    Temporary Case Processing Assistant

    Primary Purpose
    This position is responsible for the processing of refugee case files under the direction of the unit supervisor.

    Supervision
    This position reports directly to the unit Supervisor.

    Essential Duties

    1. Completes all tasks related to refugee case processing as assigned by the unit Supervisor, ensuring adherence to RSC Standard Operating Procedures.
    2. Develops proficiency in WRAPS application and maintains complete and accurate records in WRAPS and physical file of all actions taken on a case.
    3. Receives, creates and enters new applications in WRAPS.
    4. Corresponds with refugee applicants and partners as required to obtain additional information or respond to inquiries.
    5. Requests security clearances and updates data in WRAPS as appropriate.
    6. Requests medical exams and updates medical information when received from partners.
    7. Requests assurances from US based resettlement agencies.
    8. Scans and attaches documents to WRAPS.
    9. Completes travel packets for departing refugees.
    10. Conducts regular quality assurance checks to ensure cases are consistently and correctly updated, both electronically and in the physical file.
    11. Assists with development of materials to improve understanding of program by refugee applicants and partners.
    12. Any other duties as assigned by management.

    Qualifications
    Education:
    High school diploma or equivalent is required.

    Experience:
    Prior paid work experience with CWS Africa is required.
    Five years work experience in a related field is required.

    Knowledge/Skills:

    • Strong written and verbal English skills
    • Demonstrated computer skills, especially Microsoft Word, Excel and Outlook
    • Strong organizational and time management skills

    Abilities:
    The Case Processing Assistant must have the ability to:

    Temporary Case Processing Supervisor

    Primary Purpose

    The position is primarily responsible for day to day management of a unit of Case Processing Assistants, to ensure daily case processing targets are met.

     

    Supervision

    The position supervises a team of Case Processing Assistants.

    This position reports directly to a Case Processing Manager.

     

    Essential Duties

    1. Supervision
      1. Oversees and manages the daily workload of Case Processing Assistants, ensuring daily minimum requirements are tracked and met.
      2. Provides direct supervision and leadership to Case Processing Assistants in the unit; including monitoring professional development, participating in hiring, evaluation, and annual leave coordination.
      3. Works closely with the Case Processing Manager and staff from the Data Integrity Unit to ensure all work meets RSC quality standards and adheres to USRAP processing guidelines
      4. Liaises with the operations management to ensure cases are moving efficiently through the pipeline.
      5.  Reports internally and externally on output and case statistics, as required.

     

    1. Compliance
      1. Ensures staff compliance with RSC Africa policies and procedures in their day to day work.
      2. Develops, implements, and updates policies and procedural manuals in conjunction with the Case Processing Management.
      3. Carries out probationary and regular performance reviews with staff, submitting an annual evaluation of performance of each staff to management.

     

    1. Coaching and Capacity building
      1. Identifies training needs among the case processing assistants, and reports back to the Case Processing Manager and WRAPS Trainer in order to prioritize training topics.
      2. In conjunction with Case Processing Managers, develops and implements training modules for new Case Processing Assistants, and provides regular re-training and cross-training for staff within Case Processing. 

     

    1. Communications
      1. Liaises with implementing partners, including RPC, IOM, UNHCR, CIS and PRM, as necessary and in a professional manner.
      2. Acts as the point of contact via the mailboxes and ensures that queries are attended to in a timely manner as directed by the Manager.

     

    1. Completes other duties as necessary to ensure the smooth functioning of RSC Africa.

     

    Qualifications

    Education:

    Bachelor’s degree or four (4) years of directly related experience in lieu of a Bachelor’s Degree.

    Experience:

    Five (5) years of work experience is required. One (1) year of related experience required. Supervisory experience is preferred.

     

    Knowledge/Skills:

    • Strong English communication skills, both oral and written.
    • Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook) and WRAPS.
    • Demonstrated strong leadership and supervisory skills.

    Temporary Cultural Orientation Program Assistant

    Primary Purpose

    This position is responsible for the identification, production, auditing and replacement of materials and Cultural Orientation (CO)-specific supplies needed for training within the cultural orientation division. The Program Assistant is CO’s primary liaison with the Administration Division’s General Supply Office. In addition, the Program Assistant provides administrative support to other activities of the CO division.


