    Programme Management Officer, Human Settlements

    Responsibilities

    • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
    • Researches, analyzes and presents information gathered from diverse sources.
    • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
    • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
    • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. 

    Education

    • An advanced university degree (Master’s degree or equivalent) in in Urban Policy, Legislation and Governance, Business Administration, or a related field is required.
    • A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) years of additional relevant work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    • A minimum of five (5) years of progressively responsible experience in governance, public administration, development management, project or programme management, administration or related area is required.
    • Experience in research and analysis related to urban policy, legislation and governance is required.
    • Experience in substantive servicing of expert group meetings or commissions at the national, regional or global level is desirable.
    • Experience in organizing workshops/missions and developing relations with governments and international partners is desirable.
    • Previous experience working with the government, parliament, United Nations or similar international organizations is desirable. 2 years or more of experience in data analytics or related area is desirable.

    Metropolitan and Territorial Development Expert

    Responsibilities

    • He / she will be responsible for generating, formulating and carrying out those technical, administrative and operational inputs necessary, within the framework of his / her responsibilities, to carry out his / her activities and deliverables.
    • He / she will be responsible for ensuring compliance with their activities and products, as well as the processes that impact their performance, agreeing on the decisions that proceed with the technical team of the project.
    • He / she is responsible for personal security, so he / she should familiarize with the United Nations security mechanisms and comply with them in accordance with the Framework of Accountability for the United Nations Security Management System.
    • He / she will be responsible for having the necessary means for the adequate preparation of the products or deliverables described in these Terms of Reference.
    • He / she will be responsible for preparing reports on the progress of the consultancy, as necessary and requested for the adequate verification of their activities.
    • He / she will be responsible for ensuring that the activities and deliverables under his / her responsibility are aligned with the quality expectations of the Agency and the counterparts.
    • He / she will be responsible for maintaining an orderly and accessible file of information according to the Agency’s systems.
    • He / she will be responsible for ensuring the optimal and timely delivery of the services entrusted in these Terms of Reference.

    Qualifications/special skills

    • Academic Qualifications: Advanced Degree in political science, Law, Public Management, and/or related field.
    • Complementary studies on territorial development issues and/or related field is required. A first level university degree with a combination of 2 additional years of qualifying experience is required.
    • At least five (5) years of experience in metropolitan development is required.
    • Experience in developing metropolitan tools is desirable.
    • The ability to control entities, in coordination and direction of projects in subjects related to urban, metropolitan, and territorial development will be highly valued. Prior knowledge and experience with an international organization are required.
    • Computer skills: Good knowledge of MS office software, e.g., Microsoft Office; other software for carrying out research and analysis is an advantage.
