    Manager Accounts

    Managerial

    1. Develop a unit work plan to facilitate with the implementation of the section strategy on budget control, to ensure the strategy is delivered under the set timelines and quality standards.
    2. Prepare the department activity budget for the division, and monitor the implementation to ensure efficiency in the utilization of the commission resources.
    3. Implement the financial accounting and reporting policies and procedures within the division, to ensure alignment of the department objectives with the overall Commission strategy.
    4. Implement financial controls and safeguards and ensure they are in place, to maintain the integrity of accounting systems.

    Operational

    1. Implement appropriate mechanisms to control the Commission’s exposure and enforce accounting procedures, to be in line with the government regulations and standards.
    2. Prepare monthly, quarterly and annual progress reports for the Division and forward for approval, to ensure informed decisions are made within the Commission in a timely manner.
    3. Authorize payment of suppliers, imprest and miscellaneous payments as per the allocation summary, to ensure payments are in line with the set standards and regulations of the division.
    4. Validate timely and accurate administration of all tax and statutory compliance issues and effective management of payroll, to assist in the timely remittance in accordance to the government regulations and standards.
    5. Monitor the cash flow of the commission by checking the cashbook, to ensure accurate entries are made to avoid errors and ensure efficiency and effectiveness of the unit.
    6. Oversee all accounting services to ensure streamlined accounting process across the Commission, and enhance efficiency and effectiveness of the unit.
    7. Lead the development and performance management of staff that report to the position to ensure the achievement of both individual and commission goals.
    8. Authorize allocation summary of funded activities and highlight the expenditure, to ensure informed decision making by management.
    9. Maintain financial assets and liabilities to ensure proper management of resources.
    10. Liaise with external auditors during audits to ensure compliance of accounting standards.
    11. Central Bank of Kenya authorizer and signatory in the systems.
    12. Custodian of accounts documents to ensure safe keeping and security.

    Financial

    1. Provide input into the budgeting process

    Qualifications Knowledge and Skills

    1. Bachelor’s degree in Accounting or Finance.
    2. Certified Public Accountant (CPA-K) finalist.
    3. Computer literacy.
    4. Knowledge of professional accounting standards.
    5. Knowledge of relevant legislation.
    6. Knowledge of budgeting.
    7. Communication skills.
    8. Interpersonal skills.
    9. Organizational skills.
    10. Ability to work under pressure.
    11. Ability to lead and manage teams.
    12. Problem solving skills.
    13. Supervisory skills.
    14. Meets the requirement of Chapter six of the Constitution of Kenya.
    15. Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

    ADDITIONAL CRITERIA FOR SELECTION

    1. Applicants should attach a copy of National Identity Card or Passport, testimonials, or any other evidence of proven relevant expertise herein being sought;
    2. In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
    a) Director, Ethics and Anti-Corruption Commission (EACC);
    b) Commissioner General, Kenya Revenue Authority (KRA);
    c) Chief Executive Officer, Higher Education Loans Board (HELB);
    d) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPS (K), ICPAK, AAK, IEK, etc.;
    e) Certificate of Good Conduct.


    NB: These criteria are applicable only to the Senior Positions NPSC 5 to NPSC 8.
    Women, minorities, marginalized and persons living with disability are encouraged to apply.

    DISQUALIFICATION CRITERIA

    No person shall be qualified for appointment in any of the above posts if the person:

    a) Has previously been convicted of any criminal offence;
    b) Has violated the Constitution;
    c) Is an undischarged bankrupt;
    d) Has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
    e) Canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
    f) Knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.

    SECURITY REPORT

    In addition, the National Intelligence Service (NIS) may be requested by the Commission to provide a report on all shortlisted applicants.
