    Business Development Consultant

    PASOS is looking for a competent (expatriate – consultancy position) to support the organization resource mobilization, and foster linkages between the organization and donors for the achievement of its strategic objectives.

    Starting Date / Initial Contract Details

    As soon as possible. For 12 months from start date.

    Key Activity Areas

    Donor Relations Management

    • Support the development of PASOS's fundraising strategies in cooperation with the Program Director
    • Support the Program Director in maintaining efficient donor relationship management with all new and existing donors
    • Administer the drafting and presentation of all new concept notes, proposals, and associated budgets, in collaboration with the relevant senior field managers and Head Office staff.
    • Maintain general and current analysis of institutional donor humanitarian policy and practice, trends and funding opportunities at FGS Levels and FMS levels within Somalia.
    • Maintain and regularly update a database of all potential in country donors for Somalia and update PASOS management team on donor strategies, geographical and thematic priorities; future calls and requirements for applications

    Official representation

    • Maintain official contacts with donor missions; different embassies and foreign donor mission presentations and attend official receptions

    Communication and information management

    • Ensuring best practice is communicated, followed & shared in all grant management in country programme
    • With Program Director, develop, network and maintain good relations with in-country representatives of relevant stakeholders (e.g. institutional donors or private donor organisations)
    • Support the development of a communication platform and database, where information is easy to find, and relevant people are aware.
    • Link up with Communications Manager to maximize right material production, proper channels of dissemination established within set timelines and to appropriate audience
    • Liaise with donor representatives and coordinate donor visits to programme sites, in support to the Program Director.
    • Maintain a donor-reporting schedule and share with relevant staff on a timely basis;

    Grant Management

    • Prepare institutional donor proposals and reports, in consultation with other senior field managers and HQ staff, enabling all donor requirements and deadlines are met.
    • Represent PASOS at country-level meetings with donors, as required
    • Maintain an overview of country programme’s relationships and funding from key institutional donors (i.e. SDC, BHA, DFID, ECHO, UN agencies…), providing analysis & information to senior management
    • Establish & maintain appropriate systems, procedures to ensure compliance with donor contracts & requirements
    • Manage donor writing & submitting reports process, liaise with other staff, ensure all requirements & deadlines are met
    • Organize and lead grants meetings such as project kick-offs and close-out meetings in according to PASOS PCM guidelines.

    Quality Management

    • Responsible for project implementation to meet institutional donor requirements and in accordance with PASOS, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations,
    • Ensure applications & reports comply to high standard, guidelines, deadlines, contracts, donor needs & requests
    • Provide guidance on and ensure compliance with donor and PASOS rules, regulations, and guidelines and raise issues affecting external/ internal compliance
    • Ensure quality information management related to grants (including managing the PASOS Grants Management System (GMS) and in-country documentation and trackers)
    • Maintain and update the donor database to identify new donors and funding opportunities in line with the strategic priorities of PASOS Country and Regional Office

    Desired qualifications:

    • Master's degree in international relations, humanitarian or development studies, business administration, or another relevant field
    • 5+ years of experience in humanitarian environment
    • Previous experience in the aid & development sector is an asset;
    • Proven capabilities in relationship management and leadership.
    • Strong negotiation and interpersonal skills, and organizational terms;
    • Demonstrate flexibility, dynamism and ability to work well and under pressure;
    • Proactive, resourceful, solutions-oriented, and results-oriented.
    • Highly collaborative and pro-active colleague with a talent for delivering results with cross-functional groups
    • Dedication to diversity, equity and inclusion, and a strong passion for our mission
    • Comfortable adapting to new challenges and dynamic priorities, while maintaining professional grace
    • Excellent verbal and written communication and presentation skills
    • Good strategic, analytical, systems thinking, and problem-solving skills.

    We offer

    Contract length: 12 months Consultancy, Renewable

    Location: Mogadishu, Somalia or Home Country Base

    Employment Conditions

    A successful candidate, will choose to be based in Somalia or Home Country Base.

    Option 1: Somalia Base – Mogadishu.

    Base location

    Will be on international consultancy terms, living in a team-house in Mogadishu.

    Security, food accommodation provided by PASOS.

    Option 2: Home Country Base or Nairobi.

    The Consultant will be expected to be in Somalia, about 30% of the time and 70% home

    Consultant provides own accommodation, security and food (at home). In field – security, accommodation and food provided by PASOS country to Mogadishu.  

    Field support visit – expected at least once every four months.
