    Short-Term Technical Assistance - Health Economist

    Job Description

    Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.

    Over the last decade, the Kenya government, through the MOH, has engaged stakeholders in the development of a Kenya healthcare financing strategy (KHFS). The intent of the KHFS is to provide a framework that will guide how the country will mobilize and manage resources for health services to help realize the constitutional right to health for all Kenyans. In addition, the KHFS will identify the health financing reforms needed to move Kenya towards Universal Health Coverage (UHC) and to reduce impoverishment of the most vulnerable citizens due to out-of-pocket healthcare expenses. UHC will guarantee Kenyans access to an agreed package of health care services that includes reproductive health and HIV and AIDS services among others. The USAID funded HP+, in collaboration with KfW, will support MoH to cost the Kenya essential package for health (KEPH), which will guide MoH and NHIF in defining an essential package for scaling up given available resources. Short-term Technical experts for forthcoming assignment in support of Kenya move towards universal health coverage.

    Job Description

    • Estimate the cost of providing HIV care and treatment using the WHO guidelines
    • Support costing of Kenya Essential package for Health using OneHealth plus other costing methodologies
    • Systematically asses the health system challenges using the WHO HSA framework
    • Conduct the cost effectiveness of health interventions proposed in the HIV and health sector plans
    • Support MoH in finalization of the Health care financing strategy
    • Support in providing evidence to inform the debate on universal health coverage

    Requirements

    • Advanced degree (MA, MSc, PhD) in economics or health economics or statistics with academic specialization in health financing or commensurate work experience in health finance.
    • Knowledge in HIV/AIDS programming and costing
    • Knowledge of relevant literature related to health financing including universal health coverage.
    • Experience in writing reports in the field of health care financing.
    • Sound knowledge of methodologies used in health finance research, cost-effectiveness analysis, quantitative analysis, and statistical/econometric analysis
