    Code of Conduct Officer

    General responsibilities

    • Under the supervision of the Head of Delegation, the Code of Conduct Officersupports the operations
    • and functioning of the Kenya Delegation with the implementation, reinforcement and daily
    • coordination of the Terre des hommes standards, as described in the Global Code of Conduct, with
    • particular focus on the Safeguarding policy framework and the AntiFraud and Corruption standards,
    • as described in the related policies (Child Safeguarding Policy, Policy on the Protection against Sexual
    • Exploitation and Abuse, Directive on Staff Misconduct at the Workplace, Anti-Fraud, Corruption and
    • Conflict of Interest Policy).
    • The Code of Conduct Officer supports compliance to Tdh procedures and guidelines within the country and contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. He or she oversees the coordination and achievement of the delegation’s safeguarding and integrity objectives, with the support of the Head of Delegation.
    • He or she nurtures and promotes a culture of code of conduct in collaboration with managers and staff. He or she leads on reviewing, planning and implementing capacity building plans on strengthening the Global Code of Conduct and Code and ensuring reporting protocols are known and applied.

    Specific responsibilities

    • In close coordination with the Head of Delegation and the HQ Referent, the responsibilities of the Code of Conduct Officer include:

    General

    • Disseminate and raise awareness of Global Code of Conduct values, standards and commitments, and related policies, as they become available, to Tdh staff, partners and communities at national level. Ensure relevant translations, contextualisation and dissemination at national level.
    • Advise and support staff and partners in the implementation and understanding of the Global Code of Conduct, with specific emphasis on the safeguarding and integrity policies.
    • Support delegation’s departments to ensure alignment with the Global Code of Conduct standards, the required processes (safe recruitment, partner assessment, etc.). Support the updating of these tools and the reinforcement of good practices.
    • Under the direction of the Head of Delegation, the HQ Referent and the Regional Focal Point, support the conduction of the bi-annual safeguard diagnostic and integration of safeguarding priorities into the delegation’s annual action plan, as well as monitoring and supporting their implementation. Ensure that safeguarding is part of the national action plan and that resources are allocated to safeguarding activities. Support integration of integrity requirements and priorities.
    • Support the Head of Delegation in the collection and sharing of the annual and institutional key performance indicators defined for the sector.
    • Support the implementation, management and monitoring of the delegation’s complaint and feedback mechanisms, and ensure coordination with existing internal mechanisms and standards (SOPs).

    Projects

    • Support and train project teams to ensure that Global Code of Conduct, mainly safeguarding and integrity related risks are assessed for each project and activity, and that mitigation measures are taken, identified and monitored (at the project development stage and for each activity).
    • Support project development teams to ensure that Global Code of Conduct, safeguarding and integrity trainings and awareness raising activities, and other regular capacity strengthening activities are integrated into project activities and budgets.
    • Develop and deliver specific Global Code of Conduct, safeguarding and integrity presentations as part of the project kick-out process.
    • Coordinate with the HQ Referent for all project proposals with a safeguarding component, including donor reporting and safeguarding protocols with partners.

    Community engagement

    • Ensure that Terre des hommes’ Global Code of Conduct policies and commitments are communicated to and known by children, women and men, staff and community members in Tdh’s implementation areas.
    • Conduct and/or ensure and monitor frequent training of key community members/community focal points and awareness raising activities.
    • Support the establishment of the complaints and feedback response mechanism and ensure that a direct reporting process is in place for sensitive feedback and complaints raised through these mechanisms, in line with internal procedures. Support the annual audit of existing channels.
    • Ensure that key policies, procedures, guidelines and tools are translated into local languages and child-friendly language, are contextualised and integrate national legislation, and shared widely with staff, partners and communities.
    • Ensure that visuals are displayed in all areas of intervention, with key Global Code of Conduct messages and a clear procedure and updated contact list, in alignment with validated materials and internal procedures.

    Network

    • Liaise with the CoC/safeguarding focal points of other NGOs, working groups, UN agencies and inter-agency mechanisms and state structures in the country and the safeguarding/PSEA networks, where established. Ensure representation of Terre des hommes in these networks and share relevant information with the Head of Delegation and the HQ Referent.
    • Maintain close contact with HQ for information sharing regarding Global Code of Conduct, activities and allegations/cases at country level.
    • Attend Regional Working Group quarterly meetings, contribute to defined annual action plan.

    Capacity building

    • Organise at least two annual Global Code of Conduct training for all staff and partners. Ensure that the focal points organise these trainings at the field office level and provide relevant support, notably in terms of materials and contents. Ensure trainings are documented/tracked (HR).
    • Facilitate the identification and training of dedicated focal points within the delegation, and with partners and communities.
    • Organise a Global Code of Conduct induction briefing for all new staff and partners (onboarding). Ensure that focal points organise this training at field office level. Ensure briefings are duly documented/tracked (HR).
    • Actively participate in capacity building sessions organised by the Safeguarding Unit at HQ and ensure that the trainings are replicated to the focal points.
    • Support the focal points and delegations in understanding and implementing Terre des hommes standards and commitments.
    • Support the transition and contextualisation of capacity building materials, based on approved material.
    • Promote the safeguarding and integrity tools and the internal reporting mechanism (Concern) to all stakeholders. Promote understanding and application of the reporting mechanism and the key principles behind it (survivor-centred approach, confidentiality, zero tolerance, presumption of innocence.)

    Response

    • Act as a focal point for reported incidents at the national level and ensure that they are immediately channelled through the internal reporting mechanism, with particular attention to timeliness, confidentiality and protection of survivors.
    • Upon request of the Concern team/ Incident Management Unit at HQ, provide case management support (national and/or regional).
    • Support the delegation in producing/updating the mapping of legal obligations in relation to safeguarding and integrity.
    • Support the delegation in the production and dissemination of a mapping of emergency response services.

    Global Code of Conduct

    • Uphold and promote, at all times, Tdh’s behavioural standards and organisational values as defined in the organisation’s Global Code of Conduct and related policies.
    • Uphold and promote Tdh’s zero tolerance policy against all forms of abuse and Tdh’s commitment to ensuring the safeguarding (protection and wellbeing) of all children and adult beneficiaries, community members and staff.

    Others

    • Undertake any other task determined by the Head of Delegation which is compatible with the post.

    Profile Academic / Qualifications

    • Bachelors degree in Law, Business Administration, Social Sciences, Psychology or any other relevant field
    • Experience
    • Minimum 3 years of experience working in a humanitarian or development context with at least 1 year in similar positions of responsibility.
    • Minimum 1 year field experience in a position with responsibilities in safeguarding, integrity, ethics or in protection (gender-based violence and/or child protection).
    • Good knowledge of humanitarian and/or development project management
    • Proven experience in training facilitation and in the use of contextually appropriate pedagogical methods.
    • Very good ability to identify and assess the training needs of staff and partners on an ongoing basis and proven experience in developing training modules and tools.
    • Good knowledge of international standards with regards to ethics, safeguarding and integrity.
    • Experience in case management and/or investigating ethics violations is desired.
    • Very good capacity and experience in working with national NGOs and government services.

    Languages

    • Excellent command of English and Kiswahili. Somali would be an asset.
    • IT Skills
    • Very good command of computer tools; Word, Excel, Powerpoint, Teams

    Abuse Prevention

    • Commit to respect Tdh Risk Management Policies including Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/ Corruption Policy, Whistle Blowing Policy
    • Commit to ensure the best implementation possible of the Tdh Risk Management Policies Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
