    County Head of Security and Enforcement

    JOB GROUP “Q” 

    The County Head of Security and Enforcement will report to the Governor and will be the Secretary to the County Government Enforcement and Security Advisory Committee.

    The officer will be the Head of the County Enforcement and Security Unit.

    Duties and Responsibilities

    • Planning, coordinating and administration of County enforcement
    • Training activities and programmes, monitoring and evaluation of programme implementation;
    • Human Resource Management and development
    • Liaising with relevant security agencies; attend senior security personnel meetings; advising the respective Chief Officer on matters affecting the Civilian Security function; welfare and discipline of county enforcement staff.
    • Develop the Administration and Management of the County Enforcement and Security Unit
    • Formulation and Implementation of Enforcement and Security Practices and Strategies
    • Coordination of related work on enforcement and security matters and preparing reports for consideration by the County Government Enforcement and Security Advisory Committee
    • Giving sustainable solutions to the challenges facing security in the County
    • Interpreting relevant rules and regulations
    • Directing and allocating duties to staff
    • Participate in Procurement of tools and services for the Enforcement and Security Unit.
    • Performing any other duties assigned.

    Job Specification/Requirements

    For appointment to this grade, a candidate must:

    • Be a Kenyan citizen
    • Have a first degree from a University recognized in Kenya
    • Have served for a period of at least ten (10) years in a relevant and comparable field in the Public Sector, three years of which must have been in a Senior Management Position in Kenya Police Service, Prisons Service or Administration Police, at the rank of Inspector and above, Kenya Defense Forces (KDF) at the rank of Senior Sergeant and above, or a comparable position in City/Town Inspectorate.
    • Have passed the Inspector’s Leadership Course, for serving officers from the defunct Local Authorities
    • Demonstrate thorough understanding of devolution, County development objectives laws and allied legislation;
    • Demonstrated high integrity, good communication skills, interpersonal relationships and be a team player
    • Demonstrated merit and outstanding ability as reflected in work performance
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010 on leadership and integrity

    Deputy County Head of, Security and Enforcement

    JOB GROUP “P” 

    Duties and responsibilities

    • Deputize the County Head of Security and Enforcement
    • Formulate and implement policies and strategies of the County Security and Enforcement
    • Coordinate and plan Enforcement and security matters
    • Regulate enforcement and security staff rules
    • Give daily reports on enforcement and security to the commandant/director
    • Give workable solutions in disputes
    • Command and supervision of uniformed and non-uniformed staff
    • Staff discipline
    • Records management, updating of emergency procedures and contingency planning, inspections and threats assessment
    • Inventory control; welfare and discipline of County enforcement staff
    • Perform any other lawful duties assigned

     Job Specifications/Requirements

    • Served well in the grade of Assistant County Head of Security and Enforcement for at least three(3) years or
    • Thorough knowledge of county enforcement and governance laws and other allied legislation;
    • Have at least a Degree from a recognized institution
    • Attend senior management course lasting not less than three (3) weeks from a recognized institution;
    • Demonstrated high integrity, good communication skills, interpersonal relationships and be a team player
    • Shown merit and ability as reflected in work performance; and
    • Demonstrated a high degree of ability and professional competence
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010.

    Senior Superitendent Enforcement and Security

    JOB GROUP “L”

    Duties and responsibilities

    • .An officer at this level may be deployed as a Commanding Officer of a Sub County.
    • Providing efficient and effective planning, coordination and administration of the Sub County
    • Monitoring and evaluation of programme implementation
    • Performance management; financial control and reporting;
    • Human Resource management and development; overall supervision of uniformed staff;
    • Records management and inventory control, welfare and discipline of staff

    Superitendent Enforcement and Security

    JOB GROUP “K”

     Duties and responsibilities

    • .An officer at this level will normally be deployed in the field as a Commanding Officer of a Sub County or County Referral Hospital or a Sub County Commander and ensure proper administration of his area of jurisdiction
    • For direct appointment one should have attended Inspector Cadet Course lasting not less than four (4) weeks
    • Handle enquiries in respect of all complaints against all officers under him/her
    • Ensure cooperation with representatives of all government agencies
    • Perform any other lawful duties as may be assigned

    Chief Inspector Enforcement and Security

    JOB GROUP “J”

     Duties and responsibilities

    • .A Chief Inspector is responsible to a Superintendent and may be assigned and perform the following duties:
    • Provide operational leadership at the Ward command and may deputize the Commander in the Sub County
    • In Charge of a Sub County Hospital
    • Responsible for developing security and enforcement program within his or her area of assignment
    • Perform any other managerial responsibility as may be assigned.

    Corporal Security and Enforcement

    JOB GROUP “H”

     Duties and Responsibilities

    • Drawing of duty roster and work schedule for constables
    • He/she is a shift supervisor
    • Disseminate applicable policies and procedures to the constables
    • He/she is responsible to a sergeant and supervises constables
    • Perform any other lawful duties as may be assigned from time to time

    Job specifications/Requirements

    • Served well in the grade of Constable for a minimum period of three (3) years
    • Attended and successfully completed Corporals’ Promotion Course lasting not less than three (3) weeks
    • Shown merit and ability as reflected in work performance and good results.
    • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

    Constable - Enforcement and Security

    JOB GROUP “G” 

     Duties and responsibilities

    • .enforcement of all laws and regulations
    • Guarding County Government property
    • Reporting security breaches or incidents
    • Managing access control systems and employee and visitors identification
    • Responding to emergencies
    • Provision of assistance to the public when in need
    • Provision of VIP protection services
    • Undertaking clerical duties, and
    • Any other specialized and general duties
    • Prevention and detection of crime

    Performance of any other lawful duties that may be prescribed by the supervisor

    Job specifications/requirements

    • Must be a Kenyan citizen
    • Kenya Certificate of Secondary Education Mean Grade D- (Minus) and above or its approved equivalent
    • Age: 18 – 30 years
    • Medical fitness
    • Good vision, hearing and physical fitness
    • Pass in the aptitude test
    • No previous criminal conviction or record
    • To undergo Basic Recruit Training Programe (within 3 months of appointment)
    • Satisfy the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity
