    Manager, Accounts And Expenditure

    JOB LEVEL 4 (1 POSITION) - REF: HCA/FD/MAE/3/2017 Overall purpose The Manager, Accounts and Expenditure will be responsible for preparing periodic and annual financial reports and cash flow projections and monitoring bank accounts.

    1.1 Key duties and responsibilities: Reporting to the Senior Manager, Finance, the Manager, Accounts and Expenditure will be responsible for:

    (i) Overseeing the preparation of the quarterly, half yearly and annual financial statements.
    (ii) Ensuring timely preparation of monthly trial balances.
    (iii) Preparing quarterly reports on financial performance to the National Treasury.
    (iv) Verifying and approving monthly bank reconciliation statements and investigating any outstanding items for remedial action.
    (v) Ensuring safe custody of cash and other accountable documents in the section.
    (vi) Verifying payment vouchers.
    (vii) Handling correspondences from banks, students and other institutions.
    (viii) Liaising with external auditors during audits and responding to audit queries.
    (ix) Ensuring risk management within the area of operation.
    (x) Ensuring implementation of ISO Quality Management System in the area of operation
    (xi) Ensuring staff performance management in the section through a target-based system.
    (xii) Performing any other duties as may be assigned from time to time.

    1.2 Academic/Professional Qualifications and Experience The ideal candidate should possess the following:

    (i) Master’s Degree in Commerce, Accounting, Finance or related field from a recognised university.
    (ii) Bachelor’s Degree in Commerce, Accounting, Finance or related field from a recognised university.
    (iii) CPA graduate.
    (iv) Be a member in good standing of ICPAK.
    (v) A minimum of seven (7) years relevant experience six (6) of which should be in middle level management in finance in a large organisation and six (6) years relevant experience as Senior Officer, Finance, for serving officers.

    1.3 Key personal attributes/Functional skills The ideal candidate should:

    (i) Have a thorough knowledge of financial management and accounting standards.
    (ii) Be knowledgeable on computerised financial/accounting applications.
    (iii) Be honest, trustworthy and possess a high degree of personal integrity and professionalism.
    (iv) Have demonstrated leadership qualities and management capability for responsibilities at this level.
    (v) Be a team player. (vi) Demonstrate ability to establish and maintain effective relationships with varied stakeholders.
    (vii) Be customer centric. (viii) Demonstrate sound judgement, excellent analytical, interpersonal, communication, presentation and reporting skills.
    (ix) Satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010.