    Supervision
    This position reports directly to the Cultural Orientation Manager.

    Essential Duties

    1. Produces training materials under the direction of the CO Manager.
    2. Liaises with translators to ensure quality translation of training materials and other documents. Produces translated materials as needed.
    3. Conducts bi-annual audits of trainer material sets to ensure materials in use comply with approved curriculum guidelines. Acquires or develops missing materials as needed for trainers.
    4. Liaises with the Administration Department for the purchase or repair of needed CO materials and supplies including printing of materials.
    5. Assists with the scheduling and updating of eligible individuals in WRAPS for cultural orientation training in collaboration with the CO Field Team staff when needed.
    6. Assists with the updates to the Interpreter and Child Minding Management Systems.
    7. Performs other duties as assigned to ensure the effective and efficient administration of the RSC Africa Cultural Orientation Division.

     

    Qualifications

    Education:

    High school diploma or equivalent and five (5) years’ experience.

    Experience:

    1 year experience as an administrator assistant OR as a trainer producing materials for training purposes is required

    Knowledge / Skills:

    • Excellent computer skills in Microsoft Word, Excel, Access, SQL, MS Publisher, CS Adobe and Power Point are required.
    • Strong organizational skills and attention to detail.
    • Ability to create storyboards, illustrations, cartoons, prefered.

    Abilities:

    The CO Program Assistant must have the ability to:

    Temporary Cultural Orientation Senior Trainer

    Primary Purpose

    This position is primarily responsible for daily oversight of Resettlement Support Center (RSC) Cultural Orientation (CO) circuit rides (CR) throughout the region (solo CRs and leading groups), in accordance with US Refugee Admission Program (USRAP) guidelines and RSC Africa CO standard operating procedures. This position also provides cultural orientation training to refugees approved for resettlement to the United States, while actively overseeing all aspects of the implementation of CO circuit rides, including the preparation for and implementation of training for diverse populations, circuit ride logistics and security, standard operating procedures and relationships with CWS/RSC Africa partners in the field. Trainings take place in urban and camp locations throughout Sub-Saharan Africa, often under difficult work conditions.                                                                                                                                

    Supervision

    The position reports directly to the Cultural Orientation Manager. 

    Essential Duties

    1. Leads team CRs and serves on solo CRs across the region; assists with the logistical planning and coordination of circuit rides and manages logistics in the field; ensures that standard operating procedures are being followed and consults with CWS/RSC Africa management staff regarding matters of concern.
    2. Takes lead of team/group CO circuit rides and oversees training activities for CO classes conducted in the field, at IOM Transit Centers and in the RSC office.
    3. Prepares for CO circuit rides by reviewing information about the location and participants to be trained, developing lesson plans specific to those participants, coordinating and assisting with the gathering and packing of necessary training materials, the hiring of interpreters and child minders, and the printing of class lists and name tags.
    4. Finalizes CO class lists for assigned circuit rides and schedules circuit rides in Worldwide Refugee Admissions Program System (WRAPS). Also, supports the CO Manager with scheduling cases as necessary.
    5. Observes CO trainings and provides feedback to the CO Trainers on training content and delivery and reports the same to the CO Manager.
    6. Maintains effective relations with UNHCR, IOM, and other implementing partners in accordance with established policies and guidelines as a representative of the RSC and CWS/IRP.
    7. As assigned by the CO Manager, serves as the point of contact on security matters for the CO team while in the field.
    8. Conducts cultural orientation in urban and camp locations throughout Sub-Saharan Africa.
    9. Manages the supervising and paying of interpreters during CRs.
    10. Participates in training and on-boarding new staff.
    11. Ensures technology and equipment used on CRs are well-managed and utilized.
    12. Maintains current knowledge of the US and US Refugee Admissions Program.
    13. Updates WRAPS to reflect participation in CO.
    14. Writes and submits a trip report upon the CR return within deadline.
    15. Schedules and facilitates circuit ride briefings and debriefings.
    16. Liaises with other departments within RSC Africa to ensure CO field staff have the administrative support and resources they need to effectively carry out their jobs.
    17. Develops and coordinates training and other professional development opportunities for CO Trainers.
    18. In the absence of the CO Manager, oversees the RSC Africa refugee CO and RSC Africa CO circuit rides group email addresses.
    19. Works on projects related to CO curriculum development, training materials development and other aspects of the CO division as assigned.
    20. Performs other duties which may be assigned by the CO Coordinator and or CO Manager to enhance the efficiency and efficacy of the CO division.

