    Communications Economic Expert

    The Communications Economic Expert will be responsible to the Communications Secretary/CEO for advisories pertaining to Digital Economy including E-Commerce, Postal, and Courier Services.  The Expert will also be responsible for the Planning and Research function of the Secretariat

    Duties and responsibilities will entail: –

    • Providing guidance on the development of policies and strategies that promote the digital transformation of the Kenyan economy.
    • Coordinating the Secretariat research agenda.
    • Coordinating preparation of country position papers on matters relating to the Digital Economy, Postal and Courier Services.
    • Advising on the alignment of national ICT policies to the National Development Agenda.
    • Providing advice to national, regional, and international organizations in the development of digital economy frameworks.
    • Coordinating the development, review, and implementation of the Secretariat’s Strategic Plan.
    • Coordinating the monitoring and evaluation of the Secretariat programs and projects and overseeing the development, implementation, and review of the Secretariat’s policies, M&E frameworks, and manuals; and
    • Coordinating the preparation of the directorate budget, work plans, and performance management.

    Qualification, Knowledge and Experience

    • At least ten (10) years relevant experience in an ICT or Economic related field, three (3) of which must be in a senior management level
    • Bachelor’s degree in any of the following fields: - Economics, Finance, or equivalent qualification from a recog-nized institution
    • Master’s degree in any of the following fields: - Economics, Public Policy, Finance, or equivalent qualification from a recognized institution
    • Leadership Course lasting not less than four (4) weeks from a recognized institution
    • Membership to a relevant professional body
    • Fulfilled the requirements of Chapter Six of the Constitution
    • Proficiency in computer applications
    • Demonstrated professional competence and administrative capability required for planning, direction, control, and coordination required for Digital Economy Function
    • Demonstrated a thorough understanding of national goals, policies and programmes and the ability to translate them into Digital Economy Function.
