    Manager, Corporate Planning

    Ref: NCPB/MD/018/2

    Overall Purpose (Role)

    The jobholder is responsible to the Managing Director on matters on short term and strategic corporate planning and monitoring and evaluating various initiatives, programmes and projects, both new and established; providing accountability and ensuring efficiency and success. S/he will be responsible for providing oversight in establishing performance measurers, collecting and analysing performance data, planning and managing evaluations and advising Management on using performance information for decision-making and resource allocation. S/he is also responsible for monitoring and evaluating the progress of specific programmes and projects and reporting on their performance

    Functions / Key Results Expected

    The Jobholder:

    • Spearheads the Board’s overall short and long term strategic planning issues, undertakes annual reviews on implementation progress and compiles and submits progress reports to the management for further action;
    • Coordinates formulation of policies;
    • Coordinates collection, collating and analysing market information and data for preparing food situation reports;
    • Carries out market research and competitor analysis and makes recommendations to the management;
    • Coordinates the development, preparation and cascading of the performance contracting across the Board’s network as well as monitors the implementation of performance contracting programmes;
    • Coordinates field surveys for the agency services of the Board and prepares necessary reports;
    • Monitors, compiles, and analyses agencies and public private partnership from the services handled by the Board on regular basis;
    • Carries out annual feasibility studies on new possible services of the Board and develops business plans;
    • Develops Board’s policies on various services offered by the Board, such as warehousing, fumigation, weighing, drying, etc.;
    • Oversees the management of the Board’s Resource Centre;
    • Provides input into the formulation of the Board’s monitoring and evaluation strategy, and drives its implementation. S/he recommends any possible changes on the strategy that may be required from time to time;
    • Drives the selection and review of data collection methods for adequate monitoring and evaluation of activities to assess performance (these methods may include field visits, periodic reports, specialized surveys and other sources of information).
    • Ensures that set guidelines on monitoring and evaluation for different activities are adhered to;
    • Monitors and reports on the performance of various operational activities including commodity procurement and their management, production, and trading in various products;
    • Reviews departmental/functional objectives, Key Performance Areas and Key Performance Indicators and resulting performance reports and suggests necessary changes;
    • Prepares periodic reports on activities, schedules, and status of all programmes/projects as may be required by the Management or other stakeholders;
    • Sets up operational arrangements for collecting, analysing, and reporting project data, and capacity building, to sustain the Monitoring and Evaluation function;
    • Coordinates various NCPB staff on meeting the monitoring and evaluation requirements;
    • Works as a point of contact for evaluation in the Board and provides guidance to other officers on issues related to monitoring and evaluation;
    • Assists Management and staff in building M&E capacities
    • Contributes to the planning of new activities that support the desired results, including providing input into assessments, Project Appraisal Documents, and Scopes of Work for new activities; and
    • Performs any other duties that may be assigned by superiors from time to time

    Impact of Results

    The key results have an impact on the achievement of NCPB’s mandate including improved business results and client services. The Corporate Planning and Monitoring and Evaluation function impacts on the organisation’s ability to plan, monitor and evaluate activities, which are essential in managing its performance

    Qualifications and Experience

    • A Bachelor’s degree in Marketing/ Economics/Statistics or other business related field. A relevant masters Degree an added advantage
    • A diploma in Project Management an added advantage
    • Minimum of 10 years in Planning/M&E/Marketing Research or a related field; three (3) of which should be in the post of Assistant Manager or equivalent.

    • Police Clearance Certificate (Certificate of Good Conduct)
    • Higher Education Loans Board (HELB) Clearance Certificate.
    • A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
    • A clearance certificate from the Ethics and Anti-Corruption Commission (EACC).
