    Consultant - Fleet Management

    Purpose of consultancy

    To advise on cost-efficient transport solutions, with reduced environmental impact. 

    Deliverables: 

    Develop the RFP process to identify service providers for the following projects:

    • Revision of WHO’s road safety policy.
    • Evaluation of existing Fleet Management System and related hardware.

    (Expected by 30 July 2023).

    Support the pilot of the UN FLEET leasing services for selected WHO offices.

    • Develop vehicle replacement plans for the pilot countries.
    • Develop and deliver communication materials to brief WHO offices to place lease requests.
    • Develop value for money analysis for pilot countries.
    • Liaise with service provider to upgrade the Fleet Management System to record, monitor and report on leased vehicles.

    (Expected by 30 July 2023).

    Plan and organise the annual WFS workshop in Q4 2023.

    • Develop the concept note and agenda for the workshop.
    • Collaborate with regional offices to identify participants to take part in the workshop and prepare the list of participants.
    • Collaborate with GCT Tunis to identify the workshop location and for GCT to organise travel and accommodation of participants. 
    • Prepare communication and training materials to be used during the workshop.

    Support the roll out of the WHO Fleet Management System (Tracpoint) in coordination with Fleet Management System provider (TerraMar) and WHO offices including:

    • Access permission for Tracpoint users.
    • Trouble shoot any hardware or software issues reported by WHO offices.
    • Provide training and helpdesk support to WHO staff to order, install and uninstall VTS.
    • Maintain the inventory of VTS up to date and immediately report to TerraMar any non-reporting or lost trackers.

    Support WHO offices to set up and implement the Transport Booking System (TBS).

    • Brief WHO offices on the steps required to access and use the TBS.
    • Provide access to users of the TBS.
    • Provide user help.
    • Collect feedback from users and compile list of enhancements and new features to be developed.
    • Liaise with service provider to develop and test new features.
    • Develop communication materials and brief users on new features.

    (Expected by 30 July 2023).

    • Make projections and reconcile Tracpoint license fees for each WHO office, facilitate back charging process with WHO administration and ensure payment of invoices.

    (Expected by 15 July 2023).

    •  Provide weekly reports and quarterly analysis on status of compliance of WHO offices with WHO road safety and vehicle management policy.
    • (Expected by 30 April and 30 July 2023).
    • Take active part in weekly meetings and monthly workshops with various stakeholders (e.g. WFS team, WHO offices, providers, partner agencies).
    • Produce a monthly report showing the activities and impact of the consultant’s activities including recommendations for follow up. 

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • First university degree in a business-related field. 

    Experience

    Essential:

    • At least 7 years’ experience in UN organizations, international institutions or NGOs in logistics and field operations.
    • At least 5 years’ experience with procurement and asset management.

    Desirable:

    • Minimum of 5 years’ experience in Fleet Management.

    Skills/ Knowledge

    Essential:

    • Ability to prioritize and organize according to need in a multidisciplinary and multinational environment.
    • Ability to "think out of the box" and to make innovative proposals related to fleet management.
    • Excellent communication and negotiation skills and ability to convene stakeholders and facilitate coordination. 
    • Tact, discretion and ability to promote consensus.
    • In-depth knowledge of emergency relief policies and practices within the UN, other UN Specialized Agencies, donor agencies, national and international NGOs.
    • Knowledge and experience in UN field operations, including logistics in a public health context, national disaster prevention and preparedness programs.
