The Youth Agenda (YAA) is an independent, national, non-profit non-partisan youth organization Founded in 1996. For two decades, Youth Agenda has been a leading advocate for young people by developing the capacity of youth to take charge of their affairs in their county through leadership trainings and knowledge generation and dissemination. Youth Agenda also closely monitors and tracks youth participation and consistently engage in advocacy campaigns to protect and promote youth access to political, economic and social opportunities.
We are inviting experienced Researchers who have a good understanding of the County Integrated Development Planning process as well as the youth development sector, to work with us in conducting a study of the 47 county CIDP plans and determine whether they are in line with the youth agenda.

The Objective of the Study is:
To determine the degree of youth responsive budgeting by the county governments in the County Budgets 2018/2019 in 22 counties;
Youth is a cross cutting function that lies with both national and county governments; in order for counties to reap the youth dividend, they must be willing to be proactive in mainstreaming youth within the various county departments as well as be deliberate in programing for youth through various development initiatives. County Government commitment to the youth agendas will be made clear through budgetary allocations to youth programs and initiatives. The County budget paints the true picture and is the benchmark for any gains the county governments hope to make on youth within their tenure in office, as such YAA would like to analyze the contents of the county budgets to synthesize what the youth should expect from their county governments. With this information county youth will be able to monitor and keep track of the implementation of budgeted for programs.
