    Director/Universal Service Fund

    Brief Description        
    Detailed Description        

    An officer at this level will work under the guidance of the Director General. Duties and responsibilities shall entail: -

    • Advise Management and the Universal Service Advisory Council (USAC) on resource mobilization initiatives, financial management regulations, policies, strategies, procedures, and plans for the Fund.
    • Provide leadership and direction in the development, review, and institutionalization of policies, procedures, and processes governing USF operations.
    • Advise Management, USAC, and the Board on prospective sources of funding for USF projects, including government appropriations, levies, grants, and partnerships.
    • Lead the development of the Universal Service Fund Strategy and associated implementation plans.
    • Oversee the identification of communications access gaps and the formulation of innovative interventions to bridge these gaps.
    • Coordinate the development of annual USF project work plans and monitor their implementation, ensuring timely reporting to Management, USAC, and the Board.
    • Manage project risk assessments and recommend appropriate risk management strategies.
    • Facilitate the collection of levies from licensees and mobilize government appropriations, grants, and donations to finance national ICT access initiatives.
    • Ensure prudent management of USF financial resources, including budgeting, utilization, accounting, and reporting in accordance with established legal and regulatory frameworks.
    • Participate in the Fund’s Project Steering Committees and procurement/tendering processes to ensure compliance and effective project execution.
    • Provide oversight on the implementation of project Memoranda of Understanding (MoUs) and Technical Cooperation Agreements with bilateral and multilateral institutions.
    • Coordinate the preparation of project proposals and concept notes for presentation to Management, USAC, and the Board.
    • Oversee the development of Fund project budget estimates and ensure alignment with strategic objectives.
    • Monitor and evaluate the implementation of the USF Strategy and provide periodic updates to Management, USAC, and the Board.
    • Lead stakeholder identification, engagement, and management activities to strengthen partnerships and ensure successful delivery of USF initiatives.
    • Review and present project concept notes, proposals, Management Papers, USAC Papers, and Board Papers.
    • Oversee the preparation and submission of USF quarterly and annual business reports, ensuring accuracy, completeness, and alignment with reporting requirements.

    Job Requirements        

    For appointment to this grade a candidate must have the following: -

    • Bachelor’s degree in Applied & Physical Sciences, Humanities & Social Sciences and Business-related studies or equivalent qualification from a recognized institution;
    • Master’s degree in Applied & Physical Sciences, Humanities & Social Sciences and Business-related studies or equivalent qualification from a recognized institution;
    • Attained  service period of fifteen (15) years’ relevant work experience, five (5) of which should have been in a management position or in comparable position;
    • Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Membership to a relevant professional body and in good standing
    • Valid practicing license where applicable;
    • Proficiency in computer applications;
    • Demonstrated managerial, administrative and professional competence as reflected in work performance and results; and
    • Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to Communication Authority’s mandate.
