    Director Governor's Security and Protocol

    REF: TUR/CPSB/001/2023/2024

    Duties and responsibilities

    • Reviews, revises, maintains, and implements the Governor’s safety, security policies and procedures.
    • Prepare event briefs, information and related documents for external visits, ceremonies and other occasions to ensure the Governor is fully apprised of all relevant issues.
    • Providing protocol services, maintaining protocol standards, providing advice on protocol matters.
    • Research and maintain current knowledge of developments in protocols and best practice event management in order to ensure the delivery of official activities.
    • Liaise with County security and intelligence team on matters of security.

    Requirement for appointment

    • Must have served in the Military at the rank of Captain and above or in the National Police Service at the rank of Assistant police commissioner and above for a period of not less than seven (7) years or in a relevant and comparable field in the private sector, three (3) of which must have been in a Senior Management position in the disciplined forces or equivalent.
    • Have first degrees from a university recognized in Kenya in any of the following; Criminology, Security, forensics, Military science or any related discipline;
    • A relevant master’s degree will be an added advantage;

    County Director for Litigation, Legal Audit & Compliance

    Duties and Responsibilities

    • Leading and coordinating implementation of the technical and thematic programmatic areas including litigation, contracts and procurement, legislative drafting and revision of county laws, and legal audits and revaluations on compliance with county and national laws;
    • Ensuring implementation and realization of objects if the Turkana County integrated development plan (CIDP), sectoral strategic plans and objectives in respect of the legal and governance functions of the county government

    • Representing the office from time to time and articulating the county views on legal matters in meeting, seminars, negotiations and conventions;
    • Coordinating and facilitating public participation and consultative meetings in the development of polices and laws;
    • Ensuring compliance with principles of goods governance, human rights, transparency and accountability, ethics and integrity;
    • Supervising and building capacities of legal counsels to effectively and efficiently perform the functions assigned to them in accordance with the performance contracts and the law;
    • Performing any other functions that the county Attorney may from time to time assign to the director for legal services as mandated by law.

    Requirements for Appointment

    • Must be an advocate of the high court of Kenya with a current practicing;
    • Must satisfy the requirements of chapter 6 of the Constitution of Kenya;
    • Must have a Bachelor of Laws degree (LLB) from a recognized university and a postgraduate diploma in legal studies recognized by the council of legal education;
    • A Masters in law will be an added advantage;
    • At least (4) years’ experience at a senior management level in the legal field either in the public service or private sector or a practicing advocate with similar experience;
    • Demonstrate administrative and professional competence in work performance at that level;
    • A certificate in legislative drafting is not a requirement but an added advantage;
    • Knowledge in records of relevant laws and professional standards;
    • Demonstrate sound skills and competencies negotiation, mediation, conflict resolution, leadership and team building.

    Municipality Manager

    • Terms of Service: Five (5) years contract renewable subject to performance as specified in Section 13A (4). The Municipal Manager will be responsible to the Municipal Board for managing the affairs of the Municipality in line with Article 184 of the Constitution of Kenya 2010, and the Urban Areas and Cities Act, 2011 and (Amendment) 2019. The manager shall be the Secretary of the board and an ex officio member of the board.

    Requirements and competencies for appointment: -

    Duties and responsibilities: -

    • Reports to the Municipality Board, the Officer will serve as the Secretary, Accounting and authorized Officer for the Municipality and will also be responsible for the following:
    • Overseeing affairs of the Municipality
    • Developing and adopting Short, Medium and Long term policies, plan, strategies and programmes,and may set targets for delivery of services;
    • Formulating and implementing the municipal integrated Development plan (MIDP);

    • Establishing, implementing and monitoring performance management systems;
    • Monitoring the impact and effectiveness of any services, policies as delegated by the county government;
    • Implementing applicable national and county Government legislations.
    • Promoting a safe and healthy environment;
    • Administering and regulating its internal affairs;

    Director Economic Planning Chief Economist

    Duties and Responsibilities
    The Director will be in charge of the Economic Planning Directorate and Specific duties include:-

    • Head of the Economic Planning Directorate;

    • Attained qualifications in Economics or Statistics of at least Masters of Arts (MA), Masters of Science (MSc) or Master of Philosophy (MPhil) level or their equivalent recognized qualifications

    Deputy Director Economic Planning - Deputy Chief Economist

    Director Family Health

    Duties and responsibilities at this level will include:-

    • Overseeing the development, implementation, monitoring and review of policies, regulations, standards, guidelines and strategic plans on prevention and control of diseases;

    Requirements for Appointment:-

    Be serving at the grade of Deputy Director, Health Management Services, CSG 6 and above or in a comparable and relevant position in the wider public service or private sector:

    • Have a Bachelor’s Degree in any of the following disciplines: Pharmacy, Nursing, Food safety, Health promotion, Dental Surgery, Clinical Medicine or equivalent qualification from a University recognized in Kenya;
