Deputy Accountant General at Kitui County

Requirements for Appointment

For appointment to this grade, an officer must have:-

1. Relevant working experience of seventeen (17) years in the Accounting, Audit or Financial field;

OR

1. Served in the grade of Assistant Accountant General, Job Group ‘P’ for a minimum period of three (3) years.
2. Bachelor’s degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination

OR

1. Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent;
2. Master’s degree in any of the following: Commerce, Accounting, Business Administration, Finance, or their equivalent qualification from a recognized institution;
3. Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB);
4. Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution; and
5. Shown merit and ability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities at this level will entail:

1. Making reports on outstanding audit reports in respect of County Ministries under the officer to the head of division for follow-up;
2. Periodic review of accounting systems and recommending necessary changes;
3. Ensure Asset registers are maintained by the County Ministries under their divisions;
4. Compiling reports on non-compliance by Accounting Units with standards and other financial regulations for action by the divisional head;
5. Compiling and maintaining an up to date list of staff for County Ministries under him/her;
6. Attending Public Accounts Committee hearings and maintaining and implementing status matrix reports on the Public Accounts Committee (PAC) recommendations on County Ministries under him/her; and
7. Compiling Treasury Memorandum.
