Job Purpose
To provide strategic direction in the coordination of community partnerships and promotion of sustainable livelihoods in the water towers.
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
- Provide strategic direction on community partnerships and sustainable livelihoods in the water towers.
- Advice the management on sustainable livelihood programme and nature-based business enterprises in the water towers.
- Oversee formulation of strategies and policies on sustainable livelihood programmes and nature-based business enterprises in the water towers.
- Oversee evaluation of project/ programmes viability and advise on their effective implementations
- Oversee establishment of innovative approaches for sustainable management of Water Towers ecosystem;
- Promote and coordinate partnerships towards sustainable management of water towers within the Region, sub- region and in all the forty-seven Counties
- Oversee Implementation of sustainable community livelihood programmes in all the water towers ecosystem within the forty-seven Counties;
- Coordinate implementation of Green Economy, Blue Economy and mainstreaming of climate change adaptation within water towers ecosystem;
- Coordinate Multilateral Environmental Agreements and other International & regional linkages;
- Support the development of National policy framework and legislation in regard to collaboration, partnership and business development;
- Develop and Coordinate strategies for resources mobilization from local and international funding mechanisms;
- Promote and coordinate partnerships towards sustainable management of water towers within the Region, sub- region and in all the forty-seven Counties in Kenya;
- Oversee development of community engagement framework
- Provide leadership in capacity development of communities and stakeholders on nature-based business enterprises
- Oversee the development of strategies to support climate change mitigation and adaptation interventions to reduce dependency on Water Towers ecosystem resources by communities living around water towers.
- Oversee preparation and submission of all quarterly and annual reports and work plans for the Directorate;
- Review and approve all monthly, quarterly and annual reports for the Directorate;
- Guide on training needs for the Directorate’s staff;
- Guide on requirements for manpower development and capacity building;
- Involved in the development and review of the Institution’s strategic plan;
- Coordinate identification of procurement needs of the Directorate.
Operational Responsibilities / Tasks
- Responsible for the implementation of all the decisions of the CEO and Management
- Oversee the preparation and implementation of the Directorates annual work plans and budgets;
- Oversee the preparation, implementation and management of the Directorate’s Performance Contract and procurement plan;
- Ensure preparation and submission of periodic status reports;
- Participate in relevant committees in the Agency;
- Review technical papers regarding Community Partnerships and Sustainable Livelihoods for submission to the Technical and Strategy Committee of the Board;
- Mentor and coach Directorate’s staff.
Job Dimensions:
Financial Responsibility
- Oversee development and implementation of the work plan and budget for the Directorate
- Holds Authority to incur expenditure (AIE), an estimate of KES.100Million
- Oversee preparation of the Procurement Plan for the Directorate
- Resource mobilization.
Responsibility for Physical Assets
- Responsible for the assigned assets such as assorted office equipment and motor vehicles.
Decision Making / Job Influence
- Makes strategic decision

Working Conditions
- Office setting and frequent field visits which exposing the office holder to bad weather and poor terrain.
- The position is demanding, strenuous and involves long working hours resulting in fatigue.
- Exposure to political risk.
Job Competencies (Knowledge; Experience and Attributes / Skills).
Academic qualifications
- Master’s Degree in Natural Resources Sciences; Economics and Commerce or any other related field from a recognized University;
- Bachelor’s degree in Natural Resources Sciences; Economics and Commerce or any other related field from a recognized University;
A Doctorate is an added advantage;
- Have knowledge and a clear understanding of the Natural Resource Management Sector;
- Demonstrate a clear understanding of local; national and international conventions and treaties governing natural resource management;
- Fulfil the requirements of Chapter Six of the Constitution.
Professional Qualifications / Membership to professional bodies
- Professional qualification and membership to a professional body where applicable;
- Leadership course lasting not less than four (4) weeks from a recognized institution;
- Proficiency in computer application.
Previous relevant work experience required.
- A minimum period of twelve (12) years’ of relevant work experience at least five (5) years relevant work experience in Senior Management.
