    Human Capacity and Institutional Development Expert

    Overview: IBTCI is seeking a HICD (Human and Institutional Capacity Development) Specialist for the anticipated USAID-funded Regional Intergovernmental Organizational (RIGO) Strengthening System project. This is a full-time, long-term position based in Nairobi. RIGO will provide institutional capacity-building assistance to three intergovernmental institutions: the East African Community (EAC, based in Arusha, Tanzania), the Common Market for Eastern and Southern Africa (COMESA, based in Lusaka, Zambia), and the Intergovernmental Authority on Development (IGAD, based in Djibouti) IBTCI will utilize USAID’s Human and Institutional Capacity Development (HICD) model of structured and integrated processes that aims to identify and address fundamental causes of organizational performance gaps.

    Essential Duties/Tasks and Responsibilities:

    · Providing innovative strategic expertise to strengthen institutional capacity of the target RIGOs in accordance with USAID’s HICD approach;

    · Providing substantial and relevant HICD advice to the Chief of Party during development and execution of capacity strengthening activities;

    · Providing technical insight for the methodological design; institutional capacity assessments and final report recommendations;

    · Developing creative and non-traditional methods to build organizational capacity;

    · Serving as one of the primary HICD advisor(s) throughout life of project.

    Required Knowledge, Skills and Abilities:

    · Extensive experience successfully strengthening institutional capacity;

    · Strong interpersonal skills for collaborating with government agencies;

    · Extensive working knowledge of at least one of the RIGOs (EAC, COMESA, or IGAD) is preferred;

    · Prior experience collaborating with inter-governmental organizations;

    · General understanding of economic sand trade issues in a developing country context;

    · Preferred, PT or HPI certification.

    Minimum Requirements:

    · Minimum of 8 years of experience in increasingly responsible positions implementing USAID funded projects, preferably in East Africa;

    · Minimum of 5 years of experience strengthening institutional capacity of intergovernmental organizations or similar institutions;

    · Successful track record building institutional capacity and organizational growth;

    · Working knowledge and experience of East Africa;

    · Demonstrable experience implementing HICD projects in accordance with USAID’s HICD model.

    Working Environment: Corporate office environment as well as field work.

    Education: Advanced degree in International Development, Public Administration, Organizational Development, or a related field.

    Supervisory Responsibility: This position may have supervisory responsibilities.

    Travel: The position is based in Nairobi but will require at a minimum travel to other countries in East and Southern Africa.

    Chief of Party

    Overview: IBTCI is seeking a Chief of Party for the anticipated USAID-funded Regional Intergovernmental Organizational (RIGO) Strengthening System project. This is a full-time, long-term position based in Nairobi and supervising staff based there as well as in other locations in East and Southern Africa. RIGO will provide institutional capacity-building assistance to three intergovernmental institutions: the East African Community (EAC, based in Arusha, Tanzania), the Common Market for Eastern and Southern Africa (COMESA, based in Lusaka, Zambia), and the Intergovernmental Authority on Development (IGAD, based in Djibouti).

    Essential Duties/Tasks and Responsibilities:

    · Providing technical guidance and overall team leadership to staff based in Kenya, Tanzania, Zambia, and Djibouti;

    · Managing the team’s activities;

    · Ensuring that all deliverables are met in a timely manner according to USAID and IBTCI guidelines;

    · Liaising with the USAID, RIGOs, other international donors, and home office;

    · Providing oversight and contractual guidance on overall project compliance;

    · Developing innovative strategies to strengthen institutional capacity of the target RIGOs in accordance with USAID’s HICD approach;

    · Monitoring project progress against USAID standards and targeted results.

    Required Knowledge, Skills and Abilities:

    · Extensive experience managing and supervising complex, multi-country, multi-year international development projects;

    · Excellent skills in project management, leadership, teamwork and teambuilding;

    · Advanced interpersonal skills that enable effective working relationships with multiple stakeholders such as government officials, international organizations, and donors;

    · Prior experience collaborating with inter-governmental organizations;

    · Broad familiarity with international trade policy issues;

    · Extensive demonstrable experience strengthening institutional capacity.

    Minimum Requirements:

    · Minimum of 10 years of experience in increasingly responsible positions implementing and managing USAID funded projects, preferably in East Africa;

    · Experience in strengthening the institutional capacity of intergovernmental organizations;

    · Demonstrated knowledge and experience of East Africa;

    · Familiarity with implementation of USAID’s Human Institutional Capacity Development (HICD) model.

    Working Environment: Corporate office environment as well as field work.

    Education: Advanced degree in International Development, Public Administration, Public Policy, Finance Management, Economic Policy, or a related field.

    Supervisory Responsibility: This position does have supervisory responsibilities.

    Travel: The position is based in Nairobi but will require travel to other countries in East and Southern Africa.
