    Programmes Manager

    Duties and Responsibilities

    The Programs Manager is a member of the senior management team responsible for overall management and coordination of WEL’s programmes and projects and supports the Director through taking on additional roles as may be required. This main duties and responsibilities are:

    • Programme implementation management
      • Provide strategic and technical oversight to ensure programmes deliver high quality outputs with accuracy, consistency and on time.
      • Promote teamwork and coordination on program issues in planning and implementation of projects.
      • Coordinate development and maintenance of management systems and procedures to ensure efficiency, accountability and good working relationships with communities, partners, government and donors.
      • Provide oversight over use of program resources and promote cost effective use and support implementation of internal control and compliance with government and donor regulations.
      • Ensure that all projects are managed within planned time frame and approved budget and that minimum level of documentation as required by the organization is met
    • Programme and Resource development
      • With partners, staff members and other stakeholders, work to co-create & develop innovative programmes that seek to address identified opportunities in gender and women empowerment
      • Develop and implement long-term goals and objectives to achieve the successful outcome of the programme.
      • Develop new initiatives to support the strategic direction of the organization.
      • Ensure strategic relevance and continuation of WEL annual operations plan through proposal development and building mutually beneficial relationships with potential donors and partners.
      • Develop funding proposals for new and existing programmes to ensure the continuous delivery of services.
    • Monitoring and Evaluation
      • Support development, implementation and monitoring of the organization strategy and operating plans.
      • Lead and manage programme monitoring and evaluation for continuous learning, improvement and growth.
      • Oversee adaptive management and provide regular feedback on work plans, reports and budgets to ensure the programmes remain relevant.
      • In collaboration with other staff develop a programme evaluation framework to assess the strengths of the programmes and to identify areas for improvement.
      • In collaboration with the Finance Manager & Project officers, prepare and monitor programme budgets and conduct modifications when necessary.
      • To assess the levels of risks associated with program implementation and suggest mitigation strategies.
      • Ensure donor reports are submitted to donors in the best possible quality and with strict adherence to donor reporting guidelines.
    • Human Resource Management
      • Provide day-to-day leadership and management of Program Staff, create and nurture an a culture that supports high performance, learning and teamwork;
      • Create a conducive work environment and team culture for professional growth and development of personnel at all levels.
      • Manage staff development through performance based management and leadership within the context of the organization’s objectives
    • Liaison and representation
      • Represent WEL in forums by donors, government, UN agencies, other development partners and other stakeholders as needed.
      • Promote WEL visibility through innovative communication and information dissemination e.g. through policy briefs, media briefs, reports,

    Programme Officer

    JOB SUMMARY

    This position reports to programs manager and will be based at WEL Head Office in Nairobi and will be part of the Programs Team. The incumbent in the role will lead and provide technical support in design, implementation and monitoring of Projects in Transformative Leadership and Governance. The position will support the programs team in policy research and analysis, engagement with media and policy makers, partnership and alliance building, as well as capacity building, learning and knowledge management.

    SPECIFIC RESPONSIBILITIES

    • Policy Advocacy
      • Supporting WEL’s engagement with national and county governments, NGOs/FBOs and community based organizations and networks for the design and implementation of appropriate policies and institutions to create an enabling environment for transformative leadership.
      • Plan, implement, and monitor program activities, prepare and submit periodic reports.
      • Keep abreast of Research and policies development and debates at national and regional level relevant to the issues pertinent to Women’s Empowerment Link
      • Develop and implement a lobbying and advocacy strategy and plans and support the programs team in preparation of advocacy materials, including policy briefs, position papers, communication messages, position statement and any other material relevant to the ongoing campaign;
      • Catalyse and sustain a high public profile of WEL and its agenda through creating, developing and maintaining good relations with the media and policy makers
    • Program development and fundraising
      • In close collaboration with Program leads, develop a clear strategy of integrating and mainstreaming policy advocacy in Transformative leadership and governance
      • Monitor changes in environment and advice on relevant policy and Programme changes to strengthen program results.
      • Support and contribute to proposal development, marketing and other resource mobilization activities for Policy advocacy and other WEL Programs
      • Assist the Programmes Manager in development of new initiatives to support the strategic direction of the organization.
    • Monitoring and Evaluation
      • Assist in development, implementation and monitoring of the organization strategy and operating plans.
      • Assist in development of project log frames and monitoring and evaluation plans programme evaluation framework to assess the strengths of the programmes and to identify areas for improvement.
      • Participate in monitoring and reporting of project activities including site visits
      • Support in documentation of success stories and other relevant information to demonstrate results/impact of project activities
    • Training and staff development
      • Contribute to Creation of a culture and a high performance work environment and team culture for professional growth and development of personnel at all levels.
      • Prepare training and capacity building plans for staff development on Policy advocacy in line with advocacy strategy and organization’s objectives
      • Support in development marking and branding plans and materials to promote WEL visibility
    • Liaison and representation
      • Facilitate development and sustenance of networks, partnerships and Alliances with Civil Society Organizations and Social Movements at national and regional level to advance the advocacy agenda of Women’s Empowerment Link,
      • Represent Women’s Empowerment Link in relevant Policy Advocacy forums and facilitate women and girls, staff and partners to engage in relevant processes, and policy debate in Kenya
      • Assist in representing WEL in forums by donors, government, UN agencies, other development partners and other stakeholders as needed.