    Qualifications

    Education:

    Bachelor’s degree or 4 years of related work experience in lieu of a Bachelor’s degree is required.

    Certificate in course development, training development, instructional design, or an applicable training is preferred.

    Experience:

    2 years related experience is required.

    3 years training experience is preferred.

    Knowledge/Skills:

    • Excellent interpersonal and innovative training skills.
    • Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
    • Thorough knowledge and comprehensive understanding of the Worldwide Refugee Admissions Processing System (WRAPS) database and Operations Policies and Procedures.

    6. Updates Worldwide Refugee Admissions System (WRAPS) to reflect participation in CO;
    7. Actively participates in circuit ride briefings and debriefings;
    8. Works on projects related to CO curriculum development, training materials development and other aspects of the CO division as assigned;

    Qualifications

    Bachelor’s Degree in a relevant field required or four (4) years of directly related experience in lieu of a Bachelor’s Degree.
     
    Experience:

    • Prior work experience with CWS Africa.
    • Six (6) months experience in education or training preferred.
    • Two (2) year’s work experience in any or a combination of the following is preferred: Training; Field work carrying out program activities; Liaising with agency partners and/or vendors; Logistical experience organizing field missions.
    • Relevant experience in the USRAP strongly preferred.
    • Experience in working with refugees preferred.

     Knowledge / Skills:

    • Ability to speak Somali, Kinyarwanda, Tigrinya or French is preferred.
    • Demonstrated computer skills in database systems, Microsoft Word, Excel, PowerPoint, and the internet.

    Special Requirements
    Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.

    Temporary Data Integrity Supervisor

    Primary Purpose

    This position is primarily responsible for leading more technically involved projects within Data Integrity (DI), and assisting the Associate Director of Information Management in increasing the technical capacity of Reports Analysts. Additionally, this position will be responsible for ensuring the timely and accurate preparation of standard and ad hoc statistical and operations reports.

    Supervision

    This position reports directly to the Associate Director of Information Management (ADIM). The position supervises and oversees the work of the department in the absence of the DI Coordinator.

     

    Essential Duties

    1. Provides leadership to the Reports Analysts, including performance evaluations, participating in hiring and annual leave coordination.
    2. Assists the DI Coordinator in developing, updating, and implementing of DI SOPs.
    3. Ensures effective and timely communication with management and the leadership team in response to report requests.
    4. Oversees and manages the daily workload of Reports Analysts in the Data Integrity.
    5. Reviews and monitors team and individual progress towards section goals.
    6. Develops and implements training for new reports analysts.
    7. Develops and implements training modules for new staff and provides regular re-training in regards to data integrity.
    8. Takes the lead on the more technically challenging projects assigned by DI Coordinator.
    9. Continually works on converting as much of the DI reporting portfolio into an automated format.
    10. Assists the DI Coordinator to improve the technical knowledge and practices of the Reports Analysts.
    11. Prepares routine and ad hoc RSC statistical reports as needed for various RSC staff and implementing partners e.g. US Embassy Refugee Coordinator, UNHCR, IOM and the Voluntary Agencies.
    12. Prepares and automates regular sectional quality control reports to ensure data accuracy and identify training needs.
    13. Works closely with the DI and Operations staff to identify training needs at the RSC.
    14. Coordinates and oversees -annual inter-departmental process review and recommends improvements in quality control.
    15. Maintains a current understanding and keeps abreast of any updates of RSC SOPs.
    16. Works closely with RPC staff on issues related to WRAPS data fixes and deployed new releases.
    17. Works closely with Team Leaders to ensure that they have tailor made tools at their disposal which enables them their departmental output meet RSC quality standards and adhere to USRAP processing guidelines.
    18. Produce Tableau Data Visualization Workbooks for management and staff.
    19. Other duties as assigned.

     

    Qualifications

    Education:

    Bachelor’s Degree four (4) years of directly related experience in lieu of a Bachelor’s required.

    Experience:

    Supervisory and leading small team projects required.

    Experience working with databases.

