    Senior Officer Communication and Advocacy

    Reports to: Senior Manager - Governance and Advocacy

    Job Location:

    Nairobi with frequent travel to field locations in Nairobi’s informal settlements, Marsabit, Tana River, Turkana, Wajir Counties

    Job Summary:

    To increase Concern Kenya’s influence, visibility and public engagement by telling the story of our work in a way that is inspiring timely and relevant and engaging various audiences- our communities, staff, partners, government, donors and supporters encouraging them to take action and increase their support.

    Main Duties & Responsibilities:

    • Advocacy
      • Work with Senior Manager-Governance and Advocacy, to decipher advocacy issues arising from sector related studies (baseline or otherwise) and develop key messages for policy advocacy.
      • Work with programmes to develop Concern policy positions into public messaging and where appropriate, deliver a media plan to support advocacy objectives and/or public engagement campaigns
      • Participate in lobbying and negotiation led by Senior Manager-Governance and Advocacy and programme sectors by providing support in messaging and media relations
      • Independently act on those tasks assigned in the advocacy implementation plan for each programme sector.
      • Provide technical input to the design and roll of out Governance and Advocacy initiatives
      • Build capacity of programme staff to lead on advocacy initiatives and tasks.
      • Communication
      • Act as custodian of Concern Kenya’s communication strategy; track progress, review actions, identify new opportunities
      • Develop annual implementation plan for communication and lead its roll out regularly updating priorities and key work-streams, in line with progress
      • Oversee the design of Concern Kenya programme briefs and fact sheets and regularly update them for donor and public engagement
      • Proactively work with field teams to produce compelling, issue-oriented feature stories and reports focusing on Concern’s work that can be used to produce communications material that influence media, partners, and policy makers to champion the wellbeing of the extreme poor
      • Support the SMT in writing thought-leadership, op-ed and blog pieces; review and edit media releases and other written materials for external audiences
      • Maintain an updated listing of national media contacts in Concern’s areas of operation (radio, television, photography, video, print, digital influencers) and build relationships with them including accompanying journalists on trips to the field to support media coverage of Concern programmes on national media.
      • Develop and provide communications and media training to selected Concern spokespeople, providing advance preparation, advice and feedback on media interviews.
      • Manage all external communication (visits, events) and provide quality oversight
      • Improve Concern Kenya’s digital and multimedia storytelling including regular social media presence/engagement
      • Work closely with the Concern Global Communications Team to produce content for donor & public engagement, media relations, emergency communications and international media coverage.
      • Support communication needs of other Concern programmes in the region when called for
    • Branding
      • Provide technical direction to Programme Coordinators/Managers on donor branding requirements
      • Build capacity of Programme teams on donor branding requirements
      • Programme Documentation
      • Responsible for all office publications (manuals, studies, promotion etc.) and distribution of the same. Maintain an updated list of distribution contacts
      • Timely monthly and quarterly reporting on Concern’s communication results
    • Responding to Emergencies:
      • Lead on communications and media engagement during emergencies and critical incidents
      • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
      • Comply with Concern’s health, safety and security guidelines during emergencies
      • Code of Conduct and Associated Policies
      • To adhere to the standards of conduct outlined in the Concern Code of Conduct and associated policies.

    Job Specification:

    • A Degree in Communication, Journalism, Public Relations or other relevant field
    • Three (3) years’ experience developing and implementing communication strategies and relevant experience in advocacy in the humanitarian/development sector.
    • Ability to synthesise complex advocacy, policy and programme response approaches into audience led briefing papers, media Q&A documents and key messages
    • Demonstrable experience working with local and international media, blogging and social media engagement and resource mobilization.
    • Good understanding of programme cycle management and application of advocacy strategies to promote positive development outcomes.
    • Excellent communication & interpersonal skills and demonstrated ability to work effectively in teams.
    • Excellent professional writing and editing and photography skills.
    • Excellent networking, coordination, analytical and problem solving skills
    • Proven competency in the use of computer applications

