    Vocational Training Officer

    Job Responsibilities

    • The administration of a County department
    • Formulation and implementation of effective programs to attain vision 2030 and sector goals.
    • Development and implementation of strategic plans and sector development plans
    • Implementation of policies and regulations
    • Providing strategic policy direction for effective service delivery
    • Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
    • Performing any other duties as may be assigned from time to time.

    Requirements

    • Be a Kenya citizen.
    • Have a Bachelor’s degree from a university recognized in Kenya; possession of a Master’s degree in a relevant field will be an added advantage.
    • Being a member of a professional body relevant to the position applied will be added an advantage
    • Have vast knowledge and experience of not less than 10 years in the relevant field, five of which should be in a managerial position
    • Be conversant with the Constitution of Kenya and all the devolution laws

    Administration & Operations

    Job Responsibilities

    • To provide visionary leadership and direction to the hospitals and to ensure that hospitals’ mandates and policies are implemented fully and effectively in line with the strategic plan.
    • To formulate strategies and business plans, lead teams for high performance and innovation.
    • To ensure prudent management of resources for the achievement of the Hospitals’ mandates and strategic objectives.
    • To ensure that the Hospitals’ Strategic Plans are implemented timely, the Performance Contract objectives and targets are negotiated, achieved and reported in time and the Annual Operational Plans and budgets prepared and submitted in compliance with statutory requirements.
    • To oversee and direct the development and implementation of the Hospitals’ strategic initiatives and capacity building in line with goals and aspirations of Kenya’s Vision 2030 and the Big Four agenda.
    • To provide the needed transformational leadership of County Referral Hospitals to cope with citizens expectations in line with the spirit of devolution.
    • To initiate, establish, strengthen and oversee inter-institutional collaborations and Strategic partnerships for the realization of the Hospitals’ mandate and strategic objectives.
    • To ensure that Hospitals’ staff remains motivated to discharge their responsibilities effectively and efficiently, and in compliance with human resource management policies and practices.
    • To establish and sustain effective relationships with the Health Management Team and other stakeholders.
    • To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the Hospitals.
    • To perform any other responsibilities as determined and deemed necessary by the Public Service Board.

    Requirements

    • Masters or Doctorate degree  in Business, Finance, Economics or other related field from a recognized University.
    • At least 10 years relevant work experience, 5 of which must be at senior level in a large organization
    • Proficiency in Computer packages
    • Must be an advocate for high quality healthcare standards.
    • Strategic Leadership and Health Systems Management [HSM], from a recognized training institution, will be an added advantage.
    • A background in performance management and appraisal will be added advantage.

    Director Medical Services

    Job Responsibilities

    • Provide leadership in formation and implementation of health policies in the department.
    • Offer supervisory role medical superintendents, unit heads, and sub county medical officers of health (MOHs).

    Requirements

    • BSc Medicine, dental, pharmacy and other related health degree – masters in medicine, pharmacy, dental, MPH.
    • Senior management course lasting not less than 4 weeks health system strengthening course.
    • 10 years I relevant field with at least 3 years in managerial positions.
    • Communications and interpersonal skills, analytical skills, good administrative and managerial skills.

    Monitoring & Evaluation Officer

    Job Responsibilities

    • To ensure effective and efficient provision of administrative support service in the department of health and sanitation.
    • Develop structures for effective management and utilization of health resources to ensure that they are used for the planned purposes.

    • Masters in any of the above disciplines is a MUST.
    • Be a member of a recognized professional body with KIM/KAPM/KAHA/HRM.
    • Undertaken a Senoir management course lasting for not less than four (4) weeks.
    • Served in a senior administration and management position for a minimum of three(3) years.
    • Be conversant with WHO building blocks.
    • Demonstrated outstanding professional Competence and administration ability in the management of health services in large health institution or coordinating health administration services.

    Requirements

    For appointment to this grade an officer must have:-