     

    Knowledge / Skills:

    • Advanced knowledge in TRANSACT SQL required
      • Queries, stored procedures, views and functions
    • Microsoft SQL Server database design required
    • Knowledge and Experience using Microsoft Visual Studio 2008 in the context of SQL Server Reporting Services.

    This position is responsible for overseeing all Field Team processing as well as assisting in getting cases to departure where the need arises, assisting in SOP and training material development and review.

     

    Supervision

    This position supervises the Field Team staff.

    This position reports to a Field Team Manager.

     

    Essential Duties

    1. Performs all of the essential duties outlined in the RSC Africa Caseworker and Senior Caseworker job descriptions including:
      • Achieves and maintains a high performance standard based on a thorough knowledge of, and adherence to, established Bureau of Population, Refugees, and Migration (PRM) Resettlement Support Centre (CWS/RSC Africa), Department of State (DOS), United States Citizenship and Immigration Services (USCIS), and Refugee Processing Centre (RPC) policies and procedures regarding current refugee processing eligibility criteria, database, and file management guidelines, the role of US Resettlement Agencies and refugee producing country conditions.
      • Travels to locations throughout Sub-Saharan Africa to conduct AOR screenings, prescreening interviews, and support CIS adjudications with refugee applicants.
      • Conducts AOR Screening and Pre-Screening interviews, per the daily minimums set by Field Team Management, in a non-confrontational, objective, and dignified manner. This includes:
        • Identifying cases ready for screening.
        • Scheduling cases per RSC/PRM/CIS guidelines.
        • Explaining the USRAP and distributing key messages
        • Determining case composition and ensures all refugee cases are cross-referenced according to established standard operating procedures.
        • Writing deferrals and info memos for referring agency action, as required.
        • Establishing the validity of an applicant’s identity through collection and verification of all demographic and biographic information including, but not limited to, names, nationalities, birth dates, and locations of all immediate family members in order to complete the refugee case history as required.
        • Collecting all identity information including photographs, height, and weight.
        • Collecting and running all required information for security checks.
        • Documenting applicant’s persecution claim.
        • Analysing, evaluating, and assessing the eligibility of refugee applicants for final adjudication by USCIS officers.
        • Running Quality Check reports to ensure complete and accurate files, as well as identifying and correcting processing errors prior to USCIS adjudication.
      • Supports USCIS officers for the adjudication of USRAP cases. This includes:
        • Identifying and reviewing cases pending USCIS interviews in preparation for scheduling
        • Scheduling cases in WRAPS, scheduling applicants for fingerprints, generating reports for refugee/partner notification, ensuring that the reports are centrally filed for easy retrieval, and updating WRAPS accordingly.
        • Conducting cross reference counseling, ensuring families are resettled per their wishes, while ensuring no vulnerable applicants are left behind.
        • Reviewing physical and WRAPS files and constituting physical files.
        • Meticulously completing post-Adjudication review, ensuring all documents are correctly completed, updating requests, decisions and fingerprints, and preparing and distributing decision letters.
      • Conducts file reviews in accordance with RSC and USCIS guidelines, paying close attention to detail.
      • Works with other Operations departments as necessary to properly update cases.
      • Consults with RSC Operations management to ensure exceptional case scenarios are processed in accordance with established policies and procedures.
      • Assists as needed in preparing circuit rides. This may include but is not limited to; requisitioning supplies, assisting GSO in preparation, packing of files, contacting interpreters.
      • Assists in Circuit Ride clean up at the end of the circuit ride, and other tasks as assigned by the Supervisors.
      • Assists in various administrative tasks including but not limited to: research, locating files, data entry, in and out-processing and case analysis.
      • Works closely with the Data Integrity Unit to develop and ensure the timely distribution of all statistical reports related to case processing.
      • Analyse complex cases in consultation with Supervisors in accordance with established policies and procedures, while remaining open to supervisory direction.
