Declaration Officer at Express Shipping & Logistics (EA) Limited (ESL)

We have an excellent and exciting opportunity for a Declaration Officer. We seek to give the opportunity to a candidate who ideally holds professional qualification in C&F and KRATI with an in-depth experience in Declaration. The successful candidate shall be based in Mombasa as the point of operation.

Duties and Responsibilities:

Shipment Documentation

• Confirmation/verification of received shipment of documents.
• Advising on additional information/documents required.
• Confirmation of invoices to ensure value tallies with customs valuation for similar items.
• Knowledge of classification so as advice on HS Codes to be used for IDF application & Custom entry registration.
• Issue IDFs, Customs Entries (Through ICMS and Simba System), UCRs, OGA permits (Through TFB).
• Ensure documents in files are correct and in order.

Shipment Declaration

• Customs Declaration of all cargo.
• Advising company and clients in respects to declaration.
• Follow ups on the systems system monitoring of lodged entries and taking necessary actions as required.
• Ensure timely and cost effective resolving of declaration issues with authorities.
• Attend meetings and forums especially those related to declaration.

Cargo Payments

• Follow up of shipments tickets with KPA/ CFS.
• Liaising with Finance for payments of shipments costs as derived from the KPA/KRA system.

Bonds

• Ensure all utilized bonds are cancelled on time.
• Proper records of bonds in effect and those cancelled.

Operations

• Ensure forwarding clerks have all required documents for clearance of cargo at customs clearances stations.
• Occasionally be involved in verification and physical clearance of shipments at customs clearances stations.
• Advice management on improvement areas to help realize growth.  

Office Administration

• Be conversant with the general forwarding office administration roles such as filling.
• Be involved in training and supervision of trainees.
• Timely and submission of monthly declaration report to Forwarding Manager.
• Advise, recommend and update customers on emerging issues and changes on customs clearance and OGAs.

Any other duties assigned by the Management from time to time.

Qualifications:

• KRATI Certified – EACFFPC.
• Diploma in C&F.
• 3 years progressive experience in declaration and C&F operations.
• Be conversant with the use of KRA Systems( ICMS, Simba Systems), KENTRADE systems and other OGA (Other Govt Agencies, KPA Kwatos Systems).
• Be conversant with use of all government portals (KPA, KRA, KEPHIS, KEBS etc.)plus.
