    Evaluation Expert Consultant (UPIMC Project)

    The consultant will:

    • Assess the design, implementation and achievement of results at the objective, outcome and output levels. This will entail analysis of planned versus actual achieved results.
    • Assess the performance of the project in terms of its relevance, coherence, efficiency, effectiveness, partnerships, emerging impact, and sustainability.
    • Assess the appropriateness of implementation working modalities, coordination and how they contributed to achieving results of the project.
    • Assess the effects of Covid-19 Pandemic on the projects’ performance.
    • Assess how social inclusion issues of gender equality, human rights, youth, disability, as well as environment issues were integrated in and impacted by the project.
    • Take into account the intended users of the evaluation, to identify lessons learned and provide recommendations for improving future projects of similar nature.

    Qualifications/special skills

    • Advanced academic degree in political sciences, social economy, governance, planning, similar relevant fields is required. In lieue of an advanced degree, a related Bachelors degree with additional 2 years work experience would be considered.
    • 10 years of programme management experience in results-based management working with development project/ programmes is required.
    • Extensive evaluation experience with the ability to present credible findings derived from evidence and put conclusions and recommendations supported by findings is desirable.
    • Knowledge and experience of country programming and specific knowledge and understanding of UN-Habitat and its mandate is desirable.

    Urban Planner

    DUTIES AND RESPONSIBILITIES

    • The consultant will be responsible for the following tasks: Provide technical advice with activities conducted by the UPIMC Cameroon Project team in the preparation of a multi-sectoral spatial profile providing a city/neighborhood-wide overview and multi-scalar assessment of displaced communities.
    • Desk review and socio-economic data collection
    • Planning & Migration policy analysis & Institutional framework assessment
    • Spatial data collection, asset, and infrastructure mapping
    • Mapping of proposed infrastructure investments
    • Cross-sectoral spatial analysis and key trend identification
    • Profile Preparation, including illustrating maps, drafting text and laying out information.
    • Proofread and edit outputs, ensuring UN-Habitat standards are met
    • Development of technical and financial reviews on priority investments that are approved by the relevant ministries/authorities.
    • Consultations with financing institutions.
    • Support on the development of localized criteria to prioritize investments.
    • Preparation of technical and financial reviews of prioritized investments.
    • Support on the development of a framework for assessing the impact of proposed infrastructure.
    • Understanding of requirements, including next steps, for feasibility studies and preparation of projects.
    • Elaboration of inclusive development scenarios and visions for selected areas, prepared and approved in participatory manner.
    • Detailed problem definition and scenario development for the pilot area in the city context.
    • Stakeholder Engagement and Visioning workshops preparation.
    • Planning workshops to define a strategic vision of the pilot zone linked to the context of the city.
    • Contributions and support to coordination for the preparation and facilitation of training, events, exchanges for local authorities and other stakeholders.
    • Prepare briefing materials and participate in meetings with key actors in Douala.
    • Support the engagement of local authorities in global forums.
    • Capacity building sessions with local authorities to continue monitoring and guiding implementation of infrastructures.
    • Contribution and support to coordination for the preparation and deployment of data management systems.
    • Knowledge and reporting on lessons learned, as well as assistance with project evaluation and reporting.

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in Architecture, Urban Development and Planning, Geography is required.
    • At least 2 years of relevant work experience in the field of urban development and planning (and/or related fields) is required.
    • Experience working on issues related to migration and displacement is desirable.

    UX/UI designer

    Duties and responsibilities:

    • Support product development and user testing activities, for example: prepare research plans that outline study goals and methodology, develop discussion guides, create information-gathering artifacts.
    • Work closely with user testing coordinator and front-end developer to improve and implement design elements that create user-friendly products and services that help users and meets their needs.
    • Consider the end-to-end user journey and external factors that may impact the user experience including business, policy, and technical constraints.
    • Communicate research findings and involve team in analysis and synthesis to develop empathy with the users and enable evidence-based design decisions.
    • Synthesize research findings using appropriate tools and translate them into user stories.
    • Visualize through diagramming, journey mapping, storyboarding, or information design to help others see the end-to-end and surface-to-core service and customer experience.
    • Develop and maintain design systems and style guides.
    • Design UI elements for both web and mobile devices, such as input controls, navigational components, and informational components (I didn’t understand?).
    • Prepare high-fidelity interactive prototypes for both web and mobile devices, ready for demonstration at World Urban Forum.

    Qualifications/special skills

    • A minimum of bachelor's degree in User Experience (UX) Design, Human-Computer Interaction, Psychology, Anthropology, Information Science, or related field is required.
    • Minimum of 2 years of professional work experience involving design and development of high-quality mobile and web applications is required.
    • Proven track record in developing user-friendly applications: portfolio demonstrating a range of UX/UI projects, preferably including work on data-driven applications or dashboards is required.
    • Previous experience working with public sector institutions, particularly local authorities is desirable

    Statistician

    Responsibilities

    • Organizes, designs, plans and carries out the collection, evaluation, analysis, compilation and dissemination of statistical data by selecting methods of data collection, selecting and implementing methods for checking collected data, and selecting and implementing appropriate methods for data processing for incorporation into databases.
    • Support the collection, processing, evaluation and dissemination of various forms of data from Member states, UN-Habitat branches and regional or field offices, civil society, NGOs and partner databases including those from other UN agencies, UN Statistical Division, UN population Division, etc.
    • Participates in the development, implementation and management of statistical database(s). Compile a database comprising of SDG 11 and other Human Settlement Indicators at the city level using different data sources such as national censuses; Demographic and Health Surveys (DHS); Multiple Indicators Cluster Surveys (MICS); Urban Inequities Surveys (UIS); various national household surveys; and other administrative sources.
    • Contribute to the data analysis and updates of the Urban Indicators Database including follow up with National Statistical systems on urban SDGs and City Prosperity Index (CPI) related data and reporting mechanisms.
    • Contribute to piloting data gathering using tools developed by DAU as part of monitoring and reporting of the NUA
    • Provides training and technical support on data collection programmes, country practices and other related information.
    • Participates in the development or revision of standards on statistical concepts, definitions and classifications by performing methodological research.
    • Prepares draft technical documents for international, intergovernmental and expert group meetings and assists in drafting relevant reports.
    • Organizes and participates in seminars, working groups and expert meetings as a technical resource person.
    • Guides trains and supervises general service staff.
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    • Performs other duties as assigned.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required.
    • Two (2) years or more of experience in data analytics or related area is desirable.
