    Consultant - PROPEL Health Kenya Malaria Policy and Strategy

    PROPEL Health Kenya consultant will work closely with other consultants and the PROPEL Health Kenya team while undertaking the malaria programme review and developing the KMS (2023-2028). Specifically, the consultant will be required to:

    • Participate in the inception meetings convened by the MPR technical working group.
    • Prepare an inception report based on the defined scope of work. The inception report must show consultant’s understanding of the Malaria KMS, specifically the financing/sustainability chapter and overall trends in malaria financing in Kenya.
    • Conduct in-depth desk reviews of published reports on financing trends from both public national and county, private and donor sources and based on the findings, prepare a malaria funding landscape report including a database of reference materials.
    • Design data collection tools and conduct key informant interviews and focused group discussions where necessary.
    • Participate in the Kenya Malaria Policy development meetings and prepare and include a financial section in the new Kenya Malaria Policy
    • Prepare a comprehensive review of the financing and sustainability chapter of the KMS.
    • Present the findings and review report to the relevant Committee of Experts (COE) and MPR taskforce for validation of the findings.
    • Work closely with NMCP and PROPEL Health to address comments on the draft report.
    • Finalize the report.
    • Prepare a presentation slide to accompany the final report.
    • Costing of the Kenya Malaria Strategy (2023-2028) and preparation of the financing sustainability chapter.

    • Draft Malaria Programme Review Report on malaria financing landscape analysis with accompanying working files with accompanying slides of the same
    • Financial and sustainability section in the updated Kenya Malaria Policy
    • KMS (2023-2028) resource requirement (Resource need, available and gap) with accompanying working for the costed KMS with financing sustainability chapter and accompanying slides of the same.

    Required Qualifications

    • Master’s degree in economics or health economics and policy or a related field is required.
    • Proven track record of five years or more in health economics, health care financing and/or health policy analysis in required.
    • Knowledge and working experience of country / context a significant advantage.
    • At least 8 years’ experience in health financing and costing of strategic disease programmes. Experience in costing of malaria will be an added advantage.
    • At least 8 years’ experience in conducting financial analysis in health, including strategic disease programmes in Kenya.
    • Demonstrated experience in coordination and collaboration with multiple partners including Government of Kenya to achieve expected Results.
    • Proof of analytical, documenting and reporting skills. (Attach relevant document to demonstrate skill).

    • At least 8 years’ experience in conducting financial analysis in health, including strategic disease programmes in Kenya.
    • Demonstrated experience in coordination and collaboration with multiple partners including Government of Kenya to achieve expected Results.
    • Proof of analytical, documenting and reporting skills. (Attach relevant document to demonstrate skill).
    • Costs (30%)
    • Propos ed daily rate.
