E T Consultant for Digital Health Transformation-Kenya at World Bank Group

Duties and Accountabilities

• The ETC will support digital health transformation across country operations by providing technical assistance on strategy, governance, interoperability, data use, responsible AI, capacity building, and implementation of practical solutions that strengthen health systems and improve service delivery.
• Digital Health Strategy, Policy, and Operations
• Lead and contribute to technical assistance and lending operations that help countries design, prioritize, implement, and scale digital health solutions to improve service delivery, data governance, use, and transparency, aligned with national health priorities and UHC objectives.
• Advise client countries and World Bank teams on policy, legal, institutional, procurement, and governance reforms for digital health transformation, including responsible AI, data governance, privacy, cybersecurity, and vendor management.
• Provide strategic advice to governments, World Bank teams, and relevant stakeholders on digital health reforms, platforms, technologies, and investments that improve system quality, efficiency, transparency, equity, sustainability, and impact, drawing on global good practice, country context, capacity, and portfolio needs.
• Conduct analytical work, including desk reviews, key informant interviews, and field visits, to assess country digital health landscapes, existing information systems, health data structures and governance, implementation progress, information management ecosystems, and digital health literacy.
• Contribute to knowledge products, case studies, templates, presentations, reports, mission aide memoires, briefings, and related materials to capture lessons and support scale-up of successful models.
• Provide guidance on practical guidance, standards, templates, toolkits, resources for planning, procuring, and scaling digital health solutions and digitally enabled primary health care.
• Identify emerging trends and proven practices in digital health and AI-enabled systems, and support demonstration models, pilots, and prototypes with clear pathways to scale and sustainability.
• Digital Health Architecture, Interoperability, Standards, and Data Use
• Lead technical dialogue on enterprise architecture, reference architectures, interoperability layers, and health information exchange approaches that reduce fragmentation and enable systems to work together.
• Guide adoption of data, messaging, and terminology standards, and promote shared services such as identity, registries, terminology, messaging, and notifications.
• Strengthen routine health information systems and align reporting systems, program registries, service delivery applications, and other digital tools.
• Support demonstration models and data integration across systems to analyze health sector performance and strengthen evidence-based decision making at national and local government levels.
• Support fit-for-purpose analytics, dashboards, predictive analytics where appropriate, and decision-support tools for planning, monitoring, equity, and coverage tracking.
• Strengthen stakeholder capacity in data quality assurance, analytics for evidence-based decision making, and maintenance of digital tools and information systems.
• Artificial Intelligence for Health, Capacity Building, and Knowledge
• Support countries to establish regulatory, institutional, and technical frameworks for responsible AI in health, including oversight, accountability, and redress mechanisms.
• Advise on responsible AI applications for health analytics, including bottleneck analysis, commodity forecasting, clinical decision support, planning, and service delivery.
• Develop and disseminate methods to evaluate AI applications for performance, safety, equity, and feasibility, including in low-resource and multilingual settings.
• Lead workshops, coaching, and learning activities on digital health architecture, interoperability, governance, AI, implementation, data use, and workforce change management.
• Coordination, Partnerships, and Delivery
• Coordinate with World Bank teams, TTLs, regional/global teams, and communities of practice to support a OneWBG approach to digital health within HNP/ Africa East.
• Support country teams and clients with TORs, procurement and evaluation processes, proposals, budgets, progress reports, and implementation plans.
• Facilitate timely, high-quality delivery of analytical work, knowledge products, reports, and operational deliverables with inputs from teams, clients, and partners.
• Contribute to digital health learning initiatives through the HNP Learning Program, Digital Health Community of Practice, and related platforms.
• Assist the TTL in supervising consultants and firms mobilized for digital health expertise, onboarding team members as needed, and providing other digital health support to World Bank task teams.

Selection Criteria

• The ideal candidate will bring strong digital health, health information systems, and health systems strengthening expertise, and work effectively across multidisciplinary and cross-cultural teams. Selection criteria include:
• Master’s degree in public health, health informatics, information systems, computer science, data engineering/architecture, information technology, or related field.
• At least eight years of relevant experience in digital health, health information systems, ICT, public-sector digital transformation, or health data/developer roles, including in international development.
• Operational expertise in at least three areas: enterprise architecture and interoperability; health data platforms and governance; routine, surveillance, or program information systems; analytics, dashboards, AI-enabled decision support, or diagnostics; and scalable MIS in developing country contexts.
• Track record designing, implementing, deploying, or maintaining scalable, interoperable digital health or management information systems, including at scale in LMICs. Experience in Eastern and Southern Africa is an advantage.
• Experience integrating and using data for performance tracking, dashboards, analytics, and evidence-based decision making.
• Strong analytical, problem-solving, program management, and technical delivery skills, including in resource-constrained environments.
• Excellent written, verbal, presentation, and interpersonal skills, with ability to prepare concise deliverables, collaborate across teams, and lead strategic dialogue.
• Excellent written and spoken English is essential; fluency in a second language (French) is an advantage.
• Ability to work effectively in cross-cultural, multidisciplinary teams with sound judgment and composure under pressure.
