    Legal Officer

    Purpose of the job

    Reporting to Corporation Secretary, the job holder will be responsible for the effective and efficient management of the Legal department, provision of legal advisory services and ensuring effective management of legal and contractual risks including follow-up work on depositions to participating in client interviews or assisting in the courtroom.

    Legal Officer Job Duties and Responsibilities

    • Reviewing and advising management on legal implications of internal policies and procedures.
    • Reviewing and draft contracts, agreements and internal policies and ensuring that they are in compliance with all statutory or legal requirements.
    • Reviewing progress of outstanding litigation and liaising with and managing external lawyers.
    • Formulating compliance check-lists to be used for the purpose of ensuring that all information required is provided accordingly.
    • Continuously monitoring compliance with statutory obligations and advising management accordingly.
    • Reviewing and providing legal advice on tender documents.
    • Reviewing ongoing cases and advising management accordingly.
    • Liaising with relevant departments to ensure that where legal risks have been identified, appropriate courses of action have been taken.
    • Providing legal protection and risk management and advising management on contract processes.
    • Providing and interpreting legal information, conducting training and disseminating appropriate legal requirements to staff.
    • Preparing monthly and quarterly reports for the department for senior management meetings.
    • Reviewing all contracts or any other documentation where the Authority has committed itself and assessing legal implications that need to be brought to the senior management’s attention.
    • Preparing, reviewing and modifying contractual instruments to assist and support various business activities.
    • Negotiating, reviewing and drafting documentation for business transactions and preparing and advising on the necessary checklist to be adopted to ensure information is submitted on time.
    • Providing continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team.
    • Liaising with the HR department in conducting performance appraisals and ensure competency and training gaps are addressed.

    Qualifications for the Legal Officer Job

    • Bachelor’s degree in law from a university recognized by the Commission of University Education;
    • Masters degree will be an added advantage; and
    • Must be an Advocate of the High Court of Kenya.
    • At least 7 years legal experience in a leading organization2 years of which should be on supervisory level
    • Proven track record of providing accurate and effective legal counsel; and
    • Proven track record of development of comprehensive contract documents that mitigate risk and penalties.

    Personal attributes

    • Excellent relationship management and communication skills necessary for interaction with the Government of Kenya, the Judicial system and negotiating parties;
    • Demonstrate knowledge of, and experience with, laws dealing with government and/or commercial contract administration, particularly contract negotiation, preparation and administration;
    • Ability to provide independent advice (orally and in writing) to senior level management on highly technical matters;
    • Demonstrate success in managing and conducting a variety of litigation matters;
    • Good planning and organization skills; and
    • Proven ability to delicately solve sensitive matters.

    Core technical competencies

    • In-depth knowledge of regulatory law; and
    • Knowledge of the legal aspects of capital markets.

    Procurement Manager

    Purpose of the job

    Reporting to the Chief Executive Officer, the job holder is responsible for procurement function and overseeing aspects of purchasing, negotiations and process implementation for procurement of goods, works and services.

    Procurement Manager Job Duties and Responsibilities

    • Plan and manage all activities involved in sourcing Suppliers, procurement quality assurance and financial logistics activities, and leading the procurement function, overseeing all aspects of purchasing, negotiations and process implementation for procurement of goods and services.
    • Prepares procurement guidelines in line with the law, procurement manual and financial rules and regulations of the Authority
    • Prepares procurement plan and guiding/monitoring its implementation in the Authority
    • Identifying and developing a sourcing strategy to ensure the Corporation obtains value for money while adhering to budget and procurement guidelines
    • Ensuring that all Statutory Reports are submitted effectively and within prescribed timelines to the Public
    • Procurement Oversight Authority and other Government Institutions;
    • Secretary to the Evaluation Committee and responsible for minute taking/professional opinion
    • Monitoring supplier contract management to ensure compliance with the contractual terms and conditions
    • Managing, coaching and mentoring to ensure a high level of employee motivation and performance
    • Advising the Disposal Committee on disposal matters and timely execution of obsolete and an serviceable items
    • Preparation of board reports on Procurement matters as and when required
    • Participate in preparation of service level agreements with Suppliers, contractors and/or service providers and ensure that these are signed off and monitored
    • Ensuring compliance and adherence to company policy and procedures and statutory requirement
    • Leading the procurement function and overseeing all aspects of purchasing, negotiations and process implementation for procurement of goods and services.
    • Responsible for control and managing the Authority’s inventory, stores and assets

    Operational responsibilities/tasks

    • Leads the preparation of tender documents for purchase of supplies and equipment
    • Promotes a positive corporate culture and image of the Authority
    • Updates and maintains vendor database
    • Compliance with the Authority’s service charter
    • Organize and participate in tender negotiations

    Qualifications for the Procurement Manager Job

    • Bachelors degree in Business, Economics, Procurement and Supply Chain Management or comparable qualification from a university recognized by the Commission for University Education.
    • Masters degree in Procurement, Logistics Management, Purchasing and Supplies or its equivalent
    • At least 10 years relevant experience, 5of which must be at a senior management level;
    • Member of Kenya Institute of Supplies Management (KISM) or any other relevant professional body

    • Thorough knowledge of Public Procurement and Asset Disposal Act, 2015 and the Regulations thereto

    Strategy & Planning Officer

    Purpose of the Job

    Reporting to the General Manager, the Senior Strategy/ Planning Officer will be responsible for providing strategies for current and future growth of an organization by suggesting changes or improvements to current business plans, policies and procedures.

    Strategy & Planning Officer Job Responsibilities

    • Preparing the organizational performance contract
    • Justifying and providing evidence on behalf of the Authority the results of the organizational performance during evaluation
    • Preparing performance contracts for departmental heads
    • Monitoring and evaluating departmental performance
    • Providing expertise by assisting in the formulation, development, and implementation of strategies and policies that will enable the Authority achieve its objectives. He/she will ensure the continued growth and success of the Authority through strategically designing the organization to accomplish its strategic plan.
    • Creating the strategic culture necessary for the organization to accomplish its strategic objectives
    • Developing overall strategic intent for the organization and business
      modeling in line with relevant government policies and communicating to functional units
    • Providing support and expertise to all management, assisting them in establishing all set goals, objectives, policies, and procedures for all the organic functions of the Authority.
    • Playing a leadership function in charting the Authority’s course in business development and new business ventures.
    • Helping the Management Team to fully understand and achieve the goals set in the Authority’s strategic plan and performance goals.
    • Implementing management controls and reporting procedures to ensure that the management team has up to date situational awareness of all core issues and operating data pertinent to sound decision making.
    • Ensuring that the operational policies and procedures of the Authority provide for legal and ethical compliance with all regulations, laws and good operating practices.
    • Suggesting changes for the organization by providing comprehensive reports regarding Improvements or changes needed to achieve current and future goals. This can include suggesting additional funding for specific business units, or restructuring of the organization.
    • Producing policy direction reports and initiatives required in the establishment and management of the strategic reunification processes, including planning, governance and performance management.

    Qualifications for the Strategy & Planning Officer Job

    • Bachelors’ Degree in Economics, Finance, Accounting, Business or any other related discipline from a university recognized by the Commission for University Education.
    • Master’s degree in Business Administration (MBA) or any other related field will be an added advantage.
    • At least seven (7) years’ work experience in a Strategic Management role, at least three (3) of which should be at a supervisory level.
    • Working knowledge of good management as well as good judgment to plan and accomplish strategic goals
    • Membership to a professional body
