    Data Manager

    Objectives of the position

    The objective of the post is to operate WHO data management and M&E activities and provide evidence driven guidance for actions aimed at supporting the Country to:

    • Improve immunization data quality and ensure availability of quality, timely, and complete information that guides the health sector planning and decision making.
    • Provide evidence through the timely utilization of different data available and guide implementation of health programs including emergence response.

    The data will include, but not limited to routine immunization, diseases surveillance, vaccine preventable diseases, outbreaks/emergency response, primary health interventions, communicable and non-communicable diseases. The officer shall work closely with the country office cluster leads, programs focal points, WHO data manager, field teams and relevant MOH counterparts to support the cross-cutting data management activities.

    • Functional Skills and Knowledge (Describe skills and knowledge specific to the post):
    • Proven skills in the field of statistical data collection, assessment, analysis and monitoring in a public health context.
    • Demonstrated knowledge of information management and monitoring and evaluation systems as related to emergency response and relief operations.
    • Advanced ability to design, manage, analyse and coordinate complex information system projects, computer-based applications and databases, web-based tools.

    Education Qualifications:

    • Essential: First University Degree in health information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute.
    • Desirable: Post Graduate Degree in Public Health, Quantitative Surveillance or Statistics.

    Experience

    Essential:

    • At least three (3) years of relevant experience in data and/or information management, including experience in emergency operations or humanitarian context.
    • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc) and data visualization and creating dashboards

     Desirable:

    • Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

    Languages:

    • Essential: Excellent knowledge of the English.
    • Desirable: Working knowledge of Swahili, Knowledge of French or other UN language.

    Other Skills (e.g. IT):

    • Excellent knowledge of Microsoft Office applications.
    • Good knowledge of databases and GIS programmes (e.g. ArcView).
