    Assistant Fire Chief of Training

    Job Responsibilities

    The Assistant Fire Chief of Training is responsible for the development, management, and implementation of comprehensive training programs for fire and emergency response personnel. This role ensures the department maintains operational readiness and personnel achieve compliance with fire service standards. Responsibilities include, but are not limited to:

    • Leading and managing the Fire and Emergency Services (F&ES) training program, ensuring alignment with current fire service standards and certifications.
    • Designing and implementing tailored training programs that meet the needs of a multi-national fire department workforce.
    • Supervising all aspects of firefighter training, including classroom instruction, hands-on exercises, drills, and simulations.
    • Evaluating personnel performance during training exercises and readiness drills, providing feedback and adjustments for continuous improvement.
    • Ensuring all personnel achieve and maintain fire service certifications, including fulfilling the ongoing training requirements set forth by applicable standards (e.g., NFPA, DoD, and Navy-specific requirements).
    • Developing and maintaining a schedule of required certification courses, ensuring compliance with all contractual and regulatory requirements.
    • Overseeing the procurement, maintenance, and upkeep of training equipment and materials.
    • Establishing training policies, procedures, and guidelines to ensure consistency and safety during exercises.
    • Maintaining detailed training records and preparing reports for audits, inspections, and compliance purposes.
    • Serving as the primary liaison to external training organizations, certifying bodies, and other stakeholders.

    Minimum Requirements

    • A minimum of three years of experience leading an F&ES training section or division in a fire department of similar size and scope to that of Diego Garcia.
    • Certification as Assistant Chief of Operations and Fire Instructor III, in accordance with recognized fire service training standards.
    • High school diploma or equivalent.
    • Demonstrated experience in developing and delivering comprehensive training programs for fire and emergency personnel.
    • Strong communication, organizational, and leadership skills with the ability to mentor and manage a diverse, multi-national team.
    • Ability to successfully pass contract medical requirements and maintain compliance for the duration of deployment.
    • Must be able to obtain and maintain facility credentials/authorization.

    Preferred Qualifications

    • Prior experience in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce.
    • Valid country driver’s license.
    • Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide).
    • Advanced coursework in fire service-related leadership, training delivery, and firefighting tactics.
    • Familiarity with training standards outlined by NFPA, DoD, and Navy-specific requirements.
    • Background in procuring and maintaining training-related equipment and resources.
    • Proven track record of conducting large-scale training exercises and simulations in challenging environments.

    Pipefitter / Steamfitter

    JOB RESPONSIBILITIES
    The Pipefitter / Steamfitter is responsible for inspecting, maintaining, repairing, and certifying boilers, unfired pressure vessels (UPVs), and associated systems in accordance with regulatory standards. The role requires expertise in maintaining and repairing components of the Steam Generation Plant, Demineralized Water Plant, and connected distribution and collection systems. Key responsibilities include, but are not limited to:

    • Certifying boilers and unfired pressure vessels (UPVs) in compliance with UFC 3-430-07 or P-606 requirements, as outlined in J-1605000-03.
    • Performing preventive and corrective maintenance on equipment and components related to the Steam Generation Plant, Demineralized Water Plant, and their associated distribution and collection systems.
    • Inspecting and repairing piping systems, valves, pumps, and other components to ensure safety, reliability, and operational efficiency.
    • Troubleshooting system malfunctions, diagnosing faults, and executing repairs to minimize downtime and maintain plant operations.
    • Replacing worn or damaged components and performing welding to repair or construct piping systems when necessary.
    • Conducting hydrostatic and pressure tests to certify system integrity and compliance with safety and performance standards.
    • Monitoring and maintaining control systems associated with steam and water generation equipment to ensure optimal performance.
    • Following technical directives, plans, and manuals for all repairs, installations, and maintenance tasks in the steam and water generation plants.
    • Documenting maintenance activities, certifications, and operational logs to comply with regulatory and organizational requirements.
    • Maintaining a clean, organized, and safe workspace while adhering to environmental and workplace safety improvements.

    MINIMUM REQUIREMENTS

    • Qualification to certify boilers and unfired pressure vessels (UPVs) per the UFC 3-430-07 or P-606 certifications as required.
    • Proven experience with steam systems, water generation systems, and complex piping infrastructure.
    • Demonstrated ability to perform maintenance and repairs on components for Steam Generation Plants, Demineralized Water Plants, and associated systems.
    • Knowledge of pipefitting and steamfitting principles, including welding, cutting, bending, and pressure testing.
    • Understanding of safety standards for high-pressure systems and compliance with industry best practices.
    • High school diploma or equivalent.
    • Must be in possession of a valid passport and able to travel internationally.
    • Passport must be valid for a minimum of one (1) year at the time of hire.
    • Ability to successfully pass contract medical requirements and maintain physical readiness for the duration of deployment.

    PREFERRED QUALIFICATIONS

    • Completed formal apprenticeship or technical training in pipefitting, steamfitting, or related fields.
    • Experience supporting military steam systems or performing maintenance in utility or industrial plant environments.
    • Advanced certifications in welding or experience with pressurized and high-temperature piping systems.
    • Familiarity with Navy or government specifications for steam and water system operations.
    • Prior experience in an OCONUS (Outside the Continental United States) or remote environment is preferred.