      • Trains new staff as required and contributes to the design, development and implementation of Field Team training procedures.
      • Contributes to the implementation, development and updating of standard operating procedures for the Field Team in coordination with Field Team Supervisors, Managers and Field Team Coordinator.
      • Performs additional duties and special assignments as needed to facilitate the efficient processing and operation of the United States Refugee Admissions Program in Sub-Saharan Africa.
      • Travels alone or in a group to locations throughout Sub-Saharan Africa to conduct AOR screenings, prescreening interviews, and support CIS adjudications with refugee applicants in a non-confrontational, objective and dignified manner.
      • Coordinates and manages logistics in the field for circuit rides. This involves but is not limited to; maintaining effective relations with UNHCR, IOM, USCIS, US Embassies and other implementing partners; coordinating transport of files, equipment and supplies; ensuring equipment is well managed and utilized; hiring, supervising and paying of interpreters; completing a trip report and accounting fully for funds advanced; and maintaining thorough knowledge and adherence to Circuit Ride Standard Operating Procedures.
      • May be assigned to be Point of Contact, leading small teams in the field.
      • Completes six “Prescreening Two” interviews today.
      • Works on high level security and sensitive cases as needed.
      • Acts in place of Field Team or Family Reunification Supervisor, as needed. Serves as the Point of Contact for group in-boxes and works with other Operations departments as necessary to properly update the appropriate cases.
    2. Directly supervises field-based staff on the RSC Africa Operations field team.
    3. Oversees office-based projects, both long-term and short-term;
    4. Maintains a thorough knowledge of case processing guidelines, the US Refugee Admissions Program, and country conditions throughout the Sub-Saharan African region and ensures adherence to established RSC, CWS/IRP, RPC, PRM, USCIS and UNHCR policies and procedures regarding eligibility, processing, treatment of records and confidentiality.
    5. Ensures refugee case processing functions performed by staff adhere to USRAP, USCIS, RPC, and RSC standards and guidelines to ensure the integrity of RSC case processing and strict adherence to the DOS/BPRM Guidelines for the Treatment of Refugee Records.
    6. Coordinates with other Field Team supervisors ensuring RSC circuit rides are planned, revised and updated as needed until confirmed, and staff are prepared while ensuring all functions are completed in the most operationally responsible manner.
    7. Develops, updates, and implements comprehensive standard operating procedures (SOPs) and works with other Field Team supervisors to ensure that the Field Team SOPs are coherent and comprehensive.
    8. Ensures all their direct reports have two unannounced observations per year and that at least one of their case files is reviewed monthly.
    9. Provides leadership and guidance for all staff and assists in the development of each staff member.
    10. Guides and supports all staff regarding how to effectively work with implementing partners in the field, as well as fully prepares for each circuit ride.
    11. Ensures all RSC Pre-Screening and Adjudications case review, WRAPS updates and clean-up is completed in a thorough, accurate and timely manner.
    12. Liaise closely with other departments at the RSC, including Case Processing, Correspondence, Data Integrity, Security and Human Resources, to ensure consistency in processing and staffing.
    13. Develops and implements comprehensive training materials and processes for the training and orientation of newly hired staff.
    14. Works closely with HR and other relevant departments to ensure orientation of newly hired staff is conducted during the dates designated by RSC Africa’s HR Department.
    15. Conducts ongoing training assessments and develops and implements training modules to meet staff training needs.
    16. Consistently strives to find process improvements and ensures current process meets with RSC Africa and USRAP guidelines and standards.
    17. Travels to field processing locations to monitor and evaluate staff performance and file quality; conducts refugee interviews as necessary.
    18. Hires new Field Team staff in conjunction with other Field Team Supervisors, RSC Operations management, and HR staff.
    19. Liaise closely with the Staff Security Coordinator to ensure all field team staff are in compliance with RSC Africa security guidelines.
    20. Monitors staff time and attendance, regularly provides and documents performance feedback, completes probationary and annual evaluations, and other human resource functions associated with supervising staff.
    21. Other duties as assigned.

