    Consultant - LAC Region - Sustainable Mobility Projects

    Result of Service

    The consultant will develop a customized regional action plan to support the NDC’s through the adoption of soot free vehicle technologies.

    Duties and Responsibilities

    Organization Setting

    The Sustainable Mobility Unit wishes to engage the services of a consultant for a period of 8 months to provide support to the project of the Climate and Clean Air Coalition (CCAC).The Heavy-duty Vehicle Initiative of the CCAC supports countries to improve the quality of the fuels, reducing the sulphur content and to strengthen the vehicle emission standards for Heavy-duty Vehicles. The Central American Integration System (SICA), the Economic Commission for Latin America and the Caribbean (ECLAC) and UNEP are collaborating to support the SICA member states to move to cleaner vehicles.

    The consultant will support Regional Action & Planning to incorporate targets, policies, and actions on Short Lived Climate Pollutants (SLCPs) from the transport sector into updated Nationally Determined Contributions (NDCs)

    Responsibilities

    Under the general supervision of the head, Sustainable Mobility Unit and the direct supervision of the head, Energy and Natural Resources Unit, Economic Commission for Latin America and the Caribbean (ECLAC), the successful candidate will contribute to the following specific tasks:

    1. Review of NDC actions and targets for the SICA countries (Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Panama) to enhance ambition through priority and target setting.
    2. Calculate and assess the SLCP profile for the transport sector for the SICA member countries, considering Avoid, Shift, Improve scenarios and the benefits estimated in terms of SLCP reductions from the implementation of soot-free technologies, such as electric and Euro VI vehicles.
    3. Develop a regional action plan to support the NDC’s through the adoption of soot free vehicle technologies will be presented.
    4. Organize virtual trainings to complement the activities above to build capacity in the region on targeted topics on transport SLCP reductions. Discussions on the findings and implementation of the project outputs will be included to ensure replication and upscaling.

    Qualifications/special skillsAcademic Qualifications:

    • An advanced university degree (master's or equivalent) in Environmental Sciences, Economics, Transport, or related field is required. A first-level university degree in combination with an additional two years relevant work experience may be accepted in lieu of the advanced university degree.Experience:
    • At least 5 years work experience in environmental projects is required
    • Regional programme work experience in the Latin America and Caribbean Region is required
    • Technical experience in working with national strategic implementing agencies is required
    • Technical experience on the NDCs is required
    • Substantive knowledge of and technical and practical expertise in mobility issues, sustainable transport, and policy implementation in developing and transitional countries is required.
    • Prior experience working in an international organization is desirable
    • Proven experience in successful fundraising proposals and project reporting to large multilateral and bilateral donors is an asset
    • Proven analytical, presentation and communication skills are assets.

    Language:

    English and French are working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish is required.
