    Senior M&E Capacity Building Specialist

    POSITION SUMMARY: The Senior M&E Capacity Building Specialist will lead the development of the county M&E capacity building strategies in conjunction with the technical experts in governance, data use, analytics and health systems. The specialist, reporting to the DCOP will be responsible for facilitating the capacity building plan and supporting the monitoring, evaluation and learning from the capacity building interventions.
    Typical Responsibilities - Key End Results of Position:

    • This position will lead the development and implementation of capacity building plans in project counties with the aim to show tangible results in increased data quality, availability, use, and improved leadership and management practices.

    Key Responsibilities:

    • Develop capacity building plans for all project counties.
    • Lead implementation of the capacity building plans.
    • Monitor and evaluate capacity development.

    Dealing with Problems:

    • The post holder will demonstrate a high degree of analytical skills, planning, organizational and facilitation while introducing innovations needed to meet the demands of the operating environment.
    • Communications and Working Relationships:

    Internal – High Contact:

    • With staff of the Prime partner, Palladium and other sub-grantee staff and consultants.

    External Relationships:

    • Include working with government at the County, Sub-county and other lower levels; technical and administrative personnel from Plan Regional office in Kisumu, Nairobi and USNO; and any other as dictated by the position.
    • Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

    Education Qualification, Knowledge and Experience:

    • A bachelor’s degree in a relevant field and post-graduate level training preferred.
    • Minimum of 6-8 years of monitoring and evaluation capacity building experience with specific focus on PEPFAR projects.
    • Demonstrated ability to train and build capacity of others and more specifically capacity building in M&E of GOK and LIP staff at community and/or county levels.
    • Demonstrated ability and experience in designing M&E tools including surveys, surveillance systems and other forms of evaluations.
    • Capacity to produce high quality reports, briefs, success stories and abstracts.
    • Demonstrated ability and experience in USG/PEPFAR reporting.
    • Knowledge of M&E concepts with focus on capacity building.
    • Excellent computer skills, with knowledge of necessary database development, data entry and analytic software applications.
    • Proven track record of success as a team leader.
    • Exceptional interpersonal and teamwork skills with community and government officials.
    • Possesses strong interpersonal skills and superior written and verbal communication skills.
    • Is self-motivated, able to work and accomplish job tasks with little or no supervision.
    • Willingness to travel within the counties.

    Skills specific to the post:
    Leadership

    • Provide high level representation in relevant County capacity building and M&E stakeholders meetings, conferences and task forces as well as with USAID.
    • Develop and nurture a collaborative working relationship with project specific and partner senior management teams.
    • Identify and build strategic linkages with key national and county level stakeholders.
    • Provide leadership in project review and planning meetings.

    Management

    • Provide oversight to the analysis of data collected for assessment of progress and areas of improvement and overall data management.
    • Ensure quality, standardized approaches to capacity building and Learning across the 8 project counties.
    • Provide oversight to project strategic information and ensure quality in project monitoring and use of data for decision-making.
    • Promote learning and knowledge sharing of best practices and lessons learned.
    • Mentor and provide effective supervision to the Capacity Building Officer.
    • Perform other duties as required.