    Manager - Health and Nutrition

    Job Summary:

    The incumbent will oversee and provide overall technical leadership to the Health and Nutrition Programme in Turkana County. As Head of Field Office, s/he will coordinate and oversee all Turkana County based Programmes and the Programmes Support Unit

    Main Duties & Responsibilities:

    • Programme Management
    • Participate in the assessment and selection of appropriate partners for programme implementation
    • Provide organizational and technical support to MoH and local partners in the implementation of High Impact Nutrition Interventions (HINI) and health services
    • Liaising closely with the County health management teams (CHMT) and Hospital Management Teams (HMT) to develop joint work plans and ensure MoH ownership and integration into the existing health systems
    • Work closely with the CHMT to oversee and review the implementation of County work plans and activities
    • Support MoH and local partners to strengthen planning, implementation and review of health and nutrition programme activities at the County level
    • Work with stakeholders at County level to establish health and nutrition complementary interventions while actively promoting inter sectoral linkages and integration with other programmes as necessary
    • Ensure programme quality through active role in M&E of health and nutrition programme interventions including developing and utilizing context specific M&E tools, using data for decision making, field monitoring and joint support supervision
    • Monitor the health and nutrition situation in the County including coordination of nutrition surveys, supporting with surveillance and assessments as required
    • Contribute to the development of programme strategies and new project proposals
    • Develop and implement county level health and nutrition programme budgets, budget revisions, costed work plans among other financial planning tools as required.
    • Documentation of the programme process and compiling programme reports including generating lessons learnt and case studies
    • Represent Concern at Sub County Health and Nutrition meetings and fora and support advocacy initiatives in line with the programme strategy
    • Project Support and Management/Head of Field Office Duties**
    • Manage programme support functions including the day to day running of the Turkana County Concern office(s)
    • Monitor programme budget and partner grants and account for expenditure through timely financial reporting
    • Provide coordination to all programme activities by channeling communication and resources to all departments at Sub County level
    • Represent Concern in relevant meetings and fora at County and Sub County level and supporting advocacy and lobbying initiatives in line with programmes strategy

    Job Specification:

    • A bachelor degree in Nutrition and Dietetics, Health, Nursing or relevant field with KNDI professional certification
    • At least five (5) years’ experience in health and nutrition program management working on the delivery of High Impact Nutrition Interventions (HINI) and health services; with at least two years’ experience in a supervisory or managerial role
    • Solid understanding and experience with integrated program approaches
    • Significant experience/knowledge of MoH systems, particularly at County level and working with and through local partners
    • Excellent programme planning, monitoring and evaluation, interpersonal and report writing skills
    • Fluent in both oral and written English and Kiswahili. Fluency in any of the local languages is an added advantage
    • Proficient in computer applications
    • Ability to work independently with minimal supervision and supervise new staff members
    • Proactive problem solver and solutions oriented management style
    • Although not required, having an understanding of the context, prior experience working and/or living in Turkana is highly desirable

    Job Summary:

    The incumbent will provide efficient and effective logistics and procurement support in Marsabit County in compliance with Concern’s and Donor policies & procedures

    Main Duties & Responsibilities:

    • Procurement
      • Processing duly authorised supplies requests for the procurement of goods and services within Marsabit County up to and including requesting for quotations, preparing and facilitating approval of Quotations Evaluation Forms and Local Purchase Orders (LPOs)/contracts/agreements
      • Processing payments for all goods delivered and services rendered
      • Maintain proper procurement documentation/records
      • Periodically updating and disseminating the Supplies Requests (SR) Tracker
      • Day to day management of supply and service contracts and framework agreements with prequalified suppliers/vendors up to and including ensuring agreed delivery timelines and specifications are met
      • Liaising with suppliers/vendors as and when required

      • Assist with stock counts and stores documentation
      • Fill in for logistics Officer transport when on leave

    • Professional Certification in procurement and logistics or relevant field
