    Planning and Programming Coordinator

    Job Purpose

    Primarily, the purpose of this position is to lead and coordinate the PMER unit to meet IFRC’s obligations in planning, monitoring, evaluation and reporting. The Coordinator also provides support mainly to IFRC project managers in the context of development programmes such as Health, WatSan, DRR and PRD.

    Planning & Programming Coordinator Job Duties and Responsibilities

    • Lead/coordinate the EAIOI Office PMER unit. Lead internal EAIOI planning, monitoring, evaluation and reporting processes.
    • Ensure that all reports (appeal based reports, development operational reports and pledge based reports), emergency appeal and DREF plans of actions, and development operational plans are prepared to quality standards, and are submitted in a timely way to meet all deadlines.
    • Conduct PMER capacity assessments of the targeted National Societies and the development of PMER action plans. This includes analysing different PMER cultures of other Red Cross and Red Crescent Movement actors cooperating with the National Societies.
    • Support the development of M&E systems in the targeted National Societies with standard procedures and processes to ensure credible, reliable, timely and costeffective monitoring data to inform ongoing management decisions, strategic planning and uphold accountability.
    • Coordination and oversight of evaluations. This can include ToR, preparation for, and the management of, programme surveys (e.g. baselines), realtime evaluations (RTEs), midterm and endofproject evaluations, and special studies as technical assistance needs arise.
    • Lead the adaption of specific planning, assessment, monitoring, evaluation and reporting tools for targeted National Societies to ensure consistent and quality data collection, coherent with and reinforcing existing guidelines for PMER.
    • Provide technical guidance to programme staff at targeted National Societies, as well as IFRC staff in those countries, in incorporating appropriate M&E systems into programmes based on needs, requirements, resources and capacities, including:
    1. Adequate needs assessment to inform relevant programming the use of programme logframes according to existing guidelines,
    2.  The development of SMART indicators that are supported by clear and concise indicator guidelines that define the indicators, data sources, data collection methods, frequency and audience.
    3.  Prepare and train staff, primary stakeholders and implementing partners, as necessary, on project/programme design, monitoring and evaluation concepts, skills and tools.
    4. Support the East Africa PMER forum and sharing and learning among East Africa and Indian

    Ocean Islands National Societies. Strategic Direction and Guidance:

    • Lead in the process of ensuring the East Africa Country Cluster Office’s relevance within the Movement, by way of ensuring discussions on improvement.
    • Ensure programme activities are in line with strategy 2020 and respond to needs of National Societies and communities.
    • Guide the strategic development of new projects and interventions in specific sectors and ensure that results contribute to overall goals of the programme and National Society strategic plans.
    • Liaise with key coordinators in the Africa Regional Office and in the IFRC Secretariat in Geneva to ensure coherence and compatibility with Africa region and IFRC Secretariat in Geneva strategy and plans in line with strategy 2020. Capacity Building:
    • Ensure that National Societies have improved PMER practice according to their individual PMER status (i.e. baseline/ PMER capacity assessment).Ensure that National Societies have increased skills in developing PMER approaches and plans that are appropriate to their context.
    • Ensure that National Societies have increased confidence and knowledge of methodologies to undertake both qualitative and quantitative monitoring and evaluation.
    • Ensure that National Societies are better able to undertake reflective and participatory reviews and assessments that allow for voices of beneficiaries and other stakeholders to be heard.
    • Ensure that National Societies are better able to analyse and utilize the findings from their PM&E frameworks to improve programming. Performance Accountability and Fundraising:
    • Supervise performance and accountability work to ensure programmes can demonstrate results and base future plans on evidence of positive outcomes at community level.
    • Supervise key capacity building staff to strengthen capacity at all levels in selected National Societies according to programme objectives.
    • Take responsibility for monitoring of programme and ensure timely reporting to donors. External Relations and Coordination:
    • Maintain regular information flow to partners and stakeholders.
    • Support the advocacy and communications team to produce a cluster advocacy and communication strategy and tools for implementation, using a range of materials (using a range of media) to communicate key messages from the programmes.
    • Participate in relevant regional coordination fora to ensure sharing of best practice within the wider humanitarian community.
