    HRH Management Senior Advisor

    The ideal candidate will have technical expertise and prior experience in HRH program implementation, and more specifically HRM, and experience networking with Ministry of Health and other key stakeholders. Previous USAID experience is a plus.

    HRH Management Advisor Job Responsibilities

    • Planning and project development, implementation and delivery of technical results:
    • Conduct HRH assessments and employee satisfaction surveys.
    • Strengthen the staff training needs assessment system, enhancing staff management and leadership development and strengthening the link to external pre-service training.
    • Design and implement long- and short-term retention schemes that are relevant to the Nakuru and Baringo County contexts, including strategies specifically focused on retention of health workers in hard-to-staff sub-counties.
    • Support the overall change management process related to improving HRH management in the context of devolution.
    • Strengthen HRH coordination forums.
    • Develop leadership and management skills of frontline health workers and managers based on MSH’s Leadership Development
    • Program (LDP) to improve service delivery.
    • Ensure the alignment of daily HRH activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery.
    • Contribute to the development and on-going use of a project monitoring and evaluation plan, including indicators linked to results that meet all MSH and USAID reporting requirements.
    • Contribute to and provide appropriate, timely, and accurate monitoring and evaluation of project activities and outcomes, and complete and submit project reports to meet all USAID requirements.
    • Contribute to documentation of HRH results, evidence, and lessons learned from this Project and the dissemination of this information within, and beyond, the Project and USAID/Kenya.

    Qualifications for the HRH Management Advisor

    • Graduate degree in human resource management, public administration, management, social sciences or a related discipline.
    • A minimum of 7 years experience in the following areas:
    • Designing and implementing HRH quality improvement programs.
    • Providing technical leadership to district health offices on HRH quality improvement activities.
    • Guiding and providing technical assistance to Project/host country government staff working on HRH.
    • Interacting with donors, implementing partners, and host country government in HRH quality improvement issues.
    • Excellent communication and interpersonal skills, demonstrated leadership, ability to build synergies across technical disciplines and nurture innovative alliances.
    • Fluency in written and spoken English required and fluency in Kiswahili, a plus.
    • Willingness to relocate to Baringo and to travel within Kenya required.

    Quality Advisor

    The QA/QI Advisor will provide Technical Assistance to MOH and health facilities to institutionalize QA/QI standards for improved maternal, newborn, adolescent and child health (MNCAH) service delivery. The QA/QI Advisor will also support the development/adaptation and application of QA/QI management systems to track implementation of health facility quality improvement plans and other MNCAH service quality improvement activities.

    Quality Advisor Job Responsibilities

    • Under the guidance of the STA Child and Newborn health advisor; and in close collaboration with prime partner , the QA/QI advisor will deliver integrated Technical Assistance to the MOH and health facilities, to;
    • Provide technical assistance and develop health facility quality improvement plans to ensure quality MNCAH service delivery;
    • Develop cross-cutting quality improvement training programs and materials in coordination with stakeholders to help ensure quality standards;
    • Contribute to the development of a common platform for QA/QI efforts across health interventions, specifically, Maternal Neonatal and Child health programs.
    • Strengthen MOH capacity to include implementation science (operational research) of QA/QI activities;
    • Oversee training of staff on utilization of QA/QI measures;
    • Develop QI tools and instruction guides to improve monitoring, standard of care, and quality of MNCAH care practice;
    • Participate in technical working group (quality management) and other relevant fora
    • Develop a system for monitoring and evaluation of health facility QA/QI implementation plan and ensure it is linked to appropriate national data management systems such as DHIS2

    Qualifications for the Quality Advisor Job

    • Bachelors degree in medicine, pharmacy, public health, social science or other relevant area; clinical background is required.
    • Minimum of 6 years of experience providing technical assistance to government agencies in developing and strengthening QA/QI in Kenya including assessment of MNCAH care practices at health facilities, development of quality improvement plans, and QI capacity building programs.
    • Experience developing or implementing quality improvement data management systems
    • Knowledge of the Kenya health systems and structures for the provision of MNCAH services.
    • Knowledge of the Kenya MNCAH quality improvement standards and the health facility framework.
    • Strong interpersonal, verbal and written communications, teamwork and partnering abilities.
    • Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.
    • Fluency in English and Swahili.