     

    Qualifications

    Education:

    Bachelor's degree or equivalent. Master’s Degree is preferred.

    Experience:

    • Five (5) years USRAP experience is required.
    • One (1) year of supervisory experience is required.

     

    Knowledge/Skills:

    • Thorough knowledge of the US Refugee Admissions Program and WRAPS database.
    • Strong verbal and written English language skills.
    • Demonstrated computer skills, especially Microsoft Word, Excel, Outlook and Access.
    • Excellent organizational and time management skills.

    The Field Team Supervisor must have the ability to:

    Temporary Interpreter Support Assistant

     Primary Purpose

    The position is responsible for increasing and maintaining quality standards in the proper use of Interpreter Management System (IMS) Database, Interpreters in both Prescreening and USCIS interviews, in pre-departure orientations, and translating written materials into the key languages of our refugee populations.

    Supervision

    This position supports all interpreters (both contract and volunteer interpreters) used by CWS RSC Africa. This position reports to the Prescreening Manager.

    Essential Duties

    1. Updates and maintains the RSC Africa Interpreter database.
    2. Develops resources for use by Interpreters and RSC staff to further improve the efficient and effective use of Interpreters.
    3. Conducts training, testing, support and supervision of the Interpreters, both in the field and in Nairobi on a regular basis.
    4. Participates in Prescreening, USCIS, and Cultural Orientation Circuit Ride (CR) briefing and debriefing to provide expertise on Interpreters.
    5. Provides in-house training to RSC staff on how to effectively working with Interpreters. Submits monthly reports on the status of activities.
    6. Interprets into/from English in/from at least one of the following languages: Amharic, Congolese Swahili, French, Kinyarwanda, Kirundi, Oromo, or Somali.
    7. Translate materials as required/ requested.
    8. Coordinate with Date Integrity to develop reports related to Interpreters.
    9. Work closely with Program Integrity Specialist to ensure RSC Program Integrity Guidelines on Interpreters (both required and recommended) are implemented, adhered to, and reported appropriately.
    10. Maintains a current knowledge of the United States Refugee Admissions Program.
    11. Travels periodically to field locations throughout sub-Saharan Africa.
    12. Performs other duties that may be assigned to enhance the efficiency and efficacy of the operation.

    Qualifications

    Education:

    Bachelor’s degree or four (4) years of directly related experience in lieu of a Bachelor’s Degree

    Experience:

    1.5 years experience as an Interpreter or as a Coordinator of Interpreters preferred.

    Knowledge/Skills:

    Temporary Reports Analyst

    Primary Purpose

    This position is primarily responsible for ensuring the timely and accurate preparation of standard and ad hoc statistical and operations reports.

     

    Supervision

    This position reports directly to the Data Integrity Supervisor.

    The position works with the other Reports Analyst to orchestrate the work of the department in the absence of the Data Integrity Supervisor.

    Essential Duties

    1. Prepares routine and ad hoc CWS RSC Africa statistical reports as needed for various CWS RSC Africa staff and implementing partners e.g. US Embassy Refugee Coordinator, UNHCR, IOM and the Resettlement Agencies.
    2. Prepares and automates regular sectional quality control reports to ensure data accuracy and identify training needs.
    3. Prepares reports designed to track CWS RSC Africa operations productivity for an overall improvement in efficiency.
    4. Carries out annual inter-departmental process review and recommends improvements in quality control.
    5. Updates automated and ad hoc reports in line with WRAPS database schema changes.
    6. Updates automated and ad hoc reports in line with Policy and Program changes.
    7. Works closely with IT to ensure that reports run in the most current software environment and in publishing QC reports in a user friendly interface.
    8. Other duties as assigned.

     

    Qualifications

    Education:

    Bachelor’s degree or four (4) years of directly related experience in lieu of a Bachelor’s Degree

     

    Experience:

    6 months experience in database required.

    Experience working with databases required.

    Experience using Microsoft Visual Studio 2008 in the context of SQL Server Reporting Services required.

    Experience with other areas of MS Business Intelligence Development Studio (BIDS) preferred.

     

    Knowledge/Skills:

    • Advanced knowledge in TRANSACT SQL and Microsoft SQL Server database design, stored procedures, views and functions.

    Temporary Senior Case Processing Assistant

    Primary Purpose

    This position is responsible for the processing of refugee case files under the direction of the unit supervisor. The position may also be responsible for responding to refugee, partner and other inquiries, and conducting case management on specialized pipelines (e.g. minors, expedites, family reunification, longstayers, among others).

    Supervision

    This position reports directly to the unit Supervisor.

