    HR Administrator

    Ref: /Advert/HRAO/01/2017

    The holder of this position shall ensure implementation of Human Resources and administration strategies to facilitate smooth running of  the Fund

    Job Responsibilities

    • Develop and implement human resource strategies, policies, procedures and guidelines designed to achieve the Fund’s strategic vision and goals.
    • Develop and implement manpower planning, recruitment and selection policies and procedures that attract and retain a high calibre of staff to ensure continued  supply of competencies and skills for effective operation of the Fund.
    • Assess staff training needs and design appropriate training interventions and career development plans to meet performance gaps.
    • Develop and effectively manage the staff grievance procedure so as to ensure a conducive working environment that is motivating to staff.
    • Ensure compliance with relevant labour legislation and Human Resources policies, procedures and guidelines.
    • Developing and managing staff welfare schemes such as Group Personal Life and accident, medical, insurance and any other as may be needed.
    • Preparation and management of the human resources & administration budget and ensure optimum utilisation of resources.
    • Develop objective performance management systems and criteria for performance measurement and reward system.
    • Develop competitive and attractive compensation and appraisal schemes.
    • Promote cordial industrial relations, values and work ethics in the management of the Fund.

    Qualifications

    • A Bachelor’s degree in Social Sciences from a recognized university.
    • Must have a postgraduate diploma in Human Resources Management.
    • Be a member of the Institute of Human Resource Management (K).
    • Three(3) years human resource management experience in a reputable organisation.
    • Experience in working with an Enterprise Resource Planning System.
    • Excellent team leadership and management skills.
    • Ability to make independent judgments which support business and human resources objectives.

    Legal Officer

    Ref: ComFund/Advert/LSM/01/2017

    The holder of this position shall advise the Managing Trustee and the Board of Trustees on all legal matters relating to the Fund, and provide legal opinions and background
    information necessary for policy planning and administration and a central means of disseminating legal information.

    Job Responsibilities

    • Preparation, vetting and negotiating contracts, leases, formal agreements and other legal instruments to meet the laid down requirements for execution.
    • Custodian of the all Funds legal instruments and documents
    • Provision of legal advice to the Fund on all legal matters related to its activities and mandate premised on a platform that is well researched, reasoned and timely.
    • Co-ordinating the preparation of agendas for Board meetings, implementation of action points and taking minutes Board of Trustee meeting minutes.
    • Authenticate documents issued to the Fund as collateral, securities or support
      documents for loans and undertake conveyance.
    • Advising the Fund on all legal matters relating to employee relations and contract appointments for its entire staff.
    • Ensure full compliance with Law, legislative issues, policies and procedures as stipulated by the statutes.
    • Liase with external lawyers in any matters or litigation affecting the Fund
    • Represent the Fund in any litigation or legal suits filed by the Fund or against the Fund, handled court assignments involving civil and criminal matters.
    • Maximise staff performance through objective setting, appraisal review and feedback and.

    Qualifications

    • A Bachelor of Law Degree (LL.B) or the equivalent from a recognized university,
    • A postgraduate diploma in Law from the Kenya School of Law.
    • An advocate of the High Court of Kenya with acurrent practicing certificate.
    • Membership in good standing to a relevant professional body
    • Experience in working with an Enterprise Resource Planning System.
    • At least Six (6) years practical work experience in commercial law with at least two (2) at supervisory level.
    • Demonstrate ability to handle conveyance work.
    • Must not be having any disciplinary case pending
    • Demonstrate ability to research and assess legal issues

    Internal Auditor

    The holder of this position shall maintain a superior credit risk management framework and ensure that the requirements the principles of enterprise risk management are embedded in the day to day operation to the achievement of the Fund’s objectives.

    Job Responsibilities

    • Develop and maintain a risk management strategy ensuring that risk management policies, controls and procedures are effectively implemented.
    • Identify, develop, analyse and review the credit risk decision models and associated procedures to ensure credit risk decision tools are powerful and appropriately discriminate risk.
    • Review credit risk policies and procedures on an ongoing basis to ensure compliance with evolving statutory risk management requirements.
    • Monitor and analyse business portfolio and recommend mitigations for any identified portfolio-level risk.
    • Evaluate adequacy and effectiveness of controls and methodology established by management to ensure that identified risks are appropriately mitigated at both departmental and process level.
    • Review new and ongoing products to ensure that they are carried out only after a comprehensive risk assessment is done.
    • Participation in strategic planning, implementation and performance contracting process.
    • Preparation of departmental budgets.

    Qualifications for the internal Auditor Job

    • Bachelor’s Degree in Accounting, Banking, Finance, Economics or Commerce or its equivalent from a recognised university.
    • Professional qualification / certification in CPA/CISA and or CIA.
    • Membership to a relevant professional body.
    • At least Five(5) years’ work experience in a in a reputable auditing firm or in an internal audit department, three (3) of which should be in senior management
    • Good understanding of Market Economic conditions and trends
    • Experience in working with an Enterprise Resource Planning System.
    • Ability to work conscientiously and independently with minimal supervision
    • Good understanding of key drivers that influence and determine business decisions.
    • Excellent people management skills, team motivation and leadership competencies

    Finance Manager

    The holder of this position will provide financial leadership in financial management,  controls, compliance, liquidity management and forward planning for finances in line  with the Fund’s overall operations strategy.

