    Deputy Chief of Party (DCOP) (USAID/Sudan)

    • ME&A is seeking an experienced Deputy Chief of Party (DCOP) for the anticipated USAID Sudan Monitoring Project (SMP) Contract. The purpose of this contract is to provide third-party monitoring and evaluation services for USAID Bureau for Humanitarian Assistance (BHA) funded humanitarian program activities in Sudan. These services will prioritize monitoring, verifying, and analyzing trends in programs implemented in Sudan's South Kordofan and Blue Nile regions (also referred to as the \"Two Regions\") as Task One. The secondary services, or Task Two, will include monitoring, verification, and analysis of interventions implemented in other inaccessible states and\/or localities in Sudan. An optional evaluation or set of evaluations is included (Task Three) that USAID\/BHA will activate as needed.

    The job location will be in either Egypt, Kenya, or another neighboring country, depending on the final requirements in the solicitation.
    This is a full-time position contingent upon the successful award of the activity.
    Responsibilities

    • The DCOP will provide the overall technical direction to the ME&A team on monitoring methodology and data analysis. S\/he will be responsible for developing the technical design of the monitoring plan and data collection tools, leading engagement with implementing partners (IPs), and ensuring the integrity of data and the overall monitoring system. The DCOP will also be responsible for supporting the COP In managing the overall technical implementation of this activity to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The ideal candidate will be a dynamic individual who is effective in navigating volatile political environments and the challenges of working in countries experiencing conflict. S\/he will also bring expertise in coordinating with government entities, partner organizations, and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.

    Other Required Experience

    • At least seven (7) years of progressively responsible experience related to MEL and a bachelor's degree in international affairs, social science, statistics, or another related field. OR
    • At least five (5) years of progressively responsible experience related to MEL and a master's degree in international affairs, social science, statistics, or a related field.
    • At least three (3) years of experience managing teams, ensuring timely and quality submission of project reports and deliverables, preferably for USAID projects, programs, or activities.
    • At least two (2) years of experience working on complex humanitarian situations and countries in crisis, preferably in the area of monitoring and evaluation, including third-party monitoring.
    • At least five years of experience managing or implementing M&E projects, large evaluations, M&E plan design, data collection, and conducting quantitative and qualitative field research.
    • Experience designing and\/or facilitating M&E training and\/or supporting M&E capacity-building initiatives in a humanitarian, development, or transition context.
    • Experience designing and overseeing implementation of monitoring methodologies and data analysis tools and systems.
    • Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, countering violent extremism, conflict resolution, shelter, protection, and food assistance.
    • Expertise in coordinating with government entities, partner organizations, and program stakeholders, and an ability to work effectively and respectfully with individuals from diverse backgrounds.
    • Excellent English and Arabic oral and written communication skills.
    • Strong analytic, interpersonal, and team management skills.

    Desired Experience

    • Experience managing or providing technical support to third-party monitoring projects.
    • Experience or familiarity with BHA.
    • Experience working on programs implemented in Sudan and\/or East Africa or other environments of comparable complexity.
    • Experience working in sensitive contexts combined with a demonstrated experience in gender and social inclusion and protection programming, including gender-based violence.
