    Project Engineer

    Duties for the Project Engineer Job

    • Oversee and coordinate all project activities, resources, equipment and information and be able to provide requests for information or project updates at any time.
    • Act as the point of contact for clients, stakeholders, government, contractors and sub-contractors and manage and maintain good working relationships with all.
    • Work with all stakeholders and departments to coordinate projects to ensure all operations are completed in accordance with contract standards, industry specifications, to the project timeline and to budget.
    • Monitor and track project’s overall progress, keep satisfactory project monitoring documentation and file communications for all works.
    • Advise UNICEF on and manage any issues that arise.
    • Oversee and coordinate all project contracts (design, construction, supervision and goods supply) across entire project scope.
    • Draft project contracts ensuring compliance with UNICEF rules and regulations.
    • Brief all contractors and ensure all are in full understanding of contract conditions, standards, specifications and scope of works. Act as focal point for all contract enquiries.
    • Verify all payments and ensure deliverables have been met across all project related contracts for services and goods.
    • Always ensure High quality design is achieved throughout all project phases.
    • Advise on the design of structures taking into consideration appropriateness of design, materials and environmental conditions for the context.
    • Help prepare project proposals, timeframes, schedules, specifications and cost estimates as required.
    • Approve draft and final submissions for all design components and associated documentation, always ensuring high quality design standards are being achieved.

    Project Engineer Job Requirements

    • A Masters Degree in Architecture, Engineering or a relevant discipline related to design/construction from a recognized University / Institution
    • At least five (5) years’ experience working on construction projects in a project management and coordination capacity
    • Experience working in the Somalia context highly desirable.
    • Experience working with UNICEF and an understanding of UN systems highly desirable.
    • Excellent written and oral communication skills in English is required.
    • Proficiency with Autocad (or drafting equivalent software), GIS Software, Xcel and MS Word required, familiarity with other software programs a plus.
    • Ability to work productively in a multi-cultural environment; willingness to travel and live in locations with difficult conditions.
    • A high level of interpersonal, management skills, integrity and ability to work with complex teams.
    • Proven ability to work under pressure and meet tight deadlines with minimum supervision.

    Health Specialist, NOC

    How can you make a difference?

    As Health Specialist, You Will

    • Support MNCH coordination at Nairobi county level:
    • Under the guidance of the MNH Specialist and Child Health specialists in Nairobi, participate and support in relevant county coordination meetings, document decisions made, and update the overall project work-plan accordingly.
    • Relay any resulting management decisions to colleagues in the two field offices (the MNH Field Officers).
    • Keep abreast of public health developments in the county that could have an impact on the MNCH Program (positive or negative) and proactively propose how to respond to these developments.
    • Working closely with the M&E team, ensure that relevant and accurate information is available for partners as needed.
    • Oversee financial disbursements and supply requisitions:
    • Working closely with the Programme Assistant, supply and finance divisions, and national office staff, review and initiate MOH and partner requests for cash transfers and reports on fund utilization from the county.
    • Update the MNH Specialist regularly on fund utilization and budget utilization status. Based on needs assessments, and with assistance from the supply division, support the county level to prepare supply requisitions and monitor delivery.
    • While the Quality Assurance Officer and supply division colleagues will conduct end-user monitoring of supplies, the MNCH Officer should also monitor the placement and use of UNICEF-purchased supplies.
    • Additionally, you will:

     

    • Ensure related UNICEF, government and non-government staff comply with UNICEF's financial rules including emergency fast-track procedures;
    • In close collaboration with Operations and Supply staff, regularly monitor and report on use of related supplies and other resources donated to the government and non-government partners;
    • Collaborate with the Operations Section and Government authorities to maintain sound internal controls, supportive of specific Health interventions as well as to ensure accountability.
    • Maintain MNCH work-plan:

     

    • Based on regular reports received from the Quality Assurance Officer and M&E Team, and on feedback obtained directly from the field and partners, maintain the overall project work-plan and proactively propose solutions to delays or other implementation challenges.
    • Work closely with field staff and MOH colleagues to prepare county-specific work-plans and suitable budgets, and regularly track progress through both reports received from colleagues and direct field visits. The officer will be expected to document and disseminate lessons learned while implementing country-specific capacity building activities.
    • Additionally, he or she will;

     

    • Ensure UNICEF, government and non-government staff apply right-based approaches to programming and humanitarian principles;
    • Promote the quality of rights-based Health programmes through the formulation of programme goals and strategies and approaches.
    • Partnerships and leveraging resources:

     

    • Maintain close working relationships with other related UNICEF sectors, particularly nutrition, HIV, WASH, and programme communication;
    • Coordinate with related UNICEF Regional Advisers and HQ Officers to ensure strategies are aligned with global and regional strategies;
    • Establish active and participatory partnerships with related Health sector stakeholders (Government, WHO, other UN agencies, NGOs and bilateral agencies) and interact with them at different stages of Health programme design and implementation and identify opportunities for leveraging resources to be brought to the attention of Chief of Health Section.
    • Participate in inter-sectoral collaboration (Child Health and Community Health Services with other programme colleagues for the systematic delivery of an integrated package of MNCH services.
    • Generate progress reports and support donor visits:
    • The M&E Team will be responsible for generating draft progress reports every six months. The MNCH Specialist will be responsible for reviewing and finalizing these reports. The MNCH Specialist shall also oversee all donor visits to the field.

    EDUCATION

    Advanced degree in one of the disciplines relevant to the following areas: Public Health, Medicine, Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health.

    Work Experience

    Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Health with focus on maternal and child survival and development programmes. Professional work experience in a managerial position, or a technical expert position in child survival & development, health care. Field work experience and background/familiarity with Emergency and gender mainstreaming.

    Language

    Fluency in English required. Knowledge of the local working language of the duty station is an asset.
