    County Adminstration Director

    Terms of Service: Permanent and Pensionable

    Salary: Job Group R

    Responsibilities

    • Ensuring all government administrative programs are coordinated and implemented effectively in all departments and sub-counties.
    • Liaising and/or management of the disaster management task force activities;
    • Ensuring that intergovernmental administrative issues are handled properly and in a timely manner;
    • Developing and planning for budgets for the administration department;
    • Monitoring commitments, expenditure and reimbursements in the department for compliance with approved budgets;
    • Supervising of staff in the department for effective work performance;
    • Facilitating training and staff development functions for staff in the department;
    • Overseeing preparation and control preparation of required departmental reports;
    • Analyzing effectiveness of administrative policies, rules and regulations in the county;
    • Facilitating the audit of the departmental activities as per agreed audit cycle;
    • Communicating any changes to prevailing administration policies to all affected county departments;
    • Supervising the implementation of county administrative policies and procedures on day-to-day basis;
    • Advising authorized officer (Chief Officer) on delegated powers and ensure they are properly implemented;
    • In the absence of the chief officer, represent the department in senior management meetings as required;
    • Facilitating the audit of the departmental activities as per agreed audit cycle;
    • Administering and control preparation of required departmental reports;
    • Supervising implementation of county administrative policies on day-to-day basis;
    • Developing policies and plans;
    • Ensuring effective service delivery;
    • Coordinating developmental activities to empower the community;
    • Providing and maintaining infrastructure and facilities of Public Service;
    • Facilitating and coordinating citizen participation in the development of policies and delivery of service;
    • Exercising of any function and powers delegated by the County Public Service Board or any other Authority.

    Requirements

    • Be a Kenyan citizen;
    • Be a holder of bachelor’s degree in administration from a university recognized in Kenya;
    • A Master’s degree in the relevant field will be an added advantage;
    • Have relevant knowledge and experience of not less than seven (7) years in a senior position in the Public service or the Private sector;
    • Demonstrate a high degree of professional and technical competence as reflected in work performance and results;
    • Thorough understanding of the objects of devolution;
    • Demonstrate a thorough understanding of devolution, the County development objectives and Vision 2030;
    • Be conversant with Policy formulation and implementation;
    • Be a strategic thinker and result oriented;
    • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity;
    • Be computer literate.
