    Consultant - Humanitarian Public Health Information and Analysis

    Purpose of consultancy

    To conduct Public Health Situation Analysis (PHSA) and advance Public Health Information Services (PHIS) to support institutional decisions on a wide scope of health issues in acute and in particular protracted emergencies, orient technical cooperation to countries, and document the emergency situation that has a Humanitarian Response Plan (HRP) in countries and regions. 

    To develop and provide methodological and technological instruments to support the PHSA and PHIS in Fragile, Conflict-affected, and Vulnerable Settings (FCV) team, in particular to its IMSTs. 

    Background  

    The mission of WHO's Health Emergencies Programme (WHE Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Interventions Department (HEI) of the Emergency Response Division of WHE is using PHSA as means of an evidence-informed basis for formulating future strategic directions for and as the principal orientation in acute and protracted emergency health responses.

    Deliverables

    • Conduct a review of preparatory materials for a selection of past grading calls to extract key crisis information. Expected: monthly activity reports.
    • Review the preparatory material for joint operational reviews to create case studies and prepare a methodology for annual reviews to monitor the evolution of crises with an HRP. Expected: monthly activity reports.
    • Integrate PHIS in general, and PHSA specifically, for health information in IMSTs through the creation and implementation of a blueprint for all prospectively graded crises, and updates for any retrospectively graded crises as required (according to a pre-defined schedule). Expected: monthly activity reports.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree (Master's level or above) in Health, Public Health, or Health Programme Evaluation from an accredited/recognized university.

    Desirable:

    • Ph.D. in Health, Public Health, or Health Programme Evaluation from an accredited/recognized university.

    Experience

    Essential:

    • A minimum of 10 years of relevant experience in public health in emergencies, including information management, monitoring and needs assessment on work in emergencies. 
    • Experience working with health cluster partners and recognized humanitarian organizations, including at the country and/or regional level, in acute and/or protracted emergencies.

    Desirable:

    • Experience working in WHO, the UN, and/or international organizations.
    • Strong track record as Health Cluster IMO. 

    Skills/Knowledge:

    Essential:

    • Excellent writing and editing skills.
    • Sound analytical and academic skills. 
    • Expertise in public health information management and analysis.

    Desirable:

    • Experience implementing PHSA and PHIS in humanitarian crises.

    Languages required:

    Essential:  

    • Expert knowledge of English.
    • Intermediate knowledge of French.
