    Field Coordinator

    Project Overview and Role

    Building on previous USG investments, CMLAP II will work with county governments and a diverse set of partners to build sustainable measurement, learning, and accountability systems that provide high-quality data and synthesized information for use in health planning, implementation, and decision making in line with the Kenya Health Policy 2012-2030 and Kenya Health Sector Strategic and Investment Plan 2013-2017.

    Under the leadership of the CMLAP II Deputy Chief of Party (DCOP), the Field Coordinator will be responsible for ensuring that all approaches implemented by the County Learning and Planning Specialists are in-line with the technical direction of the Senior Data Use and Learning Specialist, Senior Governance Specialist, the Capacity Building Specialist, and the M&E Data Systems Advisor. S/he will also ensure that county technical approaches are standardized across the counties where possible and are expanded to incorporate county specific activities for counties with differentiated needs. She will also ensure county activities are implemented on-time and within budget.

    S/he will bridge the project sub-purposes, namely increasing leadership and management capacity of county governments for effective outcome MLA systems and increasing availability, analysis and use of quality data, through working with the Sr. Governance Specialist to engage the county Health Management team and stakeholders during routine meetings where data is disseminated and lessons are shared.

    The position is based in Nakuru, Kenya. No expatriate or relocation benefits are associated with the position.

    Responsibilities

    Key Responsibilities

    • Provide day to day management of and technical assistance to eight County Learning and Planning Specialists. Facilitate the coordination of all project activities across the eight counties ensuring that technical support is provided as needed. Conduct routine meetings to ensure lessons learned are shared among counties and support project M&E. Specifically/he will:
    • Directly supervise county learning and planning specialists specifically, ensure their orientation, work planning, objective setting and performance management.
    • Coordinate the development and implementation of county MLA strengthening plans.
    • Develop stakeholder engagement plans for MLA strengthening and tracking partner coordination.
    • Identify and coordinate with existing forums for shared learning and evidence-informed planning among counties and between the county and national levels.
    • Facilitate the development of county leadership development groups in collaboration with sub-contractor Kenyan School of Government.
    • Coordinate the implementation of county annual pulse assessments, maturity assessments and all other project learning efforts.
    • Coordinate technical support from CMLA technical staff to counties.
    • Work with counties and CMLAP staff to establish and/or strengthen stakeholder MLA and M&E TWGs for data collection, management, quality improvement, dissemination and use. Coordinate MLA strengthening and data use activities with county planning and budgeting activities.
    • Coordinate with the CMLAP master trainer to plan and implement capacity building activities in the counties.
    • Assist the County Learning and Planning Specialists overcome MLA strengthening plan implementation challenges.
    • Facilitate the identification of sub county data use and learning champions and support a mentorship and networking program.
    • Identify project success stories.

    Requirements

    • Masters Level of Education in related field, e.g. MPH, or a Medical Doctor degree
    • 5+ years' experience in a leadership position for a USAID project, a large hospital or other medical facility, or the Kenya Ministry of Health
    • Demonstrated experience working at the county-level, preferably on a CHMT.
    • Experience implementing M&E or health information systems improvement projects including data quality audits and data review meetings
    • Experience using data to inform interventions/strategies for improved clinical/public health services
    • Demonstrated ability to manage cohesive team and proven record in effectively managing multidisciplinary partnerships.
    • Demonstrated leadership, ethics, and sound judgement, both independently and as part of a team.
    • Experience managing work plans and budgets
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
    • Excellent coordination, and information management skills
    • The ability to work well under pressure and skilled in change management, crisis management, and problem solving
    • Ability and willingness to travel frequently within Kenya and work under field conditions
    • Written and oral fluency in English and Swahili is required.
