    Director of Programs

    Overall Job Function

    Reporting to the CEO, The Director of Programs will be leading the implementation and management of CHS Programs according to the CHS Program strategy; Ensuring effective and efficient management and coordination of the program team. In collaboration with the CEO and the Corporate Leadership Team (CLT), developing new orientation and innovative ways to ensure the best programming according to Donor requirements. Convener and lead of the Program Leadership Team (PLT).

    Key Responsibilities

    Program Management

    • Develop strategies to ensure that projects achieve targets such as the 90-90-90 targets in close collaboration with Program Directors
    • Convene regular thematic projects conference events to institutionalize cross-project learning
    • Coordinate opportunities to for cross learning and harmonization of project implementation approaches in the regions
    • Coordinate the development of periodic project donor reports at quarterly, semi-annual and annual basis
    • Continuously monitor the achievements of each project against set targets and forecast and support implementation of any corrective actions
    • Coordinate the development of annual continuation applications for each project
    • Participate in periodic donor review meetings and site visits such as SIMS and support the implementation of recommendations for continuous improvement
    • Represent the organization at national level meetings and technical working groups and leverage partnerships for program improvement
    • Develop and sustain cordial relationships with county departments of health
    • Plan, coordinate and follow up the donor requirements provided in the program portfolio
    • Regular review of program donor reports including through DATIM
    • Participate in the development, implementation and review of the organization’s strategic plan
    • Ensure that the overall and specific objectives agreed on with donors are achieved.
    • Support the development and drafting of new projects.
    • Identify new partnership, develop and implement staff and partners’ capacity building plans.
    • Support and provide regular feedback to program directors, technical teams, consultants and seconded staff in the implementation of their activities/tasks.
    • Ensure compliance with CHS Policies and guidelines, ensure standard operation procedures and criteria are in place before launching of activities.
    • Supervise, train, guide, support, monitor and evaluate the existing staff in charge of the program activities.
    • Follow up and monitor projects’ budgets, including partner budgets.

    Reporting

    • Provide regular updates to the CEO as requested on the programme’s progress, challenges and other programme-related issues
    • Provide inputs to CHS reporting requirements as requested by the CEO
    • With the team, prepare the donor reports and submit them to the CEO for approval before submission
    • Ensure reports related to needs’ assessments, feasibility studies and other program-related reports are completed on time, well written and presented

    Monitoring & Evaluation

    • Ensure continuous monitoring of projects implemented by CHS, County and National [artners
    • Facilitate the evaluation of the program interventions in line with donor requirements

    Person Specification

    • MBCHB
    • Master’s Degree in Public Health, Epidemiology, Internal Medicine or related field
    • At least 8 years of relevant professional programing experience with an international organization or Local organization supporting PEPFAR funded HIV programs
    • At least five years in a managerial position (strong managerial skills required).
    • Experience working in multiple contexts.
    • Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing and development, implementation, monitoring, reporting and evaluating, close-out).
    • Excellent interpersonal skills and demonstrated ability to establish effective and team and external relation
    • Excellent English language skills, both written and spoken are essential, and working knowledge of Kiswahili.
