROLE PURPOSE: 

    The incumbent of this position represents Save the Children values and principles in interactions with staff and external audiences. These values and principles include commitment to the mission of Save the Children international, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity. 

    In response to the ongoing food insecurity and crisis in South Sudan, humanitarian actors are providing assistance and alleviate the suffering of the people. Having its experience in South Sudan for over 20 years, Save the Children will implement this livelihood based response that integrates WASH in Aweil East, Northern Bahr El Ghazal State through SSJR 3. The South Sudan Joint Response 3 (SSJR 3) Project aims to saving lives and alleviate suffering of those most in need of assistance and protection, and protect the rights and uphold the dignity of the most vulnerable. 

    The post holder will be responsible for overall community mobilization and engagement, timely planning, coordination, implementation, monitoring and review of the project. The post holder will specifically oversee the Emergency Water, Sanitation and Hygiene (WASH) components of the South Sudan Joint Response Emergency Project – Phase 3 (SSJR 3) for its successful implementation according to approved donor and government agreements. It will also ensure that the human, material and financial resources of the project are well managed in line with plan financial, grant management and other approved guidelines in close collaboration with the project and other team members. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    Role Dimensions

    • Internal: All Staff and all Managers in Save the Children Field Programme level, field manager; Operations Manager, Finance, Logistics and HR in Juba 
    • External: County level sections, Local and International NGOs and UN Agencies in the field location

    KEY AREAS OF ACCOUNTABILITY : 

    • To ensure the Emergency Water, Sanitation and Hygiene (WASH) component of the project is implemented according to the approved donor and government agreements. 
    • Conduct baseline assessment on community needs, existing WASH related initiatives (water supply, sanitation and hygiene), existing infrastructures and capacities in WASH, and identify the project intervention’s sites. 
    • Prepare annual, quarterly and monthly action plans of project activities related to WASH, including checklist for assessments, monitoring, review and evaluation of project activities. 
    • Responsible for specifying and ordering required materials for WASH interventions with in planned timeframe 
    • Ensure goods and stocks are properly recorded and distributed in accordance with funding documentation. 
    • Mobilise the community to participate in the project and encourage all groups to participate in the project
    • Facilitate trainings and promotional activities towards improving the hygiene and sanitation practices of the local experts and communities
    • Ensure that WASH activities are integrated with other activities for optimum benefit of the beneficiaries.
    • Work with project SSJR 3, other project team members and WASH Technical Advisor at the CO to identify the technical support needs of the project and ensure this support is provided 
    • Develop and regularly update a detailed project work plan guiding the project implementation and ensure this is used by the project team to monitor project progress towards completion the WASH component of the project. 
    • Coordinate and attend WASH related meetings at County levels 
    • Liaise with other actors for appropriate response in WASH sector in close consultation with the immediate supervisors 
    • Compile weekly, monthly and periodical progress reports both for internal and external consumption 
    • Oversee Monitoring and Evaluation activities in WASH component. 
    • Comply with all relevant policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies

    QUALIFICATIONS   

    • BA / BSc Degree or more in Water Engineering, Environmental Health, Sanitary Engineering, Hydraulics and Water Resource Development and other related fields 

    EXPERIENCE AND SKILLS

    Essential

    • At least 2 years relevant project management experiences in emergencies, or WASH related projects in international NGOs or similar organisations.
    • Understanding of and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices;
    • Experience in assessment, design, bill of quantity preparation and hygiene promotion tools in WASH
    • Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
    • Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
    • Ability and willingness to work in remote rural areas and under pressure as part of a professional team
    • Prepare terms of reference and contractual agreements with contractors. 
    • Experience in developing and monitoring budgets 
    • Computer literate in word processing, excel packages and internet use 
    • An understanding of child rights and their protection and fulfilment in the development context.
    • Spoken and written fluency in English and computer literacy (MS Office and email/internet);)

    WASH Adviser – Humanitarian Surge Team

    About HST
    HSTs work alongside country, regional and member teams to support the scale up and management of international and domestic emergency responses, enabling positive change for children. The role of the surge staff varies depending on the needs of the response and could include: 

    • deploying in the first days or hours following a natural disaster or crisis to lead the first phase of a response to sudden onset emergency; 
    • supporting ongoing emergency response and recovery work through providing advice, guidance and expertise in a specific skill area; 
    • providing short term interim cover for country office staff;  
    • supporting delivery of capacity building initiatives. 

    QUALIFICATIONS AND EXPERIENCE

    Essential

    • Education to Degree level in Public Health, Water Engineering, or a related subject, or equivalent field experience
    • Prior experience of working within a senior management role within a complex country programme in an emergency response or fragile state, and managing a WASH team at national level 
    • Previous first phase emergency response experience 
    • Previous experience of WASH project management and programme coordination, implementing WASH programmes within donor constraints, on time and within budget 
    • Experience of and commitment to working through systems of community participation and accountability 
    • Demonstrated monitoring and evaluation skills
    • Ability to work both in an advisory and a hands on implementation capacity
    • Proven capacity to supervise, train and coach staff in WASH technical skills
    • Experience of representation and ability to represent SC effectively in external forums.
    • Experience of preparing successful funding proposals for donors · Excellent communication skills including the ability to write clear and well-argued assessment and project reports and a high level of written and spoken English · Strong influencing skills and experience in advocacy 
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
    • Commitment to the aims and principles of Save the Children. 
    • In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support 
    • Specific experience of designing and managing DFID and ECHO projects 
    • Good at building and maintaining relationships not only with other WASH team members but also with colleagues in country offices and across the organisation 

    Language skills in French, Spanish, and/or Arabic ·

    Desirable

    • Experience or knowledge of working and living in relevant regions/contexts 
    • Specific experience of working in consortia projects.
