    Project Manager, Facility Development

    Description

    General Services Department and Corporate Real Estate

    Reporting to the Managing Director and World Bank Group Chief Administration Officer, the General Services Department (GSD) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as travel, conferences, and food services).

    Corporate Real Estate supports IBRD, IDA, and MIGA, in realizing and executing their real estate needs worldwide. GSDCR’s primary purpose is to create and develop strategic, cost effective, functional, efficient and safe real estate solutions. To achieve its purpose, GSDCR is structured into 2 main divisions: (I) HQ Real Estate Development & Management (GSDHQ) and (II) International Real Estate Development & Management (GSDIR).

    The Project Manager, International Real Estate Development position falls in (II) International Real Estate Development & Management (GSDIR). The Project Manager is responsible for design, construction, acquisition and disposition of the Bank’s properties overseas.

    Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3-year term appointment.

    DUTIES AND ACCOUNTABILITIES

    • Manages capital and overhead projects up to $20 million.
    • Develops project program with client.
    • Determines the scope of required resources and mobilizes them from within/outside the Bank.
    • Sets the project schedule and manages the planning, design and construction process, coordinating inputs from Bank units and outside firms on all aspects of the project through completion.
    • Manages the preparation of construction plans, specifications and contract documents.
    • Develops and monitors the master project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.
    • Identifies, inspects and evaluates sites and facilities in the country offices to determine their suitability for use as Bank offices.
    • Conducts reviews of the entire process from site selection, associated transaction processes related to a leasing or purchasing, fit out, construction, completion and hand over.
    • Assists the Bank staff at Headquarters or in the country offices in formulating strategy for lease negotiations.
    • Assures timely completion of assigned projects in a cost-effective manner.
    • Approves invoices submitted by vendors/contacts and prepares the required documentation for payments.
    • Supervises/Mentors project team.
    • Manages Coordinates/Leads (Tasks, Missions, Projects, Programs)
    • Frequently interacts with the following:
    • Managers at all levels at Headquarters and Country Offices
    • Internal and external Service Providers
    • Project Management Firms
    • Attorneys, Real Estate Brokers, Landlords
    • Furniture and equipment manufacturers
    • Construction companies and Architectural & Engineering Firms

    Selection Criteria

    • Advanced university degree (Master's degree or equivalent) in Architecture, Civil & Structural Engineering, Electrical Engineering, Mechanical Engineering, Engineering or Building Construction related fields.
    • A minimum of 7 years of progressively responsible experience in the building construction industry. 10 years of experience preferred.
    • Excellent communication skills in English, both verbal and written.
    • Demonstrated experience and ability to effectively and efficiently manage multiple and/or complex property acquisitions, leases and design and construction projects, across multiple countries or regions, under minimum supervision.

    COMPETENCIES

    • Project Management. Understands and utilizes the concepts of project management, as they relate to the implementation of a real estate project.
    • Architectural and Engineering Skills. Understands architectural design concepts, construction, mechanical or design engineering, sustainability principles, building systems and equipment as applied to large comprehensive construction and renovation projects.
    • Construction supervision, contract management and contract administration. Experience with office construction preferred.
    • Negotiation Skills - Has good working experience with planning and preparation for negotiations; with setting clear strategies and objectives; and able to negotiate successfully and ethically.
    • Interior Design. Has basic knowledge of office interior design theory and practices.
    • Client Orientation. Takes personal responsibility and accountable for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.
    • Drive for Results. Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results, and has the personal organization to do so.
    • Teamwork (Collaboration) and Inclusion. Collaborates with other team members and contributes productively to the team's work and output, demonstrating respect for different points of view.
    • Knowledge, Learning and Communication. Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.
    • Business Judgment and Analytical Decision Making. Analyzes facts and data to support sound, logical decisions regarding own and others' work.
    • Ensure the implementation of GSDCR policies and programs, while also ensuring compliance with local needs and requirements.
