    Monitoring and Evaluation Officer

    Position Summary: Major responsibilities will include development of project performance measurement frameworks and tools to track the project progress. 
    The officer will coordinate all M&E activities from data collection, entry, analysis and reporting.
     
    Other Responsibilities
    • Development and monitoring of project M&E frameworks.
    • Development of project M&E Tools.
    • Development of project Monitoring Action Plans (MAPs).
    • Through data collection from different targets and sources, analyse all information, document and report progress, challenges, lessons learnt.
    • Develop response and feedback mechanisms for the project especially with the senior management team and partners by analysing monitoring and reporting data and communicating in timely fashion so that the results of analysis inform project decision making.
    • Create and operationalize forums for Knowledge Management Systems for staff and partners.
    • Ensure high level of beneficiaries’ participation in all monitoring activities.
    • Coordinate beneficiary and data validation exercises.
    • Document lessons learnt and best practices.
    • Under take any other duties as may be assigned from time to time by the Project Coordinator.
    • Work with the PC and POs to develop project case studies, weekly and monthly reports.
    • Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and volunteers.
    • Support the project team to record and analyse project data.
    • Conduct M&E field visits.

    Qualifications

    Bachelor’s Degree in either Education or Social Sciences and Post Graduate Studies in M&E. Minimum of 5 years’ experience in either US State Department HIV funded projects with a local or international organization.

    Demonstrated and extensive knowledge in developing M&E Frameworks, designing monitoring tools and Monitoring Action Plans (MAPs), implementing monitoring and evaluation methodologies i.e. both quantitative and qualitative; data collection, processing, analysis and reporting, ability to create and manage forums for Knowledge Management Systems and apply SPSS to interpret data. 
    Experience in training others in M&E and excellent IT, written and verbal communication skills is also essential.

    Desired Competencies
    • Strong background in Project Cycle Management.
    • Excellent knowledge in monitoring HIV funded projects both at process and performance levels to report progress.
    • Excellent inquiry and analytical skills.
    • Excellent experience in developing and managing Knowledge Management Systems for HIV funded projects.
    • Ability to identify and manage partnerships.
    • Ability to multitask and travel from time to time as may be required by the project.
