    Programme Manager (CCCM)

    Duty Station : IOM Somalia in Nairobi*, Kenya

    Context:

    Following 2016’s significant below average Gu (Apr–Jun) and Deyr (Nov-Dec) rainy seasons in Somalia, severe drought is widespread across the country. If action is not taken immediately, signals point towards a growing humanitarian crisis in Somalia of potentially catastrophic proportions. With an increasing number of individuals at risk of food security, the previously estimated 5 million people in need of humanitarian assistance has increased to 6.2 million. Between February and June 2017, the number of internally displaced persons (IDPs) is expected to increase from 1.1 million to 3 million individuals.

    The IOM Somalia team is implementing frontline activities as well as taking the lead in coordinating the newly-activated Camp Coordination and Camp Management (CCCM) cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable populations living in communal settings.

    Under the overall supervision of the Chief of Mission, and the direct supervision of the Drought Response Coordinator, the successful candidate will be responsible for IOM’s CCCM operations, ensuring that IOM programs are in line with the Global Cluster policies and strategies.

    Core Functions / Responsibilities:

    • Manage IOM Camp Coordination and Camp Management projects, in line the with the CCCM cluster policies and strategies, and in close coordination with the Drought Response Coordinator.
    • Ensure timely implementation of all activities; oversee all financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
    • Contribute to and advise on IOM’s strategic planning and response through camp-based approaches, as well as Urban Displacement and Outside of Camps (UDOC) methodologies.
    • Ensure that IOM's CCCM and DTM program implementation is in line with global and local CCCM cluster policies and strategies. Provide expertise to the cluster, as required, in order to strengthen the overall CCCM response.
    • In close coordination with the Program Support Unit, ensure proper financial and narrative reporting of all CCCM projects, as required by donors.
    • Ensure close coordination between the CCCM and DTM units, and strengthen DTM’s position as the reference information management tool of the CCCM cluster.
    • Promote and develop synergies with the other IOM programs, with the aim to increase IOM response’s efficiency and impact. Design harmonized response strategies, contingency plans and disaster reduction strategies.
    • Closely monitor project progress; collect, compile and share information from the field teams on a weekly basis.
    • Supervise the recruitment of CCCM project staff; provide programmatic and administrative guidance; build staff capacity and provide trainings as required; mentor and support staff in their development.
    • Ensure all administrative and financial processes of CCCM projects are done correctly, in a timely manner, and within budgets. Assist with planning and overseeing of procurement and logistics activities for relevant operations.
    • Represent IOM as a CCCM partner in all relevant forums, including cluster coordination meetings, inter-agency meetings and partners meetings.
    • Meet regularly with donors, both in Mogadishu and Nairobi, and provide briefings and updates on IOM’s CCCM activities and projects. Develop donor proposals as required based on needs and funding opportunities.
    • Undertake duty travel as required.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Minimum 5 years of operational experience in the field in IDP/refugee and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation;
    • Work experience in liaising with governmental authorities, other national/international institutions and NGOs - experience in the region is an asset;
    • Good knowledge of UN, IOM and NGO mandates and programmes in the IDP humanitarian responses, post conflict construction and development;
    • Familiarity with financial management and good level of computer literacy, including database applications.

    Languages

    Fluency in English is required. Working knowledge of any local language used in Somalia is an advantage.

    Note

    With frequent travel (50%) to Somalia and possible relocation to Somalia if and when the situation is conducive.

    Under the overall supervision of the Drought Response Coordinator, and the direct supervision of the CCCM Programme Coordinator, the successful candidate will be responsible for the coordination of the Somalia CCCM cluster, in coordination with the relevant co-lead partner(s).

    Core Functions / Responsibilities:

    • Coordination
      • Represent the interests of the cluster in discussions and coordination meetings at the national level and ensure a harmonized and coordinated multi-sectorial response in displacement sites;
      • Ensure reporting of multi-sectorial gaps and needs in all displacement sites to the
      • Inter-Cluster Working Group and advocate for support from other clusters when necessary;
      • Ensure that adequate site management structures are in place in identified displacement sites;
      • Organize regular cluster meetings at the national level.
    • Planning and preparedness
      • Lead on cluster planning at national level with regards to developing response strategies, contingency planning including “exit”/transition strategy for site closures and action plans for the cluster;
      • Together with cluster partners, undertake capacity mapping and gap identification exercises to develop a capacity-development strategy for the sector;
      • Identify the training needs and develop a capacity building strategy accordingly;
      • Organise joint field missions, needs assessments and analysis among cluster partners and participate in joint inter-cluster needs assessment exercises.
    • Monitoring
      • Ensure and monitor that all CCCM actors implement site management standards and guidance in all displacement sites;
      • In coordination with the Somalia Humanitarian Fund (SHF), ensure that all partners funded through this mechanism meet their targets and complete all reporting requirements.
    • Information management (IM) and reporting
      • Coordinate closely with all cluster partners to collect and collate agreed upon CCCM reporting tools for the field;
      • Closely coordinate with the Displacement Tracking Matrix (DTM) team, as the primary IM
      • partner of the CCCM cluster; review, share and promote DTM products in all relevant forums;
      • Ensure proper communication and information flow between Mogadishu and the field, and among partners.

    Application of standards and guidelines

    • Facilitate discussion and agreement on the use of common standards and tools among cluster partners;
    • Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content.
    • Perform such other duties as may be assigned.