    Job Responsibilities

    • Preparation timely financial statements and reports as required by all pertinent
      laws and regulations and deemed necessary and demanded from time to time by the Board of Trustees
    • Regulation, supervision and implementation of a timely, complete and accurate set of accounting books of the Fund reflecting all its activities in a manner  commensurate with the relevant legislation, regulation and internal guidelines
    • Create and maintain strong financial discipline by planning, controlling and reporting on the Fund’s financial performance to the Board and Senior Management on a monthly, quarterly, half yearly and yearly basis
    • Prepare, control and monitor the Fund’s revenue, capital and expenditure budget in line with the strategic and operation plans of the organization
    • Monitor and maintain fixed assets register investment portfolio
    • Liaise with External auditors and regulatory bodies to ensure that all financial transactions are compliant with existing regulatory instruments and accounting  standards
    • Maintain good working relationship with the financial institutions and other stakeholders with the aim of securing fund necessary for the operations of the Fund.

    Qualifications

    • Bachelor of Commerce Degree(Finance or Accounting option) or the equivalent from a recognized university.
    • Relevant Master’s degree.
    • At least six (6) years’ relevant work experience and at least 2 years senior
      management levels preferably a financial institution.
    • Working knowledge in Public Financial Management and accounting system.
    • Experience in working with an Enterprise Resource Planning System
    • CPA (K) or ACCA qualification is mandatory and must be a member of ICPAK and or ACCA.
    • Ability to deliver results with minimal supervision work and handle pressure.
    • Ability to develop, monitor and maintain management information systems and procedures.
    • High level of integrity and honesty.

    IT Manager

    The holder of this position shall spearhead technological developments in information technology, and leverage technology to the Fund’s needs and champion optimal
    Information Communication Technology systems and projects.

    Job Responsibilities
    • Development and management of the Fund’s Information Communication Technology strategy, to support the Fund’s strategic goals.
    • Facilitating the installation and maintenance of information management systems that would enable the efficient gathering; storage, retrieving, usage and provision of timely and effective information.
    • Assure functionality of operating systems, network and applications software for effective communication and put in place measures which ensure security, privacy and integrity of data operations.
    • Managing the implementation and operation of information security controls and relevant compliance system.
    • Advising the Fund on software’s, hardware’s and maintenance of Information Communication Technology equipment on regular basis;
    • Coordinating and scheduling technical training for Information Communication Technology staff.
    • Training of staff on application of ComFund information management system for compatibility in transacting business.
    • Management of the Local Area Network, and Wide Area Network.

    Qualifications

    • A Bachelor’s degree in Information Management Systems or its equivalent from a recognised university
    • Relevant Master’s degree
    • IT professional certifications e.g. Cisco Certified Network Associate (CCNA),
    • Microsoft Certified System Engineer (MCSE), Microsoft Certified Network Engineer (MCNE), or similar certification.
    • Membership to a relevant professional body.
    • At least Six (6) years working experience with in depth exposure to computer hardware, software and network applications, two (2) years of which should be at a  senior level.
    • Experience in working with an Enterprise Resource Planning System.
    • Able to work independently and adhere to strict deadlines.
    • Excellent interpersonal and communication skills are essential

    Credit Manager

    The holder of this position is accountable for the entire credit granting process, including collection and disbursements through consistent application of a credit policy, periodic credit reviews of existing customers, and the assessment of the credit worthiness of potential customers, with the goal of optimizing the mix of Funds loan portfolio and bad debt losses.

    Job Responsibilities

    • Developing and implementing sound credit administration policies, procedures and guidelines to facilitate lending of Funds.
    • Driving performance and providing leadership in credit management, control and reporting across the group.
    • Developing products from concept to commercialisation.
    • Review and update the Fund’s credit policy.
    • Managing customer credit files to ensure all the relevant documentation are in place.
    • Monitor the credit granting and updating process.
    • Appraise & review credit applications.
    • Monitor customers repayment rates in line with respective repayment schedules.
    • Providing leadership in strategic planning, implementation and credit department performance contracting process.

    Qualifications

    • Bachelor’s degree in agriculture or finance related field from a recognised university.
    • Relevant Master’s degree.
    • Membership of good standing in a relevant professional body such as Risk management, credit management, Accounting or equivalent
    • At least Six (6) years’ credit experience, two (2) years of which should have been in a management position preferably in the financial sector.
    • Knowledge of money laundering prevention policy and procedures.
    • Experience in working with an Enterprise Resource Planning System.
    • Results-orientated, adheres to turn around times/deadlines.
    • Team player, approachable, self-motivated.
    • High level of integrity and honesty.
    • Proven leadership and good negotiation skills
