    Finance Manager - Repost

    Job Summary

    Jacaranda Health is seeking to engage an experienced and talented individual for the role of Finance Manager. The purpose of this role is to champion financial reporting integrity in all efforts to monitor compliance with organizational policies and donor regulations across Jacaranda Health, to perform financial, operational, system and process audits of Jacaranda’s functions and report on the adequacy, or otherwise of the internal controls, to promote good stewardship of resources consistent with Jacaranda’s mandate and to review compliance with regulatory, statutory, legal and ethical requirements as per policies and laws

    Main Responsibilities 

    • Design risk management framework for Jacaranda Health 
    • Work in partnership with senior management to design and implement cost-effective policies and procedures to ensure for effective internal controls for reliable financial reporting, safeguard Jacaranda’s resources and achieve regulatory compliance 
    • Verify that internal controls are efficient and effective to mitigate business risks to an acceptable level. Also provide effective suggestions relative to enhancing current procedures on the existing Jacaranda policies and procedures to accommodate situations in the various field offices 
    • Review the effectiveness of and efficiency of operations and review the application of and adherence to Jacaranda’s policies and procedures across programs and field operations 
    • Maintain an experts knowledge of Jacaranda’s internal policies and procedures  and stay abreast of donor rules and regulations also maintain a working knowledge of local regulatory requirements 
    • Developing  and manage an annual audit plan by reference to the risk management framework and oversee its implementation 
    • Perform audits from planning to report issuance and provide a full briefing to management and other stakeholders at the conclusion of an audit 
    • Provide oversight and management of external and internal financial audit. This would include pre-audit planning and analysis,  customization of audit schedules and templates 
    • In collaboration with the head of finance and operations, perform investigations on allegations of waste and abuse in Jacaranda projects and program operations 
    • Liaise with Jacaranda’s external auditors as appropriate and assist the Head of finance and Operations in responding to relevant inquiries and help coordinate responses 
    • Promote knowledge management and shared learning to inform continuous improvement of the internal controls 
    • Make presentation to the local executive team, quarterly on audit progress, cross cutting audit findings and other matters as relevant 
    • Track implementation and resolution of audit recommendations, in collaboration with country leadership 
    • Form and chair an audit risk committee. Also a member of the procurement committe

    Requirements

    • Bachelor’s degree in Business Administration, Accounting or Finance 
    • Professional certifications such as; Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE)  is a must have. 
    •  Minimum of 7 years of relevant working experience. Significant experience working in or auditing in a large internal international NGO environment is preferred.
    • Strong comprehensive and working knowledge of GAAP, IFRS, Non Profit Accounting and internal controls 
    • Experience in accounting and administration for donor-sponsored projects. This would include; donor budgets , financial donor reporting, sub-contracts monitoring and financial analysis 
    • Proficient in Internal audit skills, trends and thinking  
    • Experience in a diverse set of donors including US Government agencies, private foundations, etc. 
    • Strong working understanding of US Government contracts and sub awards from federal agencies such as USAID. General knowledge of US Government contracting regulations and policies including experience in federal compliance rules , regulations and standards associated with federal funds 
    • Strong overall business acumen with ability to align governance, risk and control needs and requirements with a reality of the work environment 
    • Risk management and mitigation 
    • Working knowledge of QuickBooks Online is an added advantage 
    • Knowledge and ability to identify and articulate best practices and develop a program of continuous learning and improvements
