Director Resource Mobilization, Partnership and Donor Co-ordination at Turkana County Government

Duties and responsibilities

• Coordination, supervision and promotion of economic ties with development partners including but not limited to the Private Sector, National Government Ministries,
• Departments and Agencies (MDAs) and Non-State Actors.
• Initiate and oversee development of policies, procedures, regulations, guidelines, and strategies for resource mobilization and partnership development;
• Advise the Management on all partnership and resource mobilization issues;
• Ensure implementation, coordination and review of resource mobilization and marketing policies, strategies, and programmes;
• Coordinate implementation of innovative fundraising and identify new opportunities;
• Initiate partnership dialogue with bilateral partners and international financial Institutions;
• Coordination of development of policies and legal framework for to mobilization and coordination of external resources
• Tracking and reporting on implementation of partner funded programmes and projects across the sectors including Public Private Partnerships (PPPs), Donations & Grants as well as other market financial instruments
• Management and coordination of Project appraisal for investment decisions.
• Preparation of specialized reports on public investment to the County Executive Committee.
• Track and report on implementation of County investment programmes, Policies, Plans and Budgets.
• Initiate position papers on local and international economic and technical cooperation.
• Analyze global and local macro-economic indicators for informed investment decisions and partnerships.
• Coordination and promotion of the County as the preferred destination for domestic and foreign investment.
• Implementing sectors developed project proposals for alternative financing.
• Any other duty assigned.

Requirement for appointment

• Be in Possession of a Bachelor’s degree in Finance, Economics, Statistic, or a related field.
• Be in Possession of a Master’s degree in Economics (Public Finance, Development Economics, Economic Policy Analysis, Management Decision analysis); Strategic
• Planning; Project Planning & Management from a recognized institution will be an added advantage.
• Demonstrated understanding of the Micro & Macro Economic factors and International Economic environment through training for informed external resource mobilization strategy.
• Over 7 years’ relevant working experience
• Attended a Senior Management Course lasting not less than four weeks.
• Have good analytical and report writing skills.
• Have experience in Monitoring and Evaluation of Projects.
• Have experience in the implementation of Donor supported Programme/project
• Have good communication skills
• Demonstrated understanding of the County Economic Panning as well as County Budgeting cycle.
• Membership to a relevant professional body.

Terms of Service :( Local Contract. – 3 Years)