    Essential Duties

    1. Completes all tasks related to refugee case processing as assigned by the unit Supervisor, ensuring adherence to RSC Standard Operating Procedures.
    2. Develops proficiency in WRAPS application and maintains complete and accurate records in WRAPS and physical file of all actions taken on a case.
    3. Develops and runs reports on cases, pipeline and team workload to share with Operations Management.
    4. Conducts all stages of office-based refugee case processing including case creation, security checks, admin, scheduling, medicals, assurances, travel processing, and responding to inquiries.
    5. Acts as a primary back-up to Supervisor, including taking responsibility for planning, managing workload, and planning leave in absence of the supervisor.
    6. Provides oversight to RSC Africa Case Processing Assistants when assigned to special projects, including planning how to tackle the project, identifying reporting parameters and completing quality checks on the work done during the project.
    7. Conducts regular quality checks of the Case Processing Assistants' work to ensure that cases are consistently and correctly updated, both electronically and in the physical file.
    8. Assists in the development of Case Processing onboarding and training procedures and modules as well as assisting in their implementation as required.
    9. Writes deferrals, and correctly updates responses in WRAPS and the physical file. Responds to case status inquiries from Refugees, Partners, Attorneys, Resettlement Agencies and Congress either electronically or via physical letter, with strict adherence to the DOS/BPRM Guidelines for the Treatment of Refugee Records.
    10. Handles unscheduled visits by refugee applicants at the RSC Africa gate.
    11. Handles assigned processing duties such as Humanitarian Parole requests, RFRs (Request for Reviews) including updating WRAPS appropriately with the submission request and decision from USCIS.
    12. Process password requests from MyCase Website password and provide them to applicants in a timely manner.
    13. Assist with case management through a holistic view of USRAP cases and follow up with relevant RSC Africa processing teams to effect changes to the case as needed. Use reports to monitor specialized caseloads (e.g. minors, expedites, family reunification, longstayers, among others).
    14. Occasional travel to different processing locations to provide case status information to USRAP applicants, conduct cross-referencing and decision counseling, and solicit refugee information for the purpose of case processing and updating.
    15. Scans and attaches documents to WRAPS.
    16. Performs additional duties and special assignments as needed to facilitate the efficient processing and operation of the United States Refugee Admissions Program in Sub-Saharan Africa.

    Qualifications

    Education:

    Bachelor’s degree or equivalent.

    Experience:

    Five years’ work experience in a related field is required

    Prior paid work experience with CWS Africa is preferred

    Temporary WRAPS Trainer

    Primary Purpose

    This position is responsible for developing and executing Worldwide Refugee Admissions Processing System (WRAPS) including; developing training materials for all staff using WRAPS, conducting trainings, running quality control check reports, identifying training gaps and updating all operational SOPs.

     

    Supervision

    The position reports directly to a Field Team Manager.

    Essential Duties

    1. Develops ways to quality control check cases in the pipeline at any stage.
    2. Ensures DI reports are aligned with current SOPs and develops new reports to ensure full efficiency and quality in processing is being met.
    3. Works closely with the DI, Operations, and CO staff to identify training needs.
    4. Supports the update of RSC SOPs and the development of training manuals.
    5. Develops tracking tools for delivered trainings and indicators for measuring the level of training success.
    6. Maintains a comprehensive and current understanding of all WRAPS-related functionality.
    7. Ability to conduct trainings to staff on any area of processing and WRAPS SOPs.
    8. Maintains a current understanding of the US Refugee Admissions Program guidelines.
    9. Conducts inter-departmental process reviews and trainings with other operations staff.
    10. Updates WRAPS Trainer, RPC, PRM and Operational SOP folders on the PPP.
    11. Develops TPP’s and other reference documents for RSC Africa operations.
    12. Work closely with RSC Africa Operations management to ensure processing guidelines are being met and understood by staff.
    13. Facilitates WRAPS review tests for 90 day evaluations as well as other staff job knowledge assessments.
    14. Assists in coordinating new hire orientation sessions.
    15. Performs other duties as assigned.

    Qualifications

    Education:

    • Bachelor’s degree or equivalent is required.
    • Certificate in course development, training development, instructional design, or an applicable training is preferred.

    Experience:

    • Five years of USRAP work experience is required.
    • Three years training, report management and SOP writing experience is preferred.

    Knowledge/Skills:

    • Excellent interpersonal and innovative training skills.
    • Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
    • Thorough knowledge and comprehensive understanding of the Worldwide Refugee Admissions Processing System (WRAPS) database.
